08/21/2018 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />SPECIAL MEETING <br /> <br />TUESDAY 2:00 P.M. AUGUST 21, 2018 <br /> <br />Board members present: Chairman Laura Osiadacz; Vice-Chairman Obie <br />O’Brien and Commissioner Cory Wright. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Lisa Young, Human <br />Resource Director/Interim Event Center Director; Judy Pless, Budget <br />& Finance Director; Mark Cook, Public Works Director/Interim <br />Engineer; Susan Grindle, HopeSource Executive Director and 2 members <br />of the public. <br /> <br />PUBLIC HEARING CDBG CLOSEOUT PERFORMANCE REPORT AUDITOR <br /> <br />VICE-CHAIRMAN O’BRIEN announced he would recuse himself from the <br />Public Hearing due to a conflict of interest with HopeSource and <br />then left the meeting. <br /> <br />At 2:00 p.m. CHAIRMAN OSIADACZ opened a Public Hearing to consider <br />the Community Development Block Grant (CDBG) Public Services <br />Contract No. 17-62210-008 Closeout Performance Report for Project <br />End Date June 30, 2018. <br /> <br />JUDY PLESS, BUDGET & FINANCE MANAGER reviewed an Agreement in the <br />amount of $81,003.00 for the Community Development Block Grant in <br />relation to Contract #17-62210-008 between the Department of <br />Commerce and Kittitas County. The funds from July 1, 2017 through <br />June 30, 2018 were for HopeSource to provide services to low-and <br />moderate-income persons in Kittitas County. SUSAN GRINDLE, EXECUTIVE <br />DIRECTOR OF HOPESOURCE provided information on the importance of the <br />funding for the programs they provide, and benefit’s for the <br />community. <br /> <br />THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE <br />HEARING WAS CLOSED. <br /> <br />AGREEMENT CDBG CLOSEOUT PERFORMANCE REPORT AUDITOR <br /> <br />COMMISSIONER WRIGHT moved to approve the Community Development Block <br />Grant Closeout Performance Report for Contract #17-62210-008 with <br />the Department of Commerce, project ending June 30, 2018. CHAIRMAN <br />OSIADACZ seconded. Motion carried 2-0. <br /> <br />PUBLIC HEARING FEE AMENDMENTS TO FAIR EVENT CENTER <br /> <br />At 2:08 p.m. CHAIRMAN OSIADACZ opened a Public Hearing to consider a <br />Resolution to Approve Fee Amendments for the Kittitas County Fair to
