Up to 10 hrs/month 2. Do you currently pay property taxes in Kittitas County? Yes 3. Are you a current resident of Kittitas County? Yes. I live in the lower Manastash area, adjacent to Reed ditch. Page l of 5 Kittitas County Flood Control Zone District Advisory Board Questionnaire 4. What is your level of flood knowledge in Kittitas County? I am familiar with the flooding patterns in the County's major flood risk zones and have a very strong understanding of the hydrology of area creeks and how the Yakima River is operated for irrigation and flood prevention. -I am familiar with three of FCZD's floodplain assessments and directly participated in two of them as both a proponent for state funding and as a member of the technical committees. -I have participated in post -flood projects in the Manastash, Teanaway, Naneum, and Easton areas. My roles in these projects ranged from technical support to funding review to regulatory work. -I have been involved in planning and in technical review for combined flood and habitat projects in the Irene Rhinehart to Helen McCabe Park reach of the Yakima River. 5. What interests you most about becoming a member of the Flood Control Zone District Citizen Advisory Group? It is professionally and personally important to me that the FCZD be successful. The district is uniquely positioned in the county to address ongoing and pernicious problems that cross multiple disciplines and property lines. I have a professional interest and experience in flood emergency response planning, post -flood recovery, addressing multiple priorities with flood mitigation projects, and seeking "betterments" and other funding increases in the wake of federally - declared flood emergencies. It is personally important to me that FCZD policies and spending result in good stewardship of limited taxpayer funds and limit the uncertainty for residents caused by flooding risk to property and infrastructure. Pale 2 of 5 Kittitas County Flood Control Zone District Advisory Board Questionnaire 6. We will need to prioritize flood projects in each commissioner district. Have you worked in a team environment in the past? If so, please elaborate. I regularly represent my employer on various work groups, committees, etc. to balance multiple priorities and interests. These efforts typically involve a combination of technical, regulatory, political, and funding issues and nearly always involve compromises by multiple parties. A substantial part of this work recently is comprised of my involvement in the Yakima Basin Integrated Plan (YBIP), where I serve on the Water Use, Habitat, and Lower River subcommittees and serve as an alternate on the Workgroup and Executive committee. Earlier in my career, I led a team of six environmental professionals within Snohomish County Public works, regularly working with leads of other groups (e.g. Engineering, Construction, Right -of -Way, Surface Water Management) to ensure that we were effectively working across disciplines to serve the interests of the county. 7. Can you be fair and unbiased when it comes to selecting projects? Yes. An important precursor to demonstrating fairness will be establishing clear and transparent criteria for selecting projects and vetting those criteria appropriately. In that way, we will be able to ensure that we are selecting projects that fit the FCZD's priorities and we can be held accountable when projects are selected. As an example, in 2012, I worked as part of a four person team to rewrite the scoring criteria for the YBFWRB Technical Advisory Group to review and evaluate funding proposals. The effort was necessary in light of concerns regarding inconsistent and biased project reviews. Through our work, we were able to increase scoring consistency, increase transparency and reduce the perception of hidden biases that some project advocates held. Page 3 of 5 Kittitas County Flood Control Zone District Advisory Board Questionnaire 8. Do you have experience developing environmental, capital construction or educational programs? If so, please elaborate. Yes. As a core contributor to the YBIP Habitat subcommittee, I was very involved in setting the program's overall direction, 10 -year goals, and in developing biennial budget requests covering a variety of capital projects. A significant part of the biennial budget effort is negotiating priorities, judging feasibility, and balancing the mix of projects to seek funding for. Earlier, while at Snohomish County Public Works, I helped develop and assess project budgets, timelines, and risk factors to help decision -makers develop yearly and six-year infrastructure plans. Cook RECOMMENDATION: Authorize the transfer of tax parcel 21998 from the Auditor's Office to the Flood Control Zone District. BRIEFING SUMMARY: • The County received tax parcel 21998 (EXHIBIT 1) as a tax title transfer • A crack willow elimination demonstration project is proposed for 2019 by Mid - Columbia Fish Enhancement Group • The Flood Control Zone District (FCZD) is supporting the proposed project with design and construction contributions • The FCZD is willing to take the property (Minimum bid $2,223.65) into District ownership facilitating the project BACKGROUND: The Auditor's Office is the current owner of record of tax parcel 21998. A habitat enhancement project is planned for the property in 2019. The Flood Control Zone District is proposing to acquire the property from the Auditor's Office clearing the way for cooperation towards habitat enhancement construction efforts. DISCUSSION: Moving the property from the Auditor to the Flood Control Zone District creates accountability for the project and decisions impacting the long term viability of the property. Staff believes that having the property in FCZD ownership will assist resource agency review of the project in the permitting stage. The demonstration project removing crack willow could provide significant benefit to numerous city and county resident in the future. FISCAL IMPACTS: The cost of the parcel is estimated to be $2,223.65 before closing costs. Cook RECOMMENDATION: Authorize the City of Ellensburg to subcontract with the Ellensburg Business Development Authority for 2019 Public Facilities Funding BRIEFING SUMMARY: • Public Facility grant agreements do not allow subcontracting without written approval from the Kittitas County Board of County Commissioners (BOCC) • The Board of County Commissioners approved 2019 distressed county fund awards pursuant to Resolution 2019-164 • The City of Ellensburg was awarded $40,000 to support the Ellensburg Business Development Authority (EBDA) as a subcontractor BACKGROUND: Resolution 2019-164 formalized the Council of Governments (COG) 2019 awards of Distressed County Funding through the Public Facilities Fund (108). $40,000 was awarded to the City of Ellensburg supporting the EBDA. The county's grant agreement does not allow subcontracting without written approval from the BOCC. DISCUSSION: The EDBA submitted an application for funding to the COG. Direct submission of the application suggests that the EDBA is qualified and capable of managing grant award. Submission of two grants in a single grant award cycle by the same entity is prohibited. The City of Ellensburg is acting as the prime contractor and suggesting the EDBA is a subcontractor for the purpose of administering grant award. Presuming the BOCC agrees to allow the City to administer grant award, has the City violated the requirement to submit a single application for funding? Section 3a of the County's funding agreement requires written consent from the County for subcontract performance prior to utilizing distressed county funds. The BOCC's Page 1 of 3 PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT award to the City of Ellensburg for ECBA use represents subcontract performance. Upon direction from the BOCC, Public Works will prepare the required written consent for subcontract performance and mail said consent to the City of Ellensburg financial department. FISCAL IMPACTS: $40,000 is available January 1, 2019 supporting EBDA efforts.
