JUNE 19, 2018 Board members present: Vice-Chairman Obie O’Brien; and Commissioner Paul Jewell. Excused: Commissioner Laura Osiadacz. Others: Julie Kjorsvik, Clerk of the Board; Mandy Buchholz, Deputy Clerk of the Board II; Mark Cook, Public Works Director/Interim Engineer; Sara Folk, Engineer Services Manager; Robin Read, Public Health Administrator and 10 members of the public. CALL TO ORDER Vice-Chairman O’Brien called the meeting to order. PLEDGE OF ALLEGIANCE Vice-Chairman O’Brien led the Pledge of Allegiance. Vice-Chairman O’Brien seconded. Motion carried 2-0. AWARDS & RECOGNITIONS – NONE APPROVAL OF AGENDA Vice-Chairman O’Brien announced Consent Item C had been moved to Board, Discussion & Decision. RESOLUTION 2018-095 WATER BANK TRUST FUND #622 AUDITOR Approve Resolution No. 2018-095, Authorizing the Creation of a Trust Fund #622 Private Water Bank Trust, for the administration and accounting of sales of Mitigation Certificates by the Kittitas County Public Health Department of Mitigation Certificates backed by private water banks. RESOLUTION 2018-096 2019 BUDGET HEARINGS AUDITOR Approve Resolution No. 2018-096, In the Matter of Setting Dates for the 2019 Budget Hearings in Kittitas County, to be held on December 3, 2018 at 2:00 p.m. in the Commissioners Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA and to authorize the Clerk to publish said notice. RESOLUTION 2018-097 FAIR REVOLVING FUND/PETTY CASH ACCOUNTS AUDITOR Approve Resolution No. 2018-097, Establishing Kittitas County Fair Revolving Fund/Petty Cash Accounts, in the amount of $25,000.00 from the General Fund to the Fair Fund, to be remitted back to the County Auditor before November 2, 2018. AGREEMENT OPENGOV SOFTWARE AUDITOR Approve a Professional Services Agreement between OpenGov, Inc. and Kittitas County, for OpenGov Software, in the total amount of $339,430.00. RESOLUTION 2018-098 AUTHORIZED CASH BALANCES AUDITOR Approve Resolution No. 2018-098, Changing Authorized Cash Balances for Petty Cash, Revolving Funds, Till Accounts, Funds on Deposit, etc. for 2018. 06/19/2018 MINUTES 4 CONTRACT WA STATE HEALTH CARE AUTHORITY PUBLIC HEALTH Approve a Professional Services Contract for ABCD Dental Services between the Washington State Health Care Authority and the Kittitas County Public Health Department for the ABCD Dental Program, in the amount of $19,000.00 from July 1, 2018 to June 30, 2020. AGREEMENT WA STATE HEALTH CARE AUTHORITY PUBLIC HEALTH Approve an Information Sharing Agreement between the Washington State Department of Health and the Kittitas County Public Health Department for Information Sharing for Exchange of Immunization Data from June 19, 2018 through June 19, 2023. GRANT WA STATE PARKS & RECREATION SHERIFF Acknowledge a Grant between the Washington State Parks & Recreation Commission and the Kittitas County Sheriff’s Department for the Boater Safety program, for an additional amount of $5,000.00 from March 1, 2018 through September 30, 2018. AGREEMENT DEPARTMENT OF JUSTICE SHERIFF Acknowledge an Agreement through the Department of Justice’s 2018-2019 Bulletproof Vest Partnership Program, in the amount of $7,332.19 from January 1, 2018 through December 31, 2019. AGREEMENT SAFEBUILT WASHINGTON CDS Approve a Professional Services Agreement between Kittitas County and SAFEbuilt Washington, Inc. for Building Inspection and Plan Review Services. RESOLUTION 2018-099 SUNCADIA PHASE I DIVISION 15 CDS Approve Resolution No. 2018-099, for the Suncadia Phase 1, Division 15 Preliminary Plat (LP-18-00001), a division of 7.17 acres into 10 singl- family residential lots with an access tract and a future development tract, on a site zoned Master Planned Resort (Suncadia). SET PUBLIC HEARING SUNDADIA PHASE 3, DIVISION 14 CDS Approve Setting a Public Hearing to consider the Suncadia Phase 3, Division 14 Preliminary Plat (LP-18-00002), to be held on August 7, 2018 at 2:00 p.m. in the Commissioners Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA and to authorize the Clerk to publish said notice. 06/19/2018 MINUTES 5 RESOLUTION 2018-100 2018 SAFETY IMPROVEMENT PROJECT PUBLIC WORKS Approve Resolution No. 2018-100, Authorizing the Chair’s Signature on the Local Agency Federal Aid Project Prospectus for the 2018 Kittitas County Safety Improvement Project. RESOLUTION 2018-101 UNIVERSITY WAY & REECER CREEK PUBLIC WORKS Approve Resolution No. 2018-101, for the University Way and Reecer Creek Intersection Project, Road Log No. 93041 from Milepost 1.47 to Milepost 1.94. RESOLUTION 2018-102 BENTON COUNTY INTERLOCAL PUBLIC WORKS Approve Resolution No. 2018-102, Authorizing the Chair’s Signature on an Interlocal Cooperation Agreement between Kittitas County and Benton County for General Equipment and/or Services through the Department of Public Works. RESOLUTION 2018-103 DEPARTMENT OF TRANSPORTATION PUBLIC WORKS Approve Resolution No. 2018-103, Authorizing the Chair’s Signature on the Revised Certification Acceptance Qualification Agreement with Washington State Department of Transportation Local Programs. RESOLUTION 2018-104 ROADSIDE HAZARD SAFETY IMPROVEMENTS PUBLIC WORKS Approve Resolution No. 2018-104, Authorizing the Chair’s Signature on the Local Agency Federal Aid Project Prospectus for the Roadside Hazard Safety Improvements – Countywide Project. RESOLUTION 2018-105 MANASTASH ROAD BRIDGE #76132 PUBLIC WORKS Approve Resolution No. 2018-105, Awarding a Contract to Belsaas & Smith for the Manastash Road Bridge #76132 Replacement Project, in the amount of $1,767,038.00 and to Authorize the Director of Public Works to Sign the Contract Documents. RESOLUTION 2018-106 ACCOLADE PROPERTY MANAGEMENT COMMISSIONERS Approve Resolution No. 2018-106, Amending a Professional Services Agreement between Kittitas County and Accolade Property Management, to manage and lease the Shady Acres Mobile Home Park at 1200 E. University Way, Ellensburg, WA. AGREEMENT AMERICAN RIVERS COMMISSIONERS 06/19/2018 MINUTES 6 Approve a Professional Services Agreement between Kittitas County and American Rivers, to work with the key Yakima Basin Integrated Plan (Yakima Plan) stakeholders (primarily Implementation and Executive Committees as well as Workgroup members and others as appropriate) to implement outreach and communications plan to increase awareness and support for the Yakima Plan and its implementation by local, State, and Federal decision makers and the general public on both sides of the Cascades, in an amount not to exceed $10,000.00. CORRESPONDENCE - NONE ADMINISTRATIVE MATTERS - NONE CITIZEN COMMENTS ON NON-AGENDA ITEMS Pat Deneen thanked Commissioner Paul Jewell for his leadership working on the water issues in Kittitas County and said he would be greatly missed when he leaves at the end of June. BOARD DISCUSSION/DECISION ITEMS SPECIAL EVENT WESTSTAR TEAM ROPING SERIES COMMISSIONERS Commissioner Jewell approved the Special Event Application to hold the WestStar Team Roping Series on May 19; June 2, 9, 23; July 14, 21; August 11, 18, 29; September 15, 2018, contingent upon complying with revised requirements set forth by the Public Health Department, the Public Works Department, Prosecutor’s office, Fire Marshal, and to grant a waiver to Kittitas County Code Chapter 5.20.100 (Penal Bond – Bond of Indemnity). Vice-Chairman O’Brien seconded. Motion carried 2-0.
