BACKGROUND: The Bar 14 Bridge over Naneurn Creek suffered significant damage during the flood events in the spring of 2017 and can no longer be maintained at a full service level. Flooding caused debris to build up under the bridge, completely blocking flow underneath the bridge. Water was forced to route around the bridge on either side, washing out the approach roadway. This bridge has historically had issues with debris buildup, and Public Works has had to dredge the creek under the bridge annually for many years. After flooding subsided and Public Works was able to dredge out debris from under the bridge, it was discovered that the northernmost girder suffered significant damage, severely reducing its load carrymg capacity. The bridge was analyzed by structural engineers from the consultant firm KPFF, who recommended the bridge be opened to a single lane configuration to keep traffic off of the damaged girder. Public Works then began working toward a plan to replace the bridge. In doing so, hydraulics engineers from Consultant firm NHC were brought in who specialized in geomorphology and sediment transport. They visited the site and walked the creek channel upstream and, downstream with Public Works personnel to determine the root cause of the debris buildup at the bridge. It appears that the irrigation structure downstream, where Naneum Creek intersects the Hiline Canal, has prevented bedload from moving downstream and as such has slowly raised the hydraulic grade of the creek over time rendering the bridge functionally obsolete from a hydraulic standpoint. The effects of this sediment deposition can be seen in the creek channel up to 200 feet above the bridge. The elevation in the immediate vicinity of the bridge has been maintained by annual dredging, but the creek channel is essentially at the roadway elevation. This hydraulic system (Wilson/Naneurn) is globally problematic and requires multiple projects and partners to work together to restore and maintain the functionality of the various stream channels. Until other projects upstream and downstream of the bridge take place replacing the bridge is not recommended. Channel improvements must be done, replacement and management of the Naneum/ Wilson split must occur, interaction between Naneurn Creek and the Hiline canal must be resolved all prior to a new bridge being installed otherwise, the issue will only repeat itself in time. A new bridge can be built wider and higher to allow more capacity in the current state, but if sediment transport continues as it has, it will just be a matter of time until we are facing the same issue again. Funding a bridge replacement will also be challenging, since Public Works would seek BRAC ('Federal) funding grants, which are competitive, this bridge will not be the best candidate due to low ADT (50 cars a day) and short detour routes available nearby makes the likelihood of success very low. Public Works recognizes that if the bridge is to remain in service (in a single lane configuration); continual maintenance will be required and will continue to be one contributor to the overall system wide problem. It is understood that flooding to surrounding residents will not be eliminated by the removal of the bridge but its removal may provide some relief. At this time the overall impact to road users is unknown due to the lack of time to complete public outreach. The rapidly evolving nature of this year's flood events, required engineering research, and closing work windows for 2017 has provided enough detail to recommend removing the bridge and restoring the channel through the vicinity of the bridge in an attempt to reduce the upcoming anticipated flooding impact of neighboring residents. Public Works has held discussions with both WDFW and KRD irrigation about the proposal and plans to continue to work with interested parties and neighboring residents through the process. The bridge removal would ideally occur within the next couple of weeks in anticipation of Fall rain events and rising waters in Naneum creek. In 2018 Public Works would seek to acquire necessary property from the immediate property owners to allow for the construction of turnarounds to facilitate school busses and other traffic needs. Cook BF-KOMMENDATION: Authorize staff advertise for professional services supporting an update to the 2012 All Hazards Mitigation Plan (HMP). BREIFING SUMMARY: • An update to the 2012 HMP is required • Public Works (PW) has received $91,125 in federal funding for the HMP update • PW has been working with FEMA to consolidate the Community Rating System Plan into the HMP under a single planning effort • PW has prepared a request for qualifications and is now ready to advertise for professional services BACKGROUND: The county's Hazard Mitigation Plan was completed in 2012. Public Works lead the planning effort. In August 2016, PW received a federal grant (E17-082) for completing an update to the 2012 plan. During the past several months, PW PLIII Ms. Karen Hodges, has been working with FEMA to finalize the process allowing us to consolidate two planning efforts: HMP update and Community Rating Systems update — into a single plan. PW recently received go ahead from the Washington State Military Department to proceed with the combined planning effort (EXHIBIT 1) DISCUSSION: PW anticipates the planning effort will take most of 2018 to complete. Staffing levels are not sufficient allowing a complete staff effort, though significant staff involvement is anticipated. The county's match requirement is $30,375 [EXHIBIT 2). The match is expected to come from the Flood Control Zone District —though many other junior taxing districts will benefit from the effort. The Board of County Commissioners may elect to solicit junior taxing districts for financial contribution offsetting financial impact to the Flood Control Zone District. Indicate ttte major work involved, Including a brief comparison of existing and proposed conditions. The original project was to replace an aging roof on the Ellensburg Business Incubator Building. Funds have been disbursed for the roof replacement, On March 14, 2017, Jim Armstrong, on behalf of the City of Ellensburg and as contractor for EBDA, approached the COG with a request to expend undisbursed funds to support replacement of swamp coolers. This current request is utilize undisbursed funds for the same purpose: to replace an aging roof of a building located on 10ditas County leased land, and owned by the EBDA. The Airport Building, as it Is commonly known as, has a roof that habitually leaks, disrupting the activities of the tenant/business owners, and thus adversely impacting economic activity In the County. In providing the undisbursed funds for this purpose, the COG will increase their local investment match more than twice as much, and support the ongoing operations of a building intended to support light Industrial activity on iCttitas County owned land. 2. Main the specific Infrastructure Issues the project addresses and how they are linked to economic development Improvements. The original proposal discussed the history of the Ellensburg Business Incubator — a %duty designed, constructed and managed in support of start-up business who need space at a less than market ranee in their early years. This request results in a roof replacement that will allow for continued operation of small businesses in tenancy at the Airport Building, and lead to additional jobs within the county and the region. 3. Explain how this infrastructure project has been coordinated, or will be coordinated with other jurisdictions , such as counties, cities, state/federal agencies, and with \economic development organizations during planning, design, flnandng, construction and/or operation phases. The original application cited the Ellensburg Business Incubator as an initiative of the City of Ellensburg as the eontradbar to the Ellensburg Business Development Authority (EBDA) for economic development. EBDA is responsible fur the administration of a microloan program, property management at both the Ellensburg Business Incubator and the Airport Building (effective 9/27/2017), business support services such as business consulting, business planning, financial planning, along with business retention and expansion services. The Country's ADO, K ttitas County Chamber of Commerce, took the lead in identifying the great need for this project, including securing a quote fur roof repair (attachment A). S. Explain how the infrastructure project will help meet the economic development goals of your community and/or region. If this project Is not done, will the anticipated prnrat7e development still twice place? As cited In the original appitcation, this project helps meet the economic goals of the community by preseiving a building that has a proven history of success and is consistent with the economic development goals of both dw City of Ellensburg and the IQtiitas County Comprehensive Plans. If the project is not completed there will be continued deterioration of the roof resulting in damages two the facility and work tools/product of the small business owners who are tenants. This will lead to the loss of tenants, and the inability to locate new tenants for the building. We have not Identified alternative sources of funding for the roof replacement. Without this fund a band-aid fix that lacks any warranty will need to be implemented for a makeshift fix utilizing the matching funds EBDA and the Qty of Ellensburg have committed to this project:, which is not the best use of public funds. The support requested here will provide for a permanent, lasting solution to this roofing problem. 9. Describe any feasibility or predevelopmentstudies that demonstrate the linkage between the proposed Distressed County Infrastructure improvements and the anticipated economic outcomes. N/A — This project provides for protection and preservation of existing infrastructure, which as a successful track record. 10. Change to COG Funding for Ellensburg Incubator Building Dear Conference of Governments: In October 2016; The Conference of Governments awarded $63,000 to the City of Ellensburg for roof replacement at the City's Ellensburg Business Incubator, 1000 prospect Street. The Chamber administers the building for the City. As work is about to commence, the final bid for the project has come In about $10,000 dollars less than the initial bid that was approved by COG. City Manager John Akers and I see this as an opportunity to replace the building's antiquated and leaky swamp coolers, which frankly should have been included in the initial request to COG. The coolers are Integrated into the roof structure and replacement with new coolers at later time Will require opening the new roof in at least 5 locations. It will also cost considerably more. We therefore request that any surplus funds on the project be approved for replacement of swamp coolers concurrent with the roofing Installation. Sincerely, Jim A ng C.E.O. Kittitas County Comprehensive Plan - Pertinent Sections March 2016 10.3. Goals, Policies and Objectives Ki!#itas County has established the following goals and policies to guide future economic development. These goals and policies were developed in response to existing economic conditions identtfied within the County. GPO 10.1 Be a county the supports the varied needs and demands of the community and surrounding area through the understanding and creation of a supportive and active environment for economic development in the community. GPO 10.2 Support the retention and expansion of existing local businesseslindustries and recruitment of new businessAndustries in order to maintain a strong job and wage base. GPO 10.3 implement regulations that recognize and further the diversity of industry and the business community, while also promoting the sustainability of natural resource based activities. GPO 10.4 Encourage economic growth while protecting the rural character of the County. GPO 10.5 Encourage the promotion of tourism and tourist based businesses. GPO 10.6 Provide the Infrastructure and public facilities to support economic activity and growth. GPD 10.7 Strive to maintain a balance of jobs and housing. GPO 10.8 Promote and encourage the establishment and expansion of educational, research and other related activities that support existing local industries and businesses. GPO 10.9 Work in cooperation at the local and regional level to combine resources and build consistency in economic development strategies. 10.5 Economic Development Strategic Pian The Econornic Development Strategic Plan was prepared by TIP Strategies and the Economic Development Group of Kittitas County In 2009. Under the guiding principle of "the use of public resources to stimulate privets investment," the purpose of the plan Is to help the Economic Development Group of K t tas County and policy makers at all levels of government understand their competitive position and to coalesce around a vision for promoting the region. By utilizing a strengths, weaknesses, opportunities, and threats (SWOT) analysis approach, the plan identified and addressed strategic goals, policies and objectives for policy makers and administrative personnel to apply in decision making processes to advance and enhance the economic vitality of Kiititas County. The EDSP drew input from a broad cross section of citizens and interest groups, and has been formally endorsed by Kittitas County, the City of Ellensburg, the City of Cie Elum, the City of Roslyn, the City of Klttitas, the Ellensburg Chamber of Commerce, and the Cie Elum Chamber of Commerce. The findings and recommendations outlined in the plan are designed to serve as a framework for making investment decisions, and for providing guidance in growth that is both realistic and sustainable. In addition the plan also provides a comprehensive depiction of the socio- economic and demographic status of the county and its relationship to other counties, both regionaNy and nationally. The 2009 version of the Economic Development Strategic Plan Is adopted by reference into this comprehensive plan subject to the following limitations. -The Economic Development Strategic Plan is adopted as a reference document to be used by Klttitas County as an aid in land use, capital faciiitiss, and public policy discussions, and by members of the public wishing to propose projects, pursue grants for projects, or propose agreements with landholders. -The Economic Development Strategic Plan may be used as a part of the Kh tas County Capital Facilities plan for purposes of utilizing real estate excise tax (BEET) proceeds I& acquisition or expansion of recreational Infrastructure. TIF STRATEGIES - Theory In to Practise Light Industrial & Assembly Why does this sector matter? While national tre & suggest manufacturing job growth will remain flat, there is OR value inn adding this sector to the EDG's target list. A healthy msnwfachaing secW c ontnUW to the local economic base and can provide a soumce of employment for entry-level workers and those without advanced credentials. Competition for manunfaet wring jobs is fierce and the cost of recavitment initiatives (in terms of marketing dollars, incentives, and improvements) can be significant Why is it a fit for Kittitas County? Admittedly, the county fares some constraints with regard to tine recruitment of manufad<nfng moons. Kittitas is at a competitive disadvantage in comparison with neighboring counties in terms of utility costs. Accmftg to local officials, industrial users in Kittitu County will Pay approximate ly $.05 per kWh of electricity. While nationally competitive, the nate is higher that the $.0l per kWh paid in Grant County. For energy -intensive users (a.&, food, bulk chemicals, refining, glass, cement, steel, and aluminum), the diffamc a in oast is aWficant. Another major cont is the lack of a large pool of local workers wbo passers basic manufacturing skills (e.g., welding CNC marl hft tool and dye mWdnO- Nevertheless, EDG should engage in reasonable marketing and remuitmert activities targeted at out-of-state companies cWgcd light industrial and assembly. The county's highly desirable quality of life, attractive scenery, and proximity to a major metropolitan area makes it a logical destination for executives seeking to relocate a facility finer a high-cost, high -stress environment. 4.14 - Build on core industries. Companies already established in the region should represent the first tier of economic development opportunity. Existing state and regional clusters to c owder include OR& fbr aviation/aerospace, alternative energy equipment, construction materials and equipment, or agricultural equipment. Exceptions to this rule are important, however. If the industries are contracting, or if they add little value (tbmugh wage or capital investrucrnt), public support ft them must be more measured and more cautious 4.15 - Target specific eharacterMICS As with professional services, we recommend selecting specific companies using a series of Mum- Firm size - Given the countyis growth concerns and labor market trnds, targeting effats ere likely to be most successful with firm sizes under 50 employees Energy usage - Because of the cOMty" s competitive situation, energy usage is another factor that can be used to ref= targeting efforts. Non -energy intensive industries include metal -based durables, fabricated metals, machinery, computers and electronics, transportation eqWPmcnt, electrical equipment, and wood products. Site requirements - Land consumption paw should also be considered. 4.16 - Increase local slows g options ley, 'I'>ris should be done in Explore opporiimities to increase the availabilitywf 1 fift Council, WorkSource orad Central conjunction with the South Central WashinSton Washington University and should be aligned with needs of local business. BREIFING SUNMARY: Previous Board of County Commission (BOCC) award requited a Community Development Block Grant (CDBG) match to the City of Cle Elam 0.09 Fund grant award. The City did not receive the CDBG grant. The City reapplied to the Conference of Governments (COG) with a revised proposal. • The revised proposal seeks funding for one block of city First Street reconstruction. BACKGROUND: Earlier this year, the BoCC (following COG's funding recommendation) awarded 0.09 Funds (Distressed County Funds) to City of Cle Elum supporting their request for grant funding (E IMIT 1). The BoCC made the grant contingent on the City's receiving a matching CDBG grant from the state. The City did not receive the CDBG grant. The City has repackaged their grant application (=E13IT 2) and COG has approved the City's funding request and now the proposal goes before the BoCC for fimding consideration. DISCUSSION: The City proposes approximately 24% in matching funds supporting the construction phase of the project ($234,480). The original application identifies a tight timeline for First Sheet improvements against a pending paving project by the Washington State Department of Transportation. The original application also identified the possibility of phased improvement construction. Cook RECOMMENDATION: Direct that staff negotiate a scope of work reduction from HLA. BREIFING SUMMARY: • Board of County Commissioners (BoCC) directed that staff obtain a second option on runway 7-25 repair cost options. • Staff selected HLA (Yakima) and the Airport Advisory Committee agreed to accept them as the qualified firm for the requested work • Initial scope of work (SOW) includes: FAA pavement design and preliminary (60°l0) runway design. • Geotechnical work boring the subgrade is also proposed. • SOW fee estimate is $68,000. • Airport Committee desires a SOW reduction to meet cost expectations. BACKGROUND: Immediately following the emergency closure of Bowers Field runway 7-25, the BoCC directed the Airport Manager solicit a second opinion from a qualified airport engineering consultant. Staff selected HLA (Yakima) and the Airport Advisory Committee (AAC) has since agreed with the selection. HLA has responded with a SOW and fee proposal totaling $68,000. Recently, staff met with the AAC discussing possible SOW resolution. DISCUSSION: Several proposed SOW items can be reduced or eliminated in an attempt to more closely meet overall project expense expectations. Eliminating the pavement design/design report is expected to significantly reduce cost. Collecting cost estimates associated with project assumptions without reliance on geotechnical information is another. Collecting geotechnical information on subgrade is useful — but meaningless if there is no funding solution for reconstructing runway 7-25. They have reviewed the various types of soils using their database and have found there are 6 distinctive soil types under runway 7/25. We are proposing 8 cores, 3 CBR tests, 3 moisture tests, and 6 sieve analysis for each soil type and subbase type. Starting at the runway 7 end for approximately 3,900 feet, this would be a coring every 40D-500 feet which is consistent with FAA requirements. We would be transitioning the core locations across the runway; edge, center, edge. We are wrapping up our contract and will have it to you this week. Any additions or changes you want to make to the draft scope of work? I'm concerned about the potential delay in getting the Geotech going and how the weather may skew the results the closer we get into freezing temperature. Pm assuming there may be a specific commissioner meeting we have to make for contract authorization? Would the County consider proceeding forward with their portion of the work while we reduce our scope of work? If not, we'll move ahead as planned. Attached is the quote we received from them. Hopeful this work will move forward, though if not, in the very least would recommend having the material testing done before the groundwater lowers and winter hits. If that is a consideration for the County, and the County is interested In using Intermountain Material Testing, our contact therefor this work has been Brian Binsfield in their Spokane Office. If you should want me to coordinate this let me know, or If you want his contact information I can send that to you. Hope all is well and thanks Stephanie From.
