2018-08-06 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONER’S AUDITORIUM <br />SPECIAL MEETING <br /> <br />MONDAY 1:00 P.M. AUGUST 6, 2018 <br /> <br />Board members present: Chairman, Laura Osiadacz; Vice-Chairman Obie <br />O’Brien and Commissioner Cory Wright. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board II; Tim Egan, <br />Facilities Maintenance Director; Lisa Young, HR Director/Interim <br />Event Center Director; Stephanie Hartung, Deputy Prosecutor. <br /> <br />Ellensburg Rodeo Board Members: President Jerry Jensen, Dan Morgan & <br />Rick Cole. <br /> <br />SPECIAL MEETING ELLENSBURG RODEO BOARD KVEC/MAINT. <br /> <br />At 1:30 p.m. Chairman Osiadacz opened a Special Meeting to meet with <br />members of the Ellensburg Rodeo Board to discuss use of the Event <br />Center/Maintenance Tools and Equipment located at the County Event <br />Center. <br /> <br />Commissioner Wright stated that the concern was brought up by County <br />Staff because it appeared past practice had allowed non-county <br />employees to use the County’s equipment/tools as needed and County <br />Policy doesn’t allow for that. He explained that when the discussion <br />was initially brought forward he was also alarmed and concerned, <br />however after further discussing the matter with Dan Morgan, ERB <br />Member he has a better understanding of why it’s been going on. He <br />stated that the timing is not ideal to make a decision with Labor <br />Day Weekend upon us, so he would like to propose re-grouping after <br />Labor Day Weekend to come up with a solution. <br /> <br />There was discussion shared from ERB Members on the benefits that <br />come with the volunteer work they do in order to keep the grounds up <br />to par for the Ellensburg Rodeo. There was discussion on the levels <br />of insurance they provide to cover them, and ERB President Jerry <br />Jensen stated that there will not be alcohol involved in the work <br />that they do during the Ellensburg Rodeo preparations or while using <br />the County’s tools and equipment. <br /> <br />Tim Egan, Facilities Maintenance Director expressed his concern <br />surrounding loaning out tools and equipment. He stated they don’t <br />have an excess of tools or equipment and everyone is in “crunch- <br />mode” trying to get the grounds ready for the Labor Day Weekend and <br />if tools and equipment aren’t brought back or break down, they are <br />left chasing equipment/tools instead of doing actual work. <br />
