COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
COMMISSIONERS AUDITORIUM
SPECIAL MEETING
THURSDAY 12:00 P.M. JUNE 28, 2018
Board members present: Chairman Laura Osiadacz (arrived at 12:15
p.m.); Vice-Chairman Obie O’Brien and Commissioner Paul Jewell.
Others: Julie Kjorsvik, Clerk of the Board.
SPECIAL MEETING EXIT BRIEFING COMMISSIONERS
At 12:00 p.m. Vice-Chairman O’Brien opened a Special Meeting for
an exit briefing with Commissioner Jewell.
AGREEMENT TREAT WATER RIGHTS – AMENDMENT COMMISSIONERS
Commissioner Jewell moved to approve the First Amendment to
Water Rights Purchase and Sale Agreement between Kittitas County
and James and Hazel Treat. Vice-Chairman O’Brien seconded.
Motion carried 2-0.
Chairman Osiadacz arrived at the meeting at 12:15 p.m.
AGREEMENTS TOURISMPROG COMMISSIONERS
Commissioner Jewell moved to approve four Agreements for
Tourism-Related Large Scale Municipality-Owned Capital Projects
Grant Program (TourismProg) between: Kittitas County and the
Kittitas Valley Event Center for the Ellensburg Rodeo Arena
Upgrade projects; Kittitas County and the Kittitas Valley Event
Center for the Event Center Barns and Bloom Pavilion project;
Kittitas County and the City of Ellensburg for Way Finding
Sign’s project; and Kittitas County and City of Ellensburg for a
Visitor Information Center. Vice-Chairman O’Brien seconded.
Motion carried 3-0.
UPDATE PROJECTS COMMISSIONERS
Commissioner Jewell provided an update to the Board on projects
he had been working on as his last day with Kittitas County is
June 30, 2018 including the transfer station; Lodging Tax
Advisory Committee projects; River Access Plan Committee; EFSEC
comments that need to be submitted before the deadline relating

to proposed Solar projects; Yakima Basin Integrated Plan; Water
Banks; and the Airport.
The meeting was adjourned at 1:10 p.m.
