COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
AGENDA SESSION
REGULAR MEETING
TUESDAY 10:00 A.M. JULY 17, 2018
Board members present: Chairman Laura Osiadacz and Vice-Chairman Obie
O’Brien. Excused: Commissioner Cory Wright.
Others: Julie Kjorsvik, Clerk of the Board; Dan Carlson, CDS Director;
Mark Cook, Public Works Director/Interim Engineer; Jerry Pettit,
Auditor; Lisa Young, Human Resource Director/Interim Event Center Co-
Director; and 1 member of the public.
CALL TO ORDER
Chairman Osiadacz called the meeting to order.
PLEDGE OF ALLEGIANCE
Chairman Osiadacz led the Pledge of Allegiance.

PROCLAMATIONS
PROCLAMATION DISABILITY VOTER REGISTRATION AUDITOR
Commissioner O’Brien moved to approve a Proclamation designating the
week of July 16 – 20, 2018 as “National Disability Voter Registration
Week” in Kittitas County. Chairman Osiadacz seconded. Motion carried 2-
0.
AWARDS & RECOGNITIONS – NONE
APPROVAL OF AGENDA
Chairman Osiadacz noted Consent Item D had been removed from the Agenda
and that there would be an Executive Session held at the conclusion of
the Agenda.
Commissioner O’Brien moved to approve the Agenda, as amended. Chairman
Osiadacz seconded. Motion carried 2-0.

APPOINTMENT LIBRARY ADVISORY & HOMELESSNESS COMMISSIONERS
Acknowledge a change on the Kittitas County Library Advisory Board
moving Maureen Rust from the At-Large position to the Central Washington
University Representative position, and to replace City of Ellensburg
Councilmember Nancy Goodloe with Councilmember David Miller on the
Homelessness & Affordable Housing Committee.
APPLICATION LAND EASEMENT AGREEMENT PUBLIC WORKS
Approve an Application for an Agricultural Land Easement Agreement with
Forterra NW for a steward and conservation easement on Hairpin Ranch
(owned by Brent and Mary Minor).
REQUEST TO APPROVE AND SIGN AN ADDENDUM TO LEASE WITH JACK CLERF FOR
PROPERLY LOCATED AT BOWERS FIELD – ITEM REMOVED FROM THE AGENDA

AMENDMENT DEPT. OF SOCIAL & HEALTH SERVICES PUBLIC HEALTH
Approve Amendment No. 02 to Contract Number 1763-98187 between Kittitas
County and the Department of Social & Health Services, Developmental
Disabilities Administration, decreasing the budget by $8,442.00 from May
1, 2018 through June 30, 2018.
AMENDMENT DEPT. OF SOCIAL & HEALTH SERVICES PUBLIC HEALTH
Approve Amendment No. 03 to Contract Number 1763-98187 between Kittitas
County and the Department of Social & Health Services, Developmental
Disabilities Administration, increasing the budget by $801,577.00 from
July 1, 2018 through June 30, 2019.
CONTRACT ASPECT CONSULTING PUBLIC HEALTH
Approve Contract No. 20 between Aspect Consulting and Kittitas County,
for the Consumptive Use Pilot Study.

EXECUTIVE SESSION
At 10:08 a.m. Chairman Osiadacz announced the Board would go into an
Executive Session for 10 minutes with Dan Carlson, CDS Director and Lisa
Young, Human Resource Director to evaluate the qualifications of an
applicant for public employment or to review the performance of a public
employee. However, subject to RCW 42.30.140 (4), discussion by a
governing body of salaries, wages, and other conditions of employment to
be generally applied within the agency shall occur in a meeting open to
the public, and when a governing body elects to take final action
hiring, setting the salary of an individual employee or class of
employees, or discharging or disciplining an employee, that action shall
be taken in a meeting open to the public. No action was anticipated.
At 10:18 a.m. the Board reconvened out of Executive Session. No action
was taken.
ADJOURNMENT
The meeting was adjourned at 10:18 a.m.
