COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
COMMISSIONERS CONFERENCE ROOM
REGULAR MEETING
MONDAY 9:00 A.M. NOVEMBER 5, 2018
Board members present: Chairman Laura Osiadacz; Vice-Chairman Obie
O’Brien and Commissioner Cory Wright.
Others: Mandy Buchholz, Deputy Clerk of the Board II; Julie
Kjorsvik, Clerk of the Board; Mark Cook, Public Works
Director/Interim County Engineer; Neil Caulkins, DPA.
SPECIAL MEETING OFFICE STAFF MEETING COMMISSIONERS
At 9:00 a.m. Chairman Osiadacz opened the Office Administration
meeting.
CALENDAR WEEK AT A GLANCE COMMISSIONERS
The Board of County Commissioners reviewed their weekly calendar.
PAF/VOUCHERS REVIEW OF PAF’S & VOUCHERS COMMISSIONERS
The Board of County Commissioners approved and signed County
Employee Personnel Action forms and vouchers.
CORRESPONDENCE LOG REVIEW OF CORRESPONDENCE LOG COMMISSIONERS
The Board of County Commissioners reviewed the weekly Correspondence
Log, a listing of all incoming mail and correspondence for the week
ending November 2, 2018. The Board authorized Chairman Osiadacz to
draft a letter of support responding to an item on the
correspondence log from Anna Lael with the KCCD to support a funding
request they are putting in for.
EXECUTIVE SESSION COMMISSIONERS
At 9:22 a.m. Chairman Osiadacz announced the Board would recess into
Executive Session for 10 minutes per RCW 42.30.140 to consider
Collective bargaining sessions with employee organizations,
including contract negotiations, grievance meetings, and discussions
relating to the interpretation or application of a labor agreement;
or (b) that portion of a meeting during which the governing body is
planning or adopting the strategy or position to be taken by the
governing body during the course of any collective bargaining,
professional negotiations, or grievance or mediation proceedings, or
reviewing the proposals made in the negotiations or proceedings
while in progress. Possible action was anticipated.

At 9:32 p.m. the Board reconvened out of Executive Session. No
action taken.
DISCUSSION FACEBOOK WEEKLY POSTS COMMISSIONERS
The Board decided for the week of 11-5-2018 they would post on
Facebook the Fire Marshal Meet & Greet set for 11-15-18 beginning at
3:00 p.m. at the Armory.
UPDATE BOCC/DEPARTMENT HEAD REPORTS COMMISSIONERS
Each Commissioner was assigned three different Department Heads to
meet with on a weekly basis. This was determined at a Special
Meeting with the Board of County Commissioners held on June 18,
2009. Each Commissioner reviewed discussions held with their
respective departments and exchanged details of those meetings. On
January 3, 2011 the Board determined it would be beneficial to
alternate Commissioners that will oversee the different Department
Head’s on an annual basis. They determined at the end of 2013 they
would review the various committees they participate in and provide
beneficial updates to the Board as needed during this time as well.
