BACKGROUND: For the past several months, Public Works (PW) has been working to finalize Bowers Field Runway 7/25 pavement break construction. The Federal Aviation Administration (FAA) is offering to cover 90 percent of all construction costs. PW solicited the plans and specifications to over 40 qualified firms via the Municipal Research Service Corporations online construction bid service. We received a single bid proposal from a local construction company, Belsaas and Smith, Inc. The engineer's estimate for the project is $129,880.80. Belsaas' bid is for $170,640.00. The FAA is offering to finance $153,576 leaving a match requirement of $17,064 for the County. PW elected to spend $23,796.13 from the Airport Fund in plans and specifications design. Grant award timing did not allow for competitive solicitation. All in, PW will fund $40,860.13 removing the intersecting pavement on runways 7/25 and 11/29. Total project costs are: $23,796.13 + $170,640 = $194,436.13. Our total percentage of contribution towards project costs is: 21%. This project is identified and prioritized in the 2018 Airport Capital Improvement Plan. INTERACTION: Public Works RECOMMENDATION: Award the 2018 Runway 7/25 construction project to Belsaas and Smith, Inc. for $170,640 and authorize the Public Works Director to sign said contract. Cook RECOMMENDATION: Direct that staff solicit interested individuals serving on an Upper County Traffic task force. BRIEFING SUMMARY: • A recent public meeting regarding Upper County traffic issues was well attended • The meeting providing no community consensus on the path forward • Public Works suggests pulling together a community task force working with the Sheriffs Office and PW identifying solution approaches • PW has a suggested process for Board consideration (EXHIBIT 1) BACKGROUND: Ongoing Sunday traffic avoiding 1-90 congestion continues plaguing area residents. Our attempt this summer limiting heavy truck traffic has not been successful. Speeding and traffic volume are primary concerns. A recent public meeting underscores the need for community involvement in any solution approach pursued by Public Works. DISCUSSION: PW is proposing the formulation of an Upper County traffic task force (EXHIBIT 1). We desire attracting residents from Upper Peoh, Westside and Nelson Siding. Additionally, we are suggesting that representatives from the City of Cle Elum, WSDOT and the Sheriffs Office be included in the effort. FISCAL IMPACTS: Fiscal impacts are not determined at this time. Rental fees for meeting venue are the likely first financial impact. KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS STUDY SESSION STAFF REPORT STUDY SESSION DATE: July 9, 2018 TOPIC: 2018 Road Standards Review Committee ACTION REQUESTED: Formulate the Proposed Road Standards Review Committee LEAD STAFF: Mark R. Cook RECOMMENDATION• Direct that staff solicit for committee members reviewing proposed changes to Title 12. BRIEFING SUMMARY: • Public Works (PW) has recently completed a complete revision to county road standards. • PW desires obtaining stakeholder feedback ahead of planning commission review. • PW has prepared a suggested a process for formulating a stakeholder review committee (EXHIBIT 1). BACKGROUND: Recently, PW completed a complete revision to County Road Standards. The changes are significant and PW desires having a stakeholder group review the standards ahead of planning commission review. DISCUSSION: It is PW understanding that the County has previously formed a review committee for all previous revisions to the Road Standards. The current proposed revision is extensive and area stakeholders are expected to be interested in evaluating staff's proposal ahead of planning commission submittal. Obtaining consensus from area stakeholders ahead of planning commission review is expected to facilitate the planning review process. FISCAL IMPACTS: Staff time in stakeholder meetings is budgeted in the 2018 PW budget. ATTACHMENTS: Exhibit 1: Suggested Road Standards Review Process Page 1 of 2 PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT EXHIBIT 1: SUGGESTED 2018 ROAD STANDARDS REVIEW PROCESS Page 2 of 2 PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT 2018 ROAD STANDARDS REVIEW COMMITTEE Introduction The existing Kittitas County Road Standards are a result of a minimal revision effort conducted in 2015. The primary result of the revision was to cap the number of private lots on a dead end road to 30 — consistent with adopted fire code. For the past two years, Public Works staff has compiled desired revisions reaching well beyond the minor effort of 2015. Recently, KPG (an on-call civil engineering consultant with PW) delivered a draft 2018 Road Standards package. This effort represents a wholesale revision to existing county road standards. PW desires having a group of County stakeholders review the KPG effort, offer revisions and assist PW through the code adoption process. To that end, PW is requesting the Board of County Commissioners consider forming a review committee supporting implementation of the new proposed standards. Suggested Committee Makeup • Two local land use developers • Two representatives from area engineering and/or survey firms specializing in land development services • A representative of the real estate community • Two representatives from local excavation specialty firms • One representative from local land use consulting firms • One member from the agricultural community • One member of from the fire/life/safety community • One member from the home builders association/community Proposed Proiect Timeline • Press Release (7/11/18) • Ads in Daily Record and Northern Kittitas County Tribune (July 18, 2018) • Present list of responders for Board consideration (8/13/2018) • Formulate the committee (8/13/2018) • Committee review (9/10/2018 — 12/07/2018) • Present draft for Planning Commission review (12/10/2018) • Planning Commission review (01 — 02/2019) • Public Hearing for Title 12 amendment (03/2019) Committee Level of Effort Review meetings are expected to last two hours for each session. Two sessions a month are forecast during 2018 (5 meetings — 10 hours). Planning Commission support is estimated at an additional four hours.
