RE: Hazardous Building Materials Inspection Proposal
Former Rodeo BoWling Building, 830 North Poplar Street, Ellensburg, Washington
Dear Patti:
Thank you for the opportunity to present this professional services proposal to complete a hazardous
building materials (HBM) inspection of the former Rodeo Bowling building located at 830 North Poplar
Street in Ellensburg, Washington. Fulcrum Environmental Consulting, Inc. (Fulcrum) understands that
Kittitas County (County) acquired in 2015 and building has been unused since acquisition. The building
was constructed in 1958 and is approximately 15,221 square feet in size. The County recently had the
existing roofing system replaced.
Fulcrum understands that the County desires to remove interior features to provide for future reuse. The
presence and nature of identified HBM will assist the County in determining when and by whom interior
demolition activities will be completed. As a result, Fulcrum's HBM inspection will only include interior
building components. Additionally, the existing restrooms were recently renovated and will not be included
in Fulcrum's inspection.
Scope of Work
Initial HBM identification inspections consist of three separate tasks of investigation: an initial inspection,
a design inspection, and construction inspection, that includes sampling completed during abatement,
renovation, or demolition. The purpose of the initial inspection is to complete comprehensive investigation
and sampling of suspect HBM. Typically, initial inspections are limited to minimally intrusive
investigations as the structures often continue to be used and occupied. Initial surveys provide a basis for
60 percent (%) complete conceptual design and preliminary project budgeting.
As renovation design is finalized and resultant damage is more agreeable, an intrusive design survey is
completed. The purpose of the design inspection is to clarify HBM status and location; assess potential
hidden conditions; and is typically completed as a part of project specification and abatement design. If
additional suspect HBM are identified, samples are collected and results integrated into the inspection
report.
While the initial inspection and design inspection are intended to identify all materials present, additional
suspect ACM may be identified during abatement, renovation, or demolition activities. Sample results
collected during this task of the project are typically incorporated into final project reporting.

After reviewing the anticipated scope of the current project, Fulcrum proposes to complete inspection for
asbestos containing materials (ACM), lead containing materials (LCM), lighting and electrical components
(LEC), and refrigerant containing systems (RCS).
Asbestos Containing Material Identification
Fulcrum proposes to complete an inspection for asbestos containing materials. Asbestos inspections
completed prior to renovation or demolition requires a more intrusive search for ACM than an Asbestos Hazard
Emergency Response Act (AHERA) inspection. In addition to the AHERA requirements, the initial inspection
and report will comply with Washington Labor and Industries, Division of Occupation Safety and Health
(DOSH) Washington Administrative Code (WAC) 296-62-077 requirements, the Occupational Safety and
Health Administration (OSHA) 29 Code of Federal Regulation (CFR) 1926.1101, and the National
Emissions Standard for Hazardous Air Pollutants (NESHAP) 40 CFR Part 61. Based on our experience
with similar projects, the following assumptions are inherent in arriving at our fee estimate:
1. The asbestos inspection will be conducted by an AHERA accredited Building Inspector(s)
(regulatory requirement).
2. A minimum of three (3) samples analyzed as non -detect for asbestos will be required to document
a suspect material is non -ACM.
3. Approximately 10 percent of all suspect ACM samples will be submitted to a second laboratory
for duplicate analysis as a part of project Quality Assurance/Quality Control (QA/QC)
4. No roofing samples will be collected during this inspection.
5. Equipment systems will be visually inspected for suspect materials; however, Fulcrum will not
dismantle equipment to determine if suspect ACM are present in interior components.
6. Results will be summarized in the Hazardous Building Materials Inspection report.
Fulcrum estimates that 80 to 100 samples of suspect asbestos materials (up to three layers) will be required to
complete the inspection. Samples will be submitted for analysis by polarized light microscopy (PLM)
Environmental Protection Agency method 600/R-93/116. Fulcrum will request that the laboratory analyze
submitted ACM samples with a 5 -day turnaround time.
Lead Containing Materials Identification
Fulcrum will utilize an X -Ray Fluorescence (XRF) instrument to directly analyze the concentration of lead in
the selected painted or coated surfaces to assess the consistency of lead paint concentrations prior to paint
sample collection. The direct reading XRF instrument allows a quick non-destructive assessment of paints that
on the surface appear similar, but could have variable lead concentrations in underlying paint layers. The XRF
analysis will be also be used to determine locations that have high concentrations of lead. At locations where
XRF field analysis documents elevated concentrations of lead, no additional sample collection will be
performed.
At locations where the XRF instrument detects lead concentration below the instruments method reporting
limit, Fulcrum will collect a representative sample of the painted surface for laboratory analysis by

Environmental Protection Agency (EPA) Method 6010 to determine lead concentration in the painted material.
Laboratory analysis confirming low or non -detect lead concentration is required for worker protection
regulatory compliance.
Fulcrum estimates that approximately 30 to 60 XRF readings of suspect lead containing paint or coatings, such
as ceramics, may be necessary to adequately determine lead presence in building materials from the building.
In addition, Fulcrum will collect 10 to 15 paint chip samples for laboratory analysis. Results will be summarized
in the hazardous building materials inspection report.
Lighting and Electrical Components
Fulcrum's inspectors will examine representative fluorescent light fixtures, transformers, and other electrical
equipment to determine likely presence of PCB, mercury or other potentially hazardous materials. Following
the inspection, Fulcrum will summarize quantity and locations of materials identified. Results will be
summarized in the HBM inspection report.
Refrigerant Containing Systems
Identification of building systems with ozone depleting compounds, refrigerants, or other fluid systems will
be accomplished through visual inspection. As part of Fulcrum's services we do not disassemble equipment.
Rather, through inspection, assessment, and experience; Fulcrum's staff identifies presence, type, and
number of ozone depleting compound containing building systems. This information is used to prepare the
relevant investigation report sections and is used as the basis for project specification development.
Schedule
Fulcrum will complete the site inspection within five days of notice to proceed. Fulcrum has proposed to
complete all analysis on a laboratory turnaround time of five business days. Fulcrum will prepare the
inspection report for delivery to you within 15 business days of laboratory analytical receipt.
Fee Estimate
Fulcrum proposes to provide environmental services to complete the HBM inspection services on a time
and materials basis. See Fulcrum's 2016 Standard Rate Schedule attached to this proposal. Our fee
projection includes inspection time, reporting, analytical fees, and reimbursable expenses.

If requested following completion of the HBM inspection tasks, Fulcrum will prepare a separate proposal
for Project Design and Abatement Observation and Testing Services. As design, observations and testing
tasks are highly dependent on the findings of the HBM inspection tasks, an accurate projection of services
would be difficult to prepare at this time.

We would like to express our strong support for HopeSource's proposed Ellensburg- Cle Elum
Commuter Route.
The community survey conducted in July of 2018 identified that 57% would be using the bus as a
means to travel to work. This was followed by 35% using it for shopping, and 29% using it to get
to their medical appointments.
This type of transportation will help assure some of our most vulnerable populations have access
to employment centers, medical resources, and areas they can shop for essential commodities.
We recognize the vital service thgMopeSource provides to the rural residents of Kittitas County,
and we encourage the development of the Ellensburg- Cle Elum Commuter Route transportation
system.
