Adjourn Created on 8/25/2017 9:26:08 AM KITTITAS COUNTY PUBLIC WORKS STUDY SESSION MINUTES COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 - ELLENSBURG Regular Meeting MONDAY 1:30 PM August 28, 2017 Board members present: Chairman Paul Jewell; Vice -Chairman Laura Osiadacz; Commissioner Obie O'Brien Others: Mark Cook, Candie Leader, Public Works; Four (4) Members of the public At 1:31 pm Chairman Jewell opened the Public works Study Session. One (1) item was added under Other Business: Exit 78 Closure Times as Proposed by Washington State Department of Transportation. REQUEST TO APPROVE A RESOLUTION TO AMEND RESOLUTION 2017-138 AWARDING THE DISTRESSED COUNTY SALES AND USE TAX FUNDING FOR 2018 CORRECTING THE MATCH PERCENTAGE Mark Cook stated that recently Public Works brought forward a resolution which followed the Board of County Commissioner's (BOCC) request to adjust the City of Roslyn's request for a smaller funding amount and that the City of Roslyn and City of Cle Elum to provide proof of matching funds prior to the release of Distressed County funding. In that action the match percentage was stated as fourteen percent (14s) instead of the correct amount of thirteen and one half (13.5%). The resolution being presented would correct that error. Chairman Jewell called for motion to approve Resolution 2017-141 to Amend Resolution 2017-138 Awarding the Distressed County Sales and Use Tax Funding for 2018 Correcting the Match Percentage. Commissioner Osiadacz made a motion to approve Resolution 2017-141 as presented and Commissioner O'Brien seconded the motion with said motion passing. REQUEST TO APPROVE A RESOLUTION TO AWARD THE CONTRACT FOR THE NORTH FORK TEANAWAY ROAD BRIDGE #16203 REPAIR AND AUTHORIZE THE PUBLIC WORKS DIRECTOR TO EXECUTE SAID CONTRACT Mark Cook stated that last fall an individual drove through the downstream guardrail on the main stem Teanaway Bridge wiping out the entire section. Over the winter the roadway was restricted to one lane and jersey barriers in place. The repair was designed; bids were solicited with two responses, with one response being deemed non responsive for being submitted after the bid closing time. Discussion was held regarding the cost of the bid amounts submitted and the increase in contract pricing. Commissioner O'Brien inquired about the accident and any potential for insurance cost recovery. Mark Cook replied that the owner of the vehicle claimed it was stolen and cost recovery is unlikely. Chairman 2017-08-28 MINUTES Jewell called for a motion to approve Resolution 2017-142 to Award the Contract for the North Fork Teanaway Road Bridge #16203 Repair and Authorize the Public Works Director to Execute Said Contract. Commissioner Osiadacz made a motion to approve Resolution 2017-142 as presented with Commissioner O'Brien seconding the motion. Motion passed. UNIVERSITY WAY BRIDGE PROJECT UPDATE Mark Cook commented that last year during a routine bridge inspection staff found significant concrete spalling on one of the bridge piers at the railroad crossing on University Way. There is also concern about the number of groundhog burrows that are present at both abutments. Staff had a structural engineer take a look at the issues with them and agree that the burrowing is causing the approach settlement. Mark Cook continued that in an attempt to secure round about funding with the City of Ellensburg and Kittitas County putting in $450,000.00 for that project; in exchange for that Kittitas County asked the City of Ellensburg to annex that portion of University Way into city limits. Staff felt that giving the City of Ellensburg damaged infrastructure would not be wise and went into a structural design for the bridge. Bids were then solicited and the low bid was twenty five percent (250) over the engineer's estimate and the bidder was nonresponsive with some of the required paperwork with that bid being rejected. Staff is also waiting on permits from Burlington Northern. At this time if the BOCC follows staff recommendation of rejection of all bids, staff will continue to pursue the permits from Burlington Northern with a new bid solicitation in spring. Discussion was held regarding spalling and current monitoring of the issues. No direction was given. HYAK DRIVE UPDATE Mark Cook stated that the Public Works Department has been working with the Hyak Homeowners Association for around two (2) years on a variety of issues including snow removal, winter parking and speeding in the community. Mark Cook spoke about the speeding commenting that staff deployed a new striping plan narrowing the lanes of traffic and after three (3) weeks placed traffic counters conducting a speed study. This action caused numerous complaints therefore deploying staff to blackout the paint stripe. This action caused another issue in which a driveway was damaged from the product used to black out the striping. The next option would be structural efforts such as traffic islands and possibly speed humps though speed humps would add issues for snow removal. Mark Cook continued that crews are running out of places to put the plowed snow and with I-90 construction and closures response times have been hindered. Mark Cook suggested meeting with the Homeowners Association to problem solve options. Discussion was held with staff stating a full review of options will be done and will come back to the BOCC with proposals. Further discussion was 2017-08-28 MINUTES held regarding research done by the IT Department on GPS, roadway routes and road designations. Staff was encouraged to get with the IT Department to gather further information on the topic. BOWERS FIELD UPDATE(S) Mark Cook reported on several issues at Bowers Field starting with the temporary closure of Runway 7-25. Public Works has followed the directive of the BOCC and a scope of work was sent out to HLA Engineering and Surveying out of Yakima and a site visit was conducted. Staff is expecting a scope of work back this week and then a special Airport Advisory Board meeting will be scheduled to review the scope and have HLA present their qualifications. If the Airport Advisory Board is satisfied with the scope of work then a notice to proceed can be sent out to HLA. Discussion was held as to the base of the runway and the possibility of having geotechnical testing done. Further discussion was held with no Board direction. Mark Cook stated that pursuant to the t -hangar inspections last month and the amount of non -aviation related items in the hangars, follow up letters were sent and two responses have been had so far. Staff will re -inspect all hangars again in thirty (30) days and move forward. Discussion was held. No direction was given. Mark Cook spoke about the Carrera Hangar and staff has been working with the owner on the cleanup of the fire that had occurred there. Public Works initially supplied assistance with the cleanup operations and provided an area of storage of the material so it could be hauled off. Mark Cook continued that staff had to keep in contact with the hangar owner to maintain the area was clear of foreign object debris (FOD) and the area was fenced. Building permits are finally in process in Community Development Services. Discussion was held. No direction was given. Mark Cook commented that there was a malfunction of one of the airport gates that has resulted in a claim for damages to a vehicle. Staff contacted the gate contractor and parts have been ordered for repairs due to apparent vandalism. Discussion was held. No direction was given. Mark Cook reported that the Master Plan update is almost complete. The preferred alternative was sent to the Federal Aviation Administration (FAA) months ago for review and at this time is has still not been reviewed. The Master Plan will likely be submitted in October and is close to being completed. Discussion was held. No direction was given. Mark Cook stated that initial conversations have been had with the Department of Natural Resources (DNR) regarding lease renewal rates. Currently, they are paying one (1) cent per square foot and Central Washington University currently pays three (3) cents per 2017-08-28 MINUTES square foot. Rates for a new lease are at a rate of twelve (12) cents per square foot. Mark Cook commented that he proposed to the DNR that a structured rate increase be set over each biennium. Discussion was held. No direction was given. WIEHL ROAD IMPROVEMENT DISTRICT UPDATE Mark Cook gave background on the project and stated that staff has been working with residents for the past two (2) years on a solution to the roadway improvements. Mark Cook continued that a path to a solution was to form a Road Improvement District with the property owners and have the roadway built to current standards. Mark Cook added that after legal review there are a few items that need to be researched before moving forward. Mark Cook stated that the re -design and cost estimating are complete and the project costs are around $750,000, which is an increase from previous cost estimating. Discussion was held. Two (2) members of the public commented on the topic. The Board committed to contributing $150,000 and overage costs for the project. OTHER BUSINESS: EXIT 78 CLOSURE TIMES SET BY WASHINGTON STATE DEPARTMENT OF TRANSPORTATION (WSDOT) Mark Cook stated that staff and Board members attended a meeting with WSDOT regarding the ongoing traffic issues affecting Nelson Siding Road. Mark Cook continued that at the conclusion of the meeting direction was given to him to notice WSDOT of preferred closing time for September 4 at Exit 78 westbound was to be from loam to midnight. Mark Cook added that after speaking with WSDOT they suggest closure from Sam - Spm. Discussion was held. Staff was directed to contact WSDOT to confirm the closure times as 8am - 8pm for September 4 Westbound closure at Exit 78. 2017-08-28 MINUTES KITTITAS COUNTY COMMISSIONERS KITTITAS COUNTY, WASHINGTON Laura Osiadacz, Chairman BOARD OF COUNTY COMMISSIONERS COUNTY OF KITTITAS STATE OF WASHINGTON RESOLUTION •I 0 RESOLUTION TO AMEND RESOLUTION 2017-138 TO AWARD THE 2018 DISTRESSED COUNTY SALES AND USE TAX FUNDS AS RECOMMENDED BY THE CONFERENCE OF GOVERNMENTS CORRECTING MATCH PERCENTAGE WHEREAS: The 1999 Legislature did pass RCW 82.14.370 Sales and Use Tax for Public Facilities in rural counties; and WHEREAS: These funds are for the purpose of financing Public Facilities which are defined as bridges, roads, domestic and industrial water facilities, sanitary sewer facilities, earth stabilization, storm sewer facilities, railroad, electricity, natural gas, buildings, structures, telecommunications infrastructure, transportation infrastructure or commercial infrastructure and port facilities in the State of Washington; and WHEREAS: The Kittitas County Board of County Commissioners makes sales and use tax funding available to cities pursuant to an annual grant program; and WHEREAS: The COG as directed, met to review the 2018 applications to consider if they met the economic development needs of the county and communities within the county; and WHEREAS: The COG is presenting the results and their recommendations for the funding as shown in Exhibit `A', as amended, and; WHEREAS: Award recipients are required to provide thirteen and one-half percent (13.5%) matching funds against sales and use tax grant awards; and WHEREAS: The City of Roslyn application fails to meet the required match and is therefore reduced to $798,222; and WHEREAS: The City of Cle Elum application requires verification of match from a state agency funding source; and WHEREAS: An agreement for receiving funds is required for all grant applicants and said funds will be available on January 1, 2018; and NOW, THEREFORE BE IT RESOLVED: The Board of County Commissioners, after due consideration, does hereby accept the Conference of Government's recommendations to distribute the 2018 Sales and Use Tax for Public Facilities in Rural Counties in accordance with RCW 82.14.370 as shown in Exhibit `A' as amended above; and NOW, BE IT FURTHER RESOLVED: The Public Works Department will manage the Public Facilities Account; and NOW, BE IT FURTHER RESOLVED: The City of Cle Elum and the City of Roslyn are required to produce evidence to the Kittitas County Auditor's Office of matching funds for said projects prior to receiving 2018 sales and use tax funds. Cook RECOMMENDATION: Informational briefing only — no action required. BREIFING SUMMARY: • Recent actions designed to reduce speeds along Hyak Drive were not successful • The striping plan was "blacked out" by a seal coat o One driveway required cleaning • Staff is proceeding with speed limit stenciling on the roadway BACKGROUND: For the past year and a half, Public Works has been working with the Hyak Homeowner's Association on numerous issues of concern: speeding, snow removal and winter parking. Public Works continues investing an inordinate amount of time and effort addressing Hyak resident concerns. DISCUSSION: Long term speed control now appears to require a structural option such as physical traffic islands and/or speed humps. Both options are anticipated to create winter snow removal impacts. Winter parking issues continue being an issue. Public Works has not invested any real effort towards problem solving — given the resource infusion around the speeding issue. FISCAL IMPACTS: The failed stripping plan and subsequent seal coat appears to have cost the County approximately S 10,000. Deploying two traffic islands and/or speed humps is estimated at being approximately $15,000 each (engineering, materials and installation). ATTACHMENTS: None. Page 1 of 1 PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS STUDY SESSION STAFF REPORT STUDY SESSION DATE: August 28, 2017 TOPIC: Bowers Field Update ACTION REQUESTED: None required LEAD STAFF: Mark R. Cook RECOMMENDATION: Informational meeting only — no recommendation required. BREIFING SUMMARY: • HLA draft scope of work for runway 7/25 • Central Washington University 7/25 funding discussions • T Hangar clean up letters • Carrera Hangar Issues • Gate No. 16 claim • Master plan • Flood alleviation plan • DNR lease negotiations BACKGROUND: Numerous issues at Bowers Field airport have been addressed lately or are in process of being addressed. The recent temporary closure of runway 7/25 has met significant opposition from Central Washington University, Midstate Aviation and the local aviation community in general. Recently, staff inspected our "T" hangars noting significant storage materials inconsistent with our standard lease agreement requirements. The Carrera hangar fire of 2016 continues creating cleanup issues. A recent claim for damage resulting from the unexpected closure of gate no. 16 on a private passenger vehicle is being evaluated. Our Master Plan effort is reaching conclusion. The data collection phase of the airport flood alleviation plan is nearing completion. Staff has opening negotiations with WA DNR regarding the terms of their land lease with the County. DISCUSSION: A draft scope of work, pursuant to Board of County Commission (BOCC) directive has been transmitted to HLA Engineering and Surveying of Yakima, WA (attached as EXHIBIT 1). Staff anticipates final fee and scope negotiations to complete by September 8th. 2017. 7/25 financing discussions have been set for September 15' , 2017. Our structural evaluation of County owned "T" hangars affirms that the hangar doors can be Page 1 of 5 PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT retrofitted with new doors allowing year round use. Our current track hung doors are problematic during winter conditions. Proving the Airport Advisory Board (AAB) recommends proceeding with the door retrofit, staff will return to the BOCC with a scope ol' work and financing plan supporting door retrofit. As a consequence of the "I" hangar inspection, staff sent notices of correction to lessee whose hangars contained items other than aircraft. Lessees have been given 30 days to correct noted issues or face lease termination. Re -inspection is scheduled for September 18, 2017. None compliant lessees Will then be served notices of lease termination. The destructive fire caused by IASCO to the Carrera hangar facility continues being problematic for management staff. Last week (August 14`h) I spoke with Carrera's property management defining the timeline for repair response (permits being pulled from CDS). Earlier this week, a local aviator filed a complaint with the FAA regarding Foreign Object Debris (FOD). That complaint has driven numerous electronic messages between my office and the Seattle office of the FAA (attached as EXHIBIT 2). A recent claim involving gate no. 16 is currently being investigated by staff. Airport gate contractor M2 began repairs to the fence within 48 hours of notice to Public Works (PW). Once staff fully understands the circumstances surrounding the claim, we will advise the Prosecuting Attorney's office. The airport Master Plan Update is nearing completion. The preferred alternative supporting extension of runway 11 /29 was submitted to the FAA for review nearly eight weeks ago — no response from the FAA. Staff is scheduling a meeting with Seattle FAA in September discussing the master plan and the preferred alternative lengthening runway 11/29. We will also be discussing the status of runway 7/25 going forward. Data collection supporting the flood alleviation plan for Bowers Field is nearing completion. Staff anticipates final delivery of all topographic and stream cross-section data to Watershed Science and Engineering (WSE) by mid-September 2017. We anticipate preliminary results from WSE by mid-October 2017. Initial negotiations with WA Department of Natural Resources (DNR) have begun. Currently, DNR pays one cent per square foot for approximately eight acres and twelve cents per square foot for approximately five acres. Owing to the financial impact of moving DNR to the standard current land lease rate of twelve cents per square foot ($0.12/SF); staff is proposing the following schedule of lease increase to DNR for consideration: 2017 biennium: $0.03/SF (eight acres) 2019 biennium: $0.06/SF (eight acres) 2021 biennium: $0.09/SF (eight acres) 2023 biennium: $0.12/SF (eight acres) The impact of moving the eight acres from $0.01 to $0.12 is: $4,802/YR to $42,444.86/YR. FISCAL IMPACTS: The cost of the third party review of runway 7/25 is not known at this time. Cook, PE Director KITTITAS COUNTY BOWERS FIELD RUNWAY 7/25 CONSULTANT SCOPE OF WORK Background Bowers Field is a World War II airfield used to train fighter pilots. Runway 7/25 was constructed in 1942. During the period since construction, very little pavement remediation has taken place. Significant cracks now exist throughout the length of the 5,590 foot long runway. Runway width is 150 feet. Weed growth is significant and has become resistant to herbicides. The 2010 Airport Layout Plan (ALP) lists the 2005 middle 50 feet of runway condition as being poor to good. Since 2005, the asphalt pavement has continued its decline. The 2010 ALP forecasts the 2015 condition as likely being very poor to fair. The runway is now limited to aircraft of 12,500 pounds or less. During the past several years, landing aircraft has dislodged pavement requiring asphaltic patching. Depending on location, sufficient pavement continuity is difficult to support anchoring of the asphalt patches. A recent runway "pothole" could not be adequately repaired for nearly 72 hours (County road crew members were engaged in annual bituminous surface treatment operations). Given existing pavement condition, the inability to provide constant maintenance support services to the runway, the airport manager issued a temporary closing of runway 7/25. The County's on-call airport consultant supports the temporary closure and has developed several options for remediating existing pavement through pavement reconstruction. Numerous stakeholders object to the temporary closure of runway 7/25. The Kittitas County Board of County Commissioners is soliciting a "third party" evaluation of existing 7/25 pavement. Supporting this request, staff has prepared a suggested scope of work for the third party consultant that targets Board desired deliverables from the selected consultant. Staff Suggest Scope of Work Nondestructive testing of 7/25 asphalt Using a falling weight deflectometer, or other like means, the consultant shall evaluate various locations of 7/25 defining the current structural integrity of the pavement, the subgrade condition and strength, and the load capacity of the pavement structure for aircraft operations. The consultant will target an area in the center of the existing runway and focus on a minimum width of 60 feet (30 feet each way from centerline) and a 411 N. Note the pavement surface is in poor condition and testing means shall not further damage the surface. Deliverable: Multiple testing results, engineering evaluations, and recommendations for inclusion in a final letter report. 2. Other Subgrade strength and condition testing Consultant will determine and implement any other additional means to evaluate subgrade strength and condition. Consultant will coordinate any mechanical means or testing laboratory equipment providing sufficient subgrade data for use in future possible runway pavement design. Deliverable: Subgrade test results supporting possible future runway pavement design. 3. Runway options Using data collected in tasks 1 and 2 above, along with visual inspection of the runway and relying on the Consultant's experience, Consultant will develop a minimum of three remediation/replace alternatives including but not limited to: • immediate repairs getting the runway back is service for a minimum of one season (spring through fall 2018), • a plan to rubbelize and reuse the existing asphalt as base materials, and repave using class A asphalt (WSDOT pavement specifications), and; • a third plan to perform complete reconstruction using class A asphalt (WSDOT pavement specifications) The consultant will provide a description of each approach that details associated engineering recommendations given the pavement test data collected in tasks 1 and 2. The consultant will also prepare cost estimates for the three alternatives. The runway project area is 60 feet wide and 3,700 feet of length. Deliverable: Rehabilitation recommendations based on pavement test data; and cost estimates for a minimum of three options identified in task 3. 4. Letter Report Consultant will provide an electronic copy of the letter report sealed and signed by a licensed professional engineer in the State of Washington. Four printed copies will also be provided. 5. Report Presentation Support Consultant will support presentation of results of 7/25 runway evaluation to the Kittitas Board of County Commission at a time and date set by the Board. Cook RECOMMENDATION: Direct staff prepares the final RID financing plan and notice petitioners. BREIFING SUMMARY: • Staff has redesigned Weihl Road at twelve percent (12%) grade • The revised project cost is now approximately $750,000 • RID Petitioners have agreed to paying $450,000 • The Board of County Commissioners must now direct staff on funding specifics • Following the final financial plan, the RID can move through process BACKGROUND: During the past year and one half, staff has worked with Weihl Road residents towards resolving access issues associated with Weihl Road. Recently, the Prosecuting Attorney's Office identified the need for the improved roadway to be brought onto the public road system upon improvement completion. The decision has forced Public Works (PW) to redesign the proposal — flattening the proposed grade from 15% to 12%. The project cost has grown from $450,000 to $750,000. Road Improvement District (RID) petitioners have previously agreed to pay the initial cost estimate of $450,000. DISCUSSION: The cost of Weihl is up significantly from original estimates improving the roadway to a private road standard. Ongoing maintenance costs were originally envisioned to be placed on RID petitioners. The public roadway eliminates the need for ongoing costs for maintenance that were expected to be borne by petitioners. The original financial plan was designed to minimize annual cost impacts. Several options exist closing the funding gap between the private road cost and the public road cost. The Board of County Commissioners can elect to cover the funding gap ($300,000), the cost recovery period can be extended lowering Commission contribution, or the petitioners can be forced to cover all increased costs. Page 1 of 4 PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT Many of the current residents are living on fixed incomes. These residents have elected to retire here in Kittitas County. The current assessment based on $450,000 appears to be near the maximum tolerable limit for many residents. The forecast annual cost over a ten year period using three (3) percent interest as presented to petitioners is about $776 per lot per year for the ten year period. PW suggest the Board consider the following approach to funding: Interest = 4% (likely current conventional rate) Load period = 15 years (while five years longer, there is no maintenance cost beyond) Present value = $600,000 (Board authorizes a $150,000 County contribution) Payment is due at the beginning of the first year Annual payment = $786.20 for 66 lots. While the signed petition is nearly all 66 lots, not all lot owners are electing to participate. Providing the Board contributes $150,000; PW encourages the Board to formulate by resolution and force mandatory participation by all 66 lot owners. This is the only way to keep costs down for all participants.
