MARK COOK, PUBLIC WORKS DIRECTOR/INTERIM ENGINEER reviewed a Staff Report and explained that Public Works has been working to present a proposed Road Improvement District (Wiehl Road) to Kittitas County Board of Commissioners for the past several years. He stated that notices went out to benefited property owners and were issued via registered mail on 10/26/18 and a total of 38 letters were sent encompassing all properties within the proposed district boundary. He stated that State Statue allows the use of bonding to fund RIDs and, Public Works is proposing they use Road Fund (109) reserves as the project funding mechanism. Public Works is currently earing various rates of return on investments with the County Treasurer’s 11/20/2018 MINUTES 2 Office. Current Rates vary from 1.7 to 2.5 percent and if the BoCC concurs, RID 2018-01 Wiehl Road could go forward with a lot count of 65 and a reduced interest rate of 2.5%. He stated that this equates to approximately $728.10 per lot per year for a 15 year period using a total lot count of 65. He stated that reducing the number of lots from 65 to 60 (counting only one of the six lots as requested) raises the annual per lot payment to $788.77. He encouraged the Board to consider capturing all six lots now and credit back the lot owner once the final number of lots is determined post conservancy, which would represent a consistent approach taken with all other lot owners. He stated that there is an Ordinance before the Board to consider. He noted that they had received a total of 3 letters from Joseph & Claudette Maybo; Charles Adams; Rick Hermanson for the record.
