RE: Kachess Drought Relief Pumping Plant and Keechelus Reservoir-to-Kachess
Reservoir Conveyance Supplemental Draft Environmental Impact Statement Response
Dear Ms. McKinley:
Kittitas County Board of Commissioners (BOCC) has commented previously on the Draft
Environmental Impact Statement in 2015. Those comments are still valid in that there has been
no response to issues raised. In addition, we have new concerns with the SDEIS. We are also on
record in full support of the Yakima Basin Integrated Plan. The position in the past and restated
here is that the elements of the plan need to work together in order to gain the order of magnitude
needed to address the water and environmental issues in our common future.
The selection of the Kachess Floating Pumping Plant as the preferred alternative is less than
ideal. Within that selection are multiple applications to be considered. Where is the inlet and
outflow to be located? Who will benefit and at what contribution levels? Statements that Rosa
Irrigation District will bear the entire cost and gain all the benefit of the water does not address
the needs of Kittitas County, yet the impacts of the pump down will be felt by Kittitas residents
and the visitors from all over Washington who recreate around Kachess reservoir. Additionally in
following years after a pump down the reservoir will take time to refill. That may affect water
availability for local farmers. Again the entire YBIP that includes the KKC for refill of Kachess
is needed to avoid creating one problem while addressing another. When each element of the
YBIP is viewed individually they all fall short by the economics or effectiveness of the proposal.
However, when taken as a whole the plan can work to address the need for changes in storage
and disposition of water as our climate models indicate that more precipitation may be coming to
the Cascades and the Yakima River Basin, but in the form of warmer rain and less snow pack
than what we rely upon now.
Many of the citizens of the Kachess Reservoir (Lake) have been sending their concerns to us at
the BOCC. We do not have authority in this decision and so we submit our comments and
recognize theirs in this reply.
KITTITAS COUNTY COURTHOUSE • 205 WEST 5"I, RM 110 - ELLENSBURG, WA 98926
(509) 962-7508 • FAX (509) 962-7679
The impact of a pump down of an additional 80 feet is called out in this report by noting that
"there may be negative impacts on the quality and quantity of domestic wells in the area'. The
stated response is that "a selection of wells will be monitored and mitigated as needed". No one
knows whose well will be monitored or what will the mitigations entail. We suggest that All
Wells in the area be proactively mitigated by drilling them to a depth that will insure continued
access to potable water as is required by -Public Health. These mitigations should be completed
before the pumping plant is activated.
The local Fire District (FD4) has concerns that when the water level is drawn down an additional
80 feet there will be no ability to draw water for active fire suppression. A mitigation for the Fire
District could be adding a well or storage tank of sufficient volume that will address fire
suppression needs. Other options may exist but will it be the role of DOE or Rosa to fulfil the
mitigations? A better definition of mitigation and timing for a proactive program is needed.
During construction and primary operation of a pumping plant very heavy materials will need to
be transported to the site on Kittitas County roads. Our roads in the area are not built to carry that
level of service and will sustain serious damage. Will proactive mitigation compensate for
upgrading the roads in the area? Will the roads need to be improved to a much higher carrying
capacity before construction begins?
When the pumping plant is operating there is concern that diesel generators will be needed to
power the electric pumps. The noise of generators cannot be controlled to the point that the
surrounding residents anywhere on the lake will not be inundated. The better plan would be to
upgrade the electrical service to the pump site so as to remove the need for diesel generators
entirely. The pump noises will be difficult to control. Therefore a better option is to place the
pumps on land so that buildings can attempt to control the sound levels.
Concern has been raised that once pumping starts it will continue. How long will this scenario
play? The SDEIS mentions that the start is triggered by notice that the irrigators will receive less
than 70% their allotment. Will the pump start at the notice or when curtailment is to begin?
What is the cutoff? Will environmental health of the area be considered equally as the needs of
Rosa irrigators?
Agriculture in Kittitas County affects almost every resident who lives here. Many family
members of farmers work "in Town". Many businesses provide services to farmers, shippers, and
partners of our agricultural community. Water is required to continue to operate in all parts of the
Yakima River Basin.
Millions of dollars have been invested in restoring the wetlands, spawning beds, and removal of
fish barriers to meet the obligations signed into treaty rights with the Yakama Nation and Ten
Confederated Tribes. The Bull Trout, already listed as threatened, that live in the waters of the
Kachess will be further harmed with a deep drawdown. The SDEIS suggests a mitigation plan to
cut a 25 foot channel to assist the Bull Trout but with an 80 foot draw down, the difference of 55

RE: Kachess Drought Relief Pumping Plant and Keechelus Reservoir-to-Kachess
Reservoir Conveyance Draft Environmental Impact Statement Response
Dear Ms. McKinley:
Thank you for the opportunity to comment on the Draft Environmental Impact Statement (DEIS)
for the Kachess Drought Relief Pumping Plant (KDRPP) and Keechelus Reservoir-to-Kachess
Reservoir Conveyance (KKC) projects, as part of the overall Yakima Basin Integrated Plan
(YBIP). While the Kittitas County Board of Commissioners, along with many others, has
formally endorsed the YBIP, we do have some specific comments related to the KDRPP and
KKC projects and their respective impacts.
We would like to state at the outset, that we support Alternative 4 — Combined KDRPP and KKC
as described in the DEIS. Agriculture is Kittitas County's largest single industry. The jobs
provided by agricultural activities sustain many local families and contribute significantly to our
rural way of life and the County's rural character. Continuing to support this industry is critically
important to Kittitas County's economic and cultural future. Unfortunately, that future is at risk
from uncertain water supply and climate change impacts if action is not taken. Therefore, we
favor Alternative 4 for the following reasons:
a. The Kittitas Reclamation District (KRD) operates entirely within Kittitas County,
delivering irrigation water to approximately 60,000 acres of productive farm
ground. As mentioned in the DEIS, KRD is a proratable district, susceptible to
reduced irrigation water allocations during drought years. When this occurs,
farmers served by KRD suffer economically; at times significantly. This, in turn,
damages the entire economy of the region. Alternative 4 is the best option
described in the DEIS to reduce the impact of droughts on proratable irrigation
districts like KRD.
b. Alternative 4 — Combined KDRPP and KKC is more effective during drought
years in providing water supply to proratable water users (66%) then any of the
other Alternatives in the DEIS. We believe Alternative 4 represents a partial

solution, along with the other projects and goals of the overall YBIP, in providing
reasonable levels of water delivery even during low -flow periods.
c. We agree with the statement made in Section 2.8 of the DEIS that "in addition to
allowing Reclamation to reduce artificially high flows in the Keechelus Reach,
combined operation of the KDRPP and KKC would speedup refill of Kachess
Reservoir after it has been drawn down in drought years under KDRPP" alone.
This would provide even greater security for water supply while also minimizing
the impact on landowners and outdoor recreation resources surrounding Kachess
Reservoir.
Along with our statement of support for Alternative 4 — Combined KDRPP and KKC, we also
have some concerns related to project impacts and the overall DEIS. Those concerns are the
following:
a. A specific note or comment should be added to Section 4.15 of the DEIS
regarding potential land use decisions that may be necessary as the project is
implemented. It appears from the DEIS that most, if not all, of the project will be
conducted on federal lands and would not be subject to most state or local
regulations. However, it is important to know how much private land, if any, is
involved as local regulations such as Grade and Fill, Shoreline Master Program,
Critical Areas, and zoning regulations may apply and should be noted.
b. Reference is made in Section 4.2 regarding future studies that may be necessary to
examine more exact impacts upon the slope stability and erosion potential when a
specific alternative and accompanying construction is planned. It will be
necessary at that time to determine what, if any, Kittitas County Grade and Fill
regulation requirements must be met on lands not federally owned. It may be
important to note this in Section 4.2 and/or Section 4.15 as mentioned above,
c. It appears that none of the construction options being considered require shoreline
permits for construction. However, the result of drawdown on Kachess Reservoir
will have a significant impact upon private properties and their ordinary high
water marls. Reviewing our recent Shoreline Master Program just adopted, there
are several policies where such activity could possibly require a shoreline
substantial development permit. While the DEIS does state in several areas that
all "local, state, and federal" requirements will be met, it should be noted that
such activity could require a shoreline.substantial development permit to meet
local regulations.
d. Kittitas County Code only permits concrete plants on lands zoned "Forest and
Range," as it relates to these projects and then only with the approval of a
conditional use permit. This should be noted in Section 4.15 if any of the batch
plants mentioned for the projects are considered to be operating upon private
lands.
e. Construction traffic for projects of this magnitude has the potential to severely

damage roads meant for local vehicular traffic. We request the US Bureau of
Reclamation (USBR) perform nondestructive testing such as falling weight
deflectometer (FWD) tests to verify local conditions of every county road that
may be used for construction purposes. We also request the USBR mitigate
proposed construction traffic on county roads by overlaying with hot -mix asphalt
as determined though analysis based upon the FWD testing. We plan to monitor
the pavements conditions throughout the life of the projects to verify the
mitigation wears appropriately.
f. The DEIS clearly describes potential impacts to groundwater wells due to the
operation of the KDRPP. In particular, the DEIS describes 46 wells with depths
less than 100 feet within 2 miles of Kachess Reservoir located in sedimentary
deposits. We believe such wells have a high likelihood of impact during the
proposed increased drawdown during drought years. With that stated, the
mitigation described in Section 4.5.9 may not be adequate. We recommend the
project take a more proactive approach in determining likely impacted
groundwater wells and implementing preventive mitigation prior to project
operation. The mitigation may be as simple as working with willing private
landowners to provide funding to increase the depth of likely impacted wells as
part of the overall project.
Thank you again for the opportunity to provide comments on the DEIS for the projects
mentioned above. We hope you find our comments helpful and we look forward to working
collaboratively to achieve the goals of the projects and the overall YBIP. Please feel free to
contact us if you have any questions.
