out a press release calling for interested parties to apply to
serve on a review committee. Mark Cook stated that staff

participation.
UPPER COUNTY TRAFFIC TASK FORCE
Mark Cook gave background on the traffic issues in the Upper
County and at Board direction published a press release
soliciting members of the community to serve on a task force to
discuss the traffic issues. Mark Cook stated that Commissioner
Osiadacz sent an email with her thoughts for appointment to the
task force after reviewing the applications submitted for
consideration. Discussion was held. Direction was given to
staff to place this item on the August 21st, 2018 Agenda Session
under Board Discussion to allow Commissioner Osiadacz to
participate in the appointment of members.
BOWERS FIELD LEASE ASSIGNMENTS
Mark Cook stated that staff has been approached by a potential
buyer of an existing private hangar at Bowers Field. Mark Cook
continued that previous practice is to have a new buyer assume
the seller's current lease once the transaction is completed.
Mark Cook added that given previous direction to pursue a new
lease and rate structure staff is looking for direction on this
issue. Discussion was held. Staff is directed to draft a new
lease at the current lease rate for the potential buyer of the
existing private hangar.
Mark Cook reported that on a related issue staff has been
approached by a potential lessee to build a private hangar in an
area that is not in close proximity to current utility services.
Mark Cook stated that staff is looking for direction on whether
or not the Airport Fund can assume these costs and put a
percentage back into the lease rate for recovery. Discussion
was held. Staff was directed to do the necessary research and
bring back the proposal for further discussion.
Mark Cook expressed his thanks to the Board of County
Commissioners for their recent participation in the FEMA mapping
public meetings.
Meeting adjourned at 2:15 pm.

We would be available twice a week. Once during business hours and
once outside of business hours.

2. Are you a current resident or business owner of Kittitas County? What is the
residence or business address?
Theo Leonard in our office would take the lead with this committee. Mr.
Leonard has resided at 911 Forest Service Road 4517 off Westside Rd
for the past 7 -years and is very familiar with the traffic issues.
Marc Kirkpatrick, the company owner, business address 407 Swiftwater
Blvd, Cle Elum.
D. What interests you most about becoming a member of the Upper County
Traffic Task Group?
Safety. Mr. Leonard has observed unsafe driving countless times on both
Westside Rd and Nelson Siding Rd. The assumption is that the committee will
work to head off what could end up being a traffic fatality due to the unsafe
driving conditions. We also understand there is a parallel committee that will
be working on road standards and we would help to coordinate any decision
making or action between the two groups.
4. We will need to develop solutions and coordinate actions with multiple
agencies. Have you worked in a team environment in the past? If so, please
elaborate.
We have specific experience working with municipalities and school
districts on traffic maneuvers, traffic control, and design improvements
related safety. In addition to designing transportation and traffic control
Mr. Leonard has also worked in the field performing traffic studies and
setting up traffic control elements.
5. Can you be fair and unbiased when it comes to selecting solutions to the
issue of traffic?
Yes. We understand there are lot of people with a vested interested
and a lot of ideas about how to solve the issue. Our approach would be
to engage with the committee and listen to the public in an effort to help
develop a range of practical options and the associated budget and/or
schedule for implementation.

Subject: Upper County traffic task force. (please forward)
Hello,
I'd like to volunteer to give input & help with the upper county traffic task force. My property borders Westside
Rd & I see a great many of the backups. This last Monday a commercial container hauler was in nearly 40% of
my lane in a curvy dip with guard rails. I was really unhappy that the driver couldn't safely take the turn. He was
trying to get around construction traffic illegally.
Anyhow, I'm not around all that often. Usually Weds night thru Monday mid day.
About me:
Retired Teamster, live mostly in Snoqualmie, long time volunteer at the SV food bank North Bend. Eastern Wa
native most of my life / Spokane. I'm certainly a partially local :( :) outsider.
I did spend years as a sole member of the public that sat in on the Spokane Cable advisory board. I was not on
the board but my goal was to understand the goings on and push for net neutrality. This was tough, folks were
old school & the city / county was dealing with a communications monopoly.
Anyhow, I can help if needed & will try to represent all traveling parties in an equable manner.
Thanks
Bill

DEPARTMENT OF PUBLIC WORKS
PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: August 13, 2018
TOPIC: ELN Lease Assignments
ACTION REQUESTED: Provide Direction to the Airport Manager
LEAD STAFF:
Mark R. Cook
RECOMMENDATION:
Alter current business practices.
BRIEFING SUMMARY:
• Current Bowers Field (ELN) business practice is to assign existing leases when
properties change hands.
• Recent direction from the Board of County Commissioners (BOCC) is to add
termination and anti -discrimination language during all lease amendments.
BACKGROUND:
Current ELN business practice is to assign existing leases when properties change hands.
Recent direction ,from the Board of County Commissioners (BOCC) is to add termination
and anti -discrimination language during all lease amendments.
DISCUSSION:
The revenue stream at ELN is insufficient in meeting self -sustainability goals. The
current business practices maintain land lease rates well below our current $0.12/square
foot rate.
FISCAL. IMPACTS:
Changing the current business practice (lease assignments) could generate additional
income at F,LN.
ATTACHMENTS:
None.
