Army Corps of Engineers, and other agencies as needed.
b. Coordination items include stream, hydraulic and structure design, impact analysis,
permits required and timelines, and facilitated review of project milestones as needed.
Task 03 — Geotechnical Investigations and Reporting
Based on a cursory review of available geologic data, the culvert replacements are located in alluvium
deposits over likely cemented gravel. The project will be mostly affected by the geotechnical
characteristics of the alluvium and depth to bedrock. Key geotechnical considerations will include
excavation and dewatering to construct the new structure, and foundations to support it.
1. Field Investigation and Laboratory Analysis
CA FS... fo,HCC
`°e; KZTTZTAL^a COUNTY
DEPARTMENT OF PUBLIC WORKS
KITTITASCOUKTY
a. Review publicly available geologic maps, nearby well logs, and other available
geologic/geotechnical information at or near the project site.
b. Participate in one (1) site visit to observe surface conditions, and drill rig access, and
mark exploration locations for public utility locate.
c. Coordinate public utility locating for two (2) soil borings locations; near the proposed
culvert replacement abutments.
d. Develop a safety plan for exploration work and coordinate with drilling subcontractor.
e. Direct, observe, and document two (2) soil borings up to 35 feet deep each, or to bedrock
each using air rotary methods. If rock is encountered, rock coring will not be completed
as it is typically not necessary for shallow foundation design for short span structures that
are except from seismic design. Standard penetration test (SPT) soil samples will be
collected about every 5 feet of depth, or at discretion of the on-site engineer or geologist.
Drilling and sampling will be observed by a geotechnical engineer or geologist. Borings
will be backfilled in accordance with DOE requirements and patched at the surface with
cement. Excess soil cuttings from the proposed borings will be spread on site.
f Collect near surface representative soil samples and assess particle size distribution of the
bank and channel material within 25 feet upstream and downstream of the proposed
bridge (total of four samples).
g. Review soil and rock samples collected from drilling and bank and channel.
h. Complete geotechnical tests on selected soil samples, including moisture content
determination, grain size analysis, and plasticity characteristics.
i. Participate in a teleconference discussion with the Owner regarding preliminary results of
the field investigation.
j. The soil boring locations will be tied to the project layout with a station and offset from
the existing bridge and shown on a Site Plan.
k. Adhere to appropriate maintenance of traffic plan and control (provided by the County)
while drill rig is at the project site.
The geotechnical scope and cost estimate assumes the replacement culvert/bridge for Coleman Creek will
be less than 40 -foot -span structures and will not require seismic hazard evaluation for the
structure/foundations, and will be supported on shallow foundations.
2. Geotechnical Engineering and Analysis Report
a. Review publicly available geologic maps, nearby well logs, and other available
geologic/geotechnical information at or near the project site.
b. Analyze collected field investigation data to characterize the geotechnical properties of
the subsurface.
c. Evaluate and provide design/construction recommendations for temporary excavations,
and construction dewatering, if needed.
d. Provide lateral earth pressures for design any wing walls or abutment walls.

KZTTZTAS COUNTY
DEPARTMENT OF PUBLIC WORKS
M 111TASCOUNTY
Borings
will be backfilled in accordance with DOE requirements and patched at the surface with
cement. Excess soil cuttings from the proposed borings will be spread on site.
f. Collect near surface representative soil samples and assess particle size distribution of the
bank and channel material within 25 feet upstream and downstream of the proposed
bridge (total of four samples).
2. Geotechnical Engineering and Analysis Report
a. Review publicly available geologic maps, nearby well logs, and other available
geologic/geotechnical information at or near the project site.
b. Analyze collected field investigation data to characterize the geotechnical properties of
the subsurface.
c. Evaluate and provide design/construction recommendations for temporary excavations,
and construction dewatering, if needed.
d. Provide lateral earth pressures for design any wing walls or abutment walls.
e. Evaluate and provide shallow foundation bearing and lateral resistance geotechnical
design parameters and construction considerations.
f. Evaluate overall stability of approach embankment immediately adjacent the culvert.
g. Provide grain size analysis results of bank and channel material for use in scour analysis.
Scour analysis to be completed by Hydraulics Engineer.
h. Participate in up to two, one hour design team meetings by phone to discuss geotechnical
design and construction elements of the project.

Recreation Plan
LEAD STAFF:
Mark R. Cook
RECOMMENDATION:
Direct that staff submits comments on PUD's pending recreation plan now before the
Federal Energy Regulatory Commission for review.
BRIEFING SUMMARY:
Kittitas County has not submitted comments on Grant PUD's pending recreation
plan
It is not known if Grant PUD will take over the restrooms following repair of
vandalized fixtures
• Ongoing parking issues continue plaguing the Vantage Boat Ramp
BACKGROUND:
The Vantage Boat Ramp restrooms remained closed due to spring (2018) vandalism.
Public Works has a grant request pending with the Council of Governments for repair
funding. Grant PUD has an update to its required recreation plan before the Federal

Recreation Manager for Grant PUD, licensee for the project. Ms. Lowry indicated the
permanent restroom facilities at the Vantage Boat Launch recreation site sustained
significant damage due to vandalism shortly before the beginning of the recreation season
on May 31. All of the fixtures in the restroom building were destroyed.
Kittitas County Public Works Department constructed, operates, and provides
heavy maintenance for the Vantage Boat Launch recreation site, while day-to-day
maintenance is provided by Grant PUD. Kittitas County Public Works Department is
currently securing funding and permits for the repair of the existing restroom building,
including measures to improve building security. Kittitas County Public Works
Department expects to secure funding in September 2018 and implement repairs to the
restroom building in early spring 2019.

As a temporary measure, Grant PUD contracted for the six portable toilets
currently at the site. Around the time of your May 28 visit to the Vantage Boat Launch
site, two of the units were blown over due to high winds. The portable toilets were
righted and all of the units were secured to the ground to help prevent a similar
occurrence in the future. Grant PUD has contracted with the portable toilet vendor to
replace one of the existing units with an accessible unit.
Grant PUD cleans and stocks the restrooms/portable toilets daily during the
recreation season (Memorial Day through Labor Day) and weekly during the off-season.
The portable toilet vendor checks and pumps the units on a weekly basis. Grant PUD is
providing six portable toilets on the busiest weekends and four units during less busy
periods.
Your allegation was not specific regarding the accessible routes being
inaccessible. The Vantage Boat Launch recreation site has an accessible route
connecting the accessible parking spaces to the restrooms, picnic area, and boat launch,
which has an accessible boarding float. The portable toilets have been placed adjacent to
the existing restroom building along the accessible route. If you wish to provide
additional details regarding accessibility issues at the Vantage Boat Launch site, we may
be able to investigate further.
Since the existing restroom building at the Vantage Boat Launch site has been
temporarily closed due to significant vandalism and adequate temporary sanitation
facilities have been provided in a timely manner, we find that Grant PUD is operating in
compliance with its license.
