SET PUBLIC HEARING SHORELINE MASTER PROGRAM CDS Approve Setting a Public Hearing to consider proposed Amendments to the County’s Shoreline Master Program to include adoption of policies and regulations for identifying, protecting, and preserving cultural archeological, and historic resources, to be held on November 20, 2018 at 2:00 p.m. in the Commissioners Auditorium, Room 109, Kittitas County 10/16/2018 MINUTES 3 Courthouse 205 West 5th Avenue Ellensburg, WA and to authorize the Clerk to publish said notice. AGREEMENT CREST COUNSELING SERVICES JUVENILE Approve a Professional Services Agreement between Kittitas County Superior Court, Juvenile Court Services, and Julie Crest, d/b/a Crest Counseling Services for the Special Sex Offender Disposition Alternative. CONTRACT DEPT. OF HEALTH CONSOLIDATED HEALTH PUBLIC HEALTH Approve Amendment No. 4 to the 2018-2020 Consolidated Contract Number CLH18249 between the Department of Health and the Kittitas County Public Health Department, increasing the amount by $117,548.00 for a revised maximum consideration of $281,644.00. AGREEMENT SCHUKNECHT’S POLYGRAPH SERVICE SHERIFF Approve a Professional Services Agreement between Kittitas County and Schuknecht’s Polygraph Service, to conduct polygraph examinations, conducting interviews of applicants, and preparing and conveying reports of polygraph findings to the Kittitas County Sheriff’s Office from January 1, 2019 through December 31, 2019. RESOLUTION 2018-163 YAKIMA TRAINING CENTER MILITARY INSTALL. SHERIFF Approve Resolution No. 2018-163 Authorizing a License between the Department of the Army, Yakima Training Center Military Installation; and Yakima and Kittitas Counties, Washington beginning September 1, 2018 through August 31, 2019. PLAN STATE PLAN OF OPERATION SHERIFF Approve the State Plan of Operation between the State of Washington and the Kittitas County Sheriff’s Office relating to the excess Department of Defense beginning October 16, 2018. AGREEMENT LEROY MILLER/MILLER REFRIGERATION PUBLIC WORKS Approve an Amendment to a Lease Agreement between Leroy Miller, d/b/a Miller Refrigeration for a Lease of property at Bowers Field Airport within the Industrial Area, to expire in 2023. CALL FOR BIDS SNOW & ICE CONTROL PRODUCTS PUBLIC WORKS Approve a Notice of Call for Bids to Furnish Snow and Ice Control Products for the Calendar Year 2019, to be accepted until November 1, 10/16/2018 MINUTES 4 2018 at 2:00 p.m. at the Kittitas County Public Works Department 411 North Ruby Street, Suite 1, Ellensburg, WA and to authorize the Clerk to publish said notice. LEASE TERMINATION – PACE PUBLIC WORKS Approve a Termination of a Lease Agreement between Kittitas County and William R. Pace III, for Lot H-36 of the Kittitas County Amended Binding Site Plan, effective October 31, 2018. LEASE LINDSEY PUBLIC WORKS Approve a Lease Agreement between Kittitas County and Kenneth H. Lindsey and Leslie H. Lindsey, for Lot H-36 of the Kittitas County Amended Binding Site Plan BS-10-00001, as recorded June 28, 2010, containing 5,283.50 sq. ft. or .12 acres more or less, from November 1, 2018 through October 31, 2023. SET PUBLIC HEARING SURPLUS EQUIPMENT PUBLIC WORKS Approve Setting a Public Hearing for November 6, 2018 at 2:00 p.m. in the Commissioners Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA to consider equipment surplus to Kittitas County’s needs and to authorize disposal of the same in accordance with RCW 36.34.080, and to authorize the Clerk to publish said notice. RESOLUTION 2018-164 2019 DISTRESSED COUNTY SALES & USE TAX PUBLIC WORKS Approve Resolution No. 2018-164, Awarding the 2019 Distressed County Sales and Use Tax Funds as Recommended by the Conference of Governments, effective January 1, 2019. RESOLUTION 2018-162 ROAD IMPROVEMENTS WIEHL ROAD PUBLIC WORKS Approve Resolution No. 2018-162, Notice of Intent to Formulate Kittitas County Road Improvement District 2018-01, Creating Road Improvements to a Section of Wiehl Road from MP 0.00 to MP 0.27. SET PUBLIC HEARING FORMULATION OF RID – WIEHL ROAD PUBLIC WORKS Approve Setting a Public Hearing for November 20, 2018 at 2:00 p.m. in the Commissioners Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA to consider the Formulation of Kittitas County Road Improvement District 2018-01, Wiehl Road, and to authorize the Clerk to publish said notice. 10/16/2018 MINUTES 5 RESOLUTION 2018-165 20 YEAR TRANSPORTATION PLAN PUBLIC WORKS Approve Resolution No. 2018-165, Adopting the Kittitas County Twenty (20) Year Transportation Plan for the Years 2018-2038. RESOLUTION 2018-166 REECER CREEK FEMA FLOOD HAZARD MAP PUBLIC WORKS Approve Resolution No. 2018-166, Authorizing the Chair’s Signature on a Watershed Science and Engineering Task Order No. 7 – Reecer Creek FEMA Flood Hazard Analysis and Mapping. CORRESPONDENCE - NONE ADMINISTRATIVE MATTERS LETTER RECREATION & CONSERVATION OFFICE COMMISSIONERS Commissioner Wright moved to approve a letter to Ms. Kaleen Cottingham, Director of the Recreation and Conservation Office, requesting to put a hold on the grant funding for the Washington State Department and Fish Wildlife’s Quilomene Wildlife Area Restoration (RCO #18-1903) pending further research on relevant facts upholding the request. Vice-Chairman O’Brien seconded. Motion carried 2-0. CITIZEN COMMENTS ON NON-AGENDA ITEMS - NONE BOARD DISCUSSION/DECISION ITEMS CLAIM FOR DAMAGES RYAN BAKER – APPROVED COMMISSIONERS Commissioner Wright moved to approve payment in the amount not to exceed $1,875.65 and conditioned upon a Release of All Claims from Ryan T. Baker for a Claim for Damages #201809070003 filed in the Kittitas County Auditor’s office on September 7, 2018 as recommended by the Prosecutors office. Vice-Chairman O’Brien seconded. Motion carried 2-0.
