2018-07-18 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS CONFERENCE ROOM <br />SPECIAL MEETING <br /> <br />WEDNESDAY 9:00 A.M. JULY 18, 2018 <br /> <br />Board members present: Chairman Laura Osiadacz (by-phone); Vice- <br />Chairman Obie O’Brien; and Commissioner Cory Wright. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board II; Dan <br />Carlson, CDS Director; Lindsey Ozbolt, Planning Official; <br />Tristan Lamb, EH Manager; Mark Cook, Public Works <br />Director/Airport Manager/Interim County Engineer; Robin Read, <br />Public Health Administrator. <br /> <br />SPECIAL MEETING FINAL PLAT FEES COMMISSIONERS <br /> <br />At 9:00 a.m. Chairman Laura Osiadacz opened a Special Meeting to <br />discuss with the Board and County Staff whether or not to allow <br />a onetime waiver of a final plat fee due to a circumstantial <br />situation. <br /> <br />There was discussion with County Staff regarding the timing of <br />the final plat being filed as well as the adoption of fees and <br />implementation timeline, noting that the fees were adopted prior <br />to the applicant submitting her preliminary plat. <br /> <br />Commissioner O’Brien stated that he had previously discussed <br />with a County employee a similar situation and had to say “sorry <br />we can’t waive your fee, no matter how unfortunate it is with <br />the timing”. <br /> <br />Robin Read, PH Administrator suggested that language be added to <br />the forms that State they are subject to change and to refer to <br />the County Website for the most accurate adopted fees. She felt <br />perhaps the Prosecutor’s Office could draft something <br />appropriate for the bottom of the form. <br /> <br />Commissioner Wright felt that since Commissioner O’Brien <br />previously had a discussion that was relating to the same topic <br />that the Board should remain consistent. He spoke about his <br />experience going through his own home building process and that <br />depending on what side the Counter you’re on, you understand the <br />process differently. He explained that for example what he has <br />already learned as a County Commissioner vs. what he understood <br />as a citizen is two different things. He acknowledged that it
