AGENDA SESSION
REGULAR MEETING
TUESDAY 10:00 A.M. SEPTEMBER 18, 2018
Board members present: Chairman Laura Osiadacz; Vice-Chairman Obie
O’Brien; and Commissioner Cory Wright.

CALL TO ORDER
Chairman Osiadacz called the meeting to order.
PLEDGE OF ALLEGIANCE
Chairman Osiadacz led the Pledge of Allegiance.
INTRODUCTION OF NEW COUNTY EMPLOYEES
Lisa Young, Human Resource Director/Interim Event Center Director
introduced Lacie Dawson as the new Office Clerk in the Kittitas Valley
Event Center.
Mark Cook, Public Works Director/Interim Engineer introduced Chris
Hooper as their new Design Construction Lead.

APPOINTMENT SAVAGE – PUBLIC LANDS ADVISORY COMMITTEE COMMISSIONERS
Approve the appointment of Rory Savage to the Kittitas County Public
Lands Advisory Committee, for a 3 year term, effective immediately and
ending on January 1, 2021.

RESOLUTION 2018-148 1/10TH OF 1% SALES TAX RESERVES SHERIFF
Approve Resolution No. 2018-148, Awarding Funding for Grants Pursuant to
Law and Justice Council Recommendations on Spending of 1/10th of 1% Sales
Tax Reserves, in the total amount of $28,441.59.
AGREEMENT ASPECT CONSULTING PUBLIC HEALTH
Approve a Cost Share Agreement between Kittitas County and Granite Creek
Ranches, LLC for the Aspect Consulting Consumptive Use Pilot Study.
TERMINATION OF LEASE SLOAN/FOODE PUBLIC WORKS
Approve a Termination of Lease Agreement between Kittitas County and
Teresa Ann Sloan and James M. Foode, effective October 1, 2018 for a
private aircraft hangar located on Lot H-40 of the Kittitas County
Amended Binding Site Plan.
LEASE BLUE YONDER AVIATION, LLC PUBLIC WORKS
Approve a Lease Agreement between Kittitas County and Blue Yonder
Aviation, LLC for Lot H-40 of the Kittitas County Amended Binding Site
Plan, effective October 1, 2018 through September 30, 2023.
CONTRACT E911 OPERATING AUDITOR
Approve Contract No. E19-025 between the Washington State Military
Department and Kittitas County in the amount of $260,697.00 for E911
Basic Service Operations from July 1, 2018 through August 15, 2019.
AGREEMENT BUGS & FLIES, INC. AUDITOR
Approve an Amendment to the Professional Services Agreement between
Kittitas County on behalf of the Kittitas County Horticultural Pest and
Disease Board, and Bugs & Flies, Inc.; dba B&F Services, increasing the
total amount to $100,000.00.
RESOLUTION 2018-149 DEPARTMENT OF AGRICULTURE AUDITOR
Approve Resolution No. 2018-149, Authorizing an Interagency Agreement
between the Washington State Department of Agriculture and Kittitas
County and Its Agent the Kittitas County Horticultural Pest & Disease
Board.
SET PUBLIC HEARING SURPLUS ITEMS AUDITOR
Approve Setting a Public Hearing to consider the Disposition of County
Assets through Selling on PublicSurplus.com, to other Agencies, Trade-

Ins, and/or Disposal of Assets, to be held on October 2, 2018 at 2:00
p.m. in the Commissioners Auditorium Kittitas County Courthouse 205 West
5th Avenue Ellensburg, WA and to authorize the Clerk to publish said
notice.
RESOLUTION 2018-150 LOAN PAYOFF TO SOLID WASTE DEPT. AUDITOR
Approve Resolution No. 2018-150, To Pay-Off a Loan in the Amount of
$1,093,084.92 Plus Interest from Fund 001 General Fund to Fund 401 Solid
Waste Fund, in the total amount of $1,105,662.88 effective September 18,
2018.
