Re: Critical Areas Ordinance Update
P2505.01
Dear Mr. Carlson,
Please review the scope of work below for professional services associated with updating the Kittitas
County Critical Areas Ordinance (CAO). This estimate is limited to the phases of work summarized below
based on assumptions listed for each phase of work.
We have noted that the December 2014 draft of the CAO has several issues that were parked and left
unresolved following the Citizens Advisory Committee review. These items will need to be addressed,
either by the County or by Citizens Advisory Committee prior to finalizing the ordinance. Our current
scope does not include this work, but we can offer additional assistance on a Time and Materials basis
after receiving written or email authorization by the client. Alternatively, a new scope of work and
estimate can be provided for that update component.
Phase 1-- Desktop Review and Prosect Coordination
SCJ will conduct a desktop review of existing information related to the CAO update including the draft
code, discipline reports, mapping, and best available science documentation. Gaps in the data, if any,
will be identified and presented to County Staff along with recommendations for addressing the gaps.
This task also includes coordination between County and SCJ staff to assure efficient use of resources
and budget tracking. Our understanding is that the CAO includes the following contents:
17A.01 General Provisions
17A.02 Definitions
17A.03 Critical Aquifer Recharge Areas
17A-04 Fish and Wildlife Conservation Areas
17A.05 Frequently Flooded Areas
17A.06 Geologically Hazardous Areas
17A.07 Wetlands
Task 1— Review existing documents and summarize any gaps in the data
Task 2 -- General correspondence between County and SCI project staff
Total Phase 1 estimate: $3,000
Phase 1 Deliverables
• Summary memo of data gaps, if any, and recommendations for addressing gaps

understanding is that the BAS report includes the following contents:
Geologically Hazardous Areas
Frequently Flooded Areas
Critical Aquifer Recharge Areas
Wetlands
Fish and Wildlife Habitat Conservation Areas
Critical Area Inventory Maps
Total Phase 2 estimate: $6,000
Phase 2 Deliverables
• Revised BAS list
Phase 3 —Complete a Revised Draft Critical Areas Ordinance
SCJ will take the draft CAO completed by ESA and update sections requiring update SAS references. SCJ
does not anticipate a complete re -write of the draft CAO. An electronic copy of the revised Draft CAO
will be forwarded to County Staff for review, comment, and release for public comment if necessary.
Task 1 — Complete a revised Draft CAO with updated BAS
Task 2 — Meeting with County staff in Ellensburg to discuss comments to the revised Draft CAO
'notal Phase 3 estimate: $6,000
Phase 3 Deliverables
• Electronic copies of the revised Draft CAO
Phase 4 — Final Critical Areas Ordinance
SCI will incorporate comments on the revised Draft CAD into a Final CRO for County staff to use for
adoption into the Kittitas County Code. SCJ will work with County staff to arrange for the most efficient
method of providing the final CAO compatible with current county format.
Task 1— incorporate comments from County staff
Task 2 — Complete a final updated CAO for adoption by Kittitas County
Total Phase 4 estimate: $3,500
Phase 4 Deliverables
• Ele-ctronic copies of the Final CAO and associated reports & maps
Project Assumptions and Exclusions
