COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
AGENDA SESSION
REGULAR MEETING
TUESDAY 10:00 A.M. SEPTEMBER 4, 2018
Board members present: Chairman Laura Osiadacz; Vice-Chairman Obie
O’Brien; and Commissioner Cory Wright.
Others: Mandy Buchholz, Deputy Clerk of the Board; Mark Cook, Public
Works Director/Interim County Engineer; Jim Goeben, IT Director; Dan
Carlson, CDS Director; Debbie Myers, Board Clerk; Sara Folk, Engineering

Legal Secretary III; Greg Zempel, County Prosecutor and 9 members of the
public.
CALL TO ORDER
Chairman Osiadacz called the meeting to order.
PLEDGE OF ALLEGIANCE
Chairman Osiadacz led the Pledge of Allegiance.
INTRODUCTION OF NEW COUNTY EMPLOYEES –
Elishia Harvill, Office Administrator introduced Craig Juris, Deputy
Prosecutor III & Jared Auckland, Legal Secretary I.

AWARDS & RECOGNITIONS – N/A
APPROVAL OF AGENDA
Commissioner O’Brien moved to approve the Agenda, as presented.
Commissioner Wright seconded. Motion carried 3-0.
CONSENT AGENDA
Chairman Osiadacz explained that since there was no Agenda Study Session
due to the Labor Day holiday, the Board would review each individual
item prior to making a motion.

Upon review of each Consent Agenda item, Chairman Osiadacz noted Consent
Item I was moved to Board Discussion, becoming Board Discussion &
Decision Item B. Commissioner O’Brien moved to approve the Consent
Agenda, as amended. Commissioner Wright seconded. Motion carried 3-0.

RESOLUTION 2018-141 LEASE KITTITAS CO COMMUNITY NETWORK COMMISSIONERS
Approve Resolution No. 2018-141, Authorizing an Amendment to a Lease
Agreement with Kittitas County Community Network, expiring on September
30, 2019.
RESOLUTION 2018-140 AWARDING VOIP BID I.T.
Approve Resolution No. 2018-140, Approving a Resolution to Award the Bid
for Voice Over IP Phone System & Services to Ednetics.
RESOLUTION 2018-143 FAA PAVEMENT BREAK GRANT AWARD PUBLIC WORKS
Approve Resolution No. 2018-143, Authorizing the Chair’s Signature
Accepting the Federal Aviation Administration’s Bowers Field Pavement
Break Grant Award.
LEASE EMORY LLC – AIRPORT PUBLIC WORKS
Approve an Addendum to a Lease Agreement between Kittitas County and
Emory LLC, for property located at the Kittitas County Airport, Bowers
Field beginning September 1, 2018 through August 31, 2023.
RESOLUTION 2018-142 AMENDMENT TO CENTURY WEST CONTRACT PUBLIC WORKS
Approve Resolution No. 2018-142, Authorizing the Chair’s Signature on an

Amendment to Century West Engineering Bowers Field Master Plan Update
Contract (amended amount $316,278.00).
FORM WA ST. RECREATION CONSERVATION – HAIRPIN RANCH CDS
Approve and Authorize Chairman Signature on Washington State Recreation
and Conservation Office Resolution/Authorization Form for Hairpin Ranch
Conservation Easement.
AGREEMENT CONSERVATION EASEMENT FORTERRA – HAIRPIN RANCH CDS
Approve and Authorize Board Signature on a Memorandum of Agreement
between Kittitas County and Forterra to acquire the Conservation
Easement on the Hairpin Ranch Property.

BOARD DISCUSSION/DECISION ITEMS
APPOINTMENT BOWERS FIELD - JOAAC PUBLIC WORKS
Commissioner O’Brien moved to appoint the following to the Bowers Field
Joint Operating Agreement Advisory Committee (JOAAC): Steve Lathrop,
Ron Mitchell and John Dobson, noting that the 4th member will be County
Commissioner Cory Wright and Staff will be Public Works Director Mark
Cook. Commissioner Wright seconded. Motion carried 3-0.
AGREEMENT HOMELESSNESS & AFFORDABLE HOUSING COMMISSIONERS
Commissioner O’Brien moved to approve Homeless Housing Program Grant
Agreement (HH-2018-004-FISH-COLD-WEATHER SHELTER) an Agreement between
Kittitas County and FISH in the amount of $70,560.06 for calendar year
2018/2019 and $67,353.64 for calendar year 2019/2020, to FISH for the
Community Cold Weather Shelters to provide support for the Community
Cold Weather Shelters in Kittitas County. Commissioner Wright seconded.
Motion carried 3-0.
