JUNE 5, 2018 Board members present: Chairman Laura Osiadacz; Vice-Chairman Obie O’Brien; and Commissioner Paul Jewell. Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works Director/Interim Engineer; Chris Horner, Deputy Prosecutor and 3 members of the public. CALL TO ORDER Chairman Osiadacz called the meeting to order. PLEDGE OF ALLEGIANCE Chairman Osiadacz led the Pledge of Allegiance. AGREEMENT SCURUS TECHNOLOGIES SHERIFF Acknowledge a Second Amendment to the Master Services Agreement between the Kittitas County Sheriff’s Office and Securus Technologies, Inc. for the Connectus Inmate Service Platform. PURCHASE AXON ENTERPRISE, INC. SHERIFF Acknowledge the Purchase of Two X2 Taser Units and Accessories for the Kittitas County Sheriff’s Department, in the amount of $4,960.15 over a five year period. AGREEMENT STATE MILITARY DEPARTMENT SHERIFF Acknowledge Amendment C to Grant Agreement Number E16-071, between the Washington State Military Department and the US Department of Homeland Security and the Kittitas County Sheriff’s Office, Emergency Management, in the amount of $50,548.00 from June 30, 2018 to August 31, 2018. RESOLUTION 2018-091 CITY OF ELLENSBURG SHERIFF Approve Resolution No. 2018-091, Authorizing an Interlocal Agreement between the Kittitas County Sheriff’s Office and the City of Ellensburg to Provide for Mutual Aid Law Enforcement Assistant with Regard to Expert Forensic Examination of Various Communication Devices. AGREEMENT ASURIS NORTHWEST HEALTH PUBLIC HEALTH Approve a Participating Provider Medical Group Agreement between Asuris Northwest Health and the Kittitas County Public Health Department to allow for services to be billed for insurance. AGREEMENT DEPARTMENT OF HEALTH PUBLIC HEALTH Approve a Provider Agreement with the Washington State Department of Health, Office of Immunization and Child Profile and the Kittitas County Public Health Department, for the Receipt of Publicly Supplied Vaccine from May 1, 2018 through May 1, 2019. 06/05/2018 MINUTES 4 AGREEMENT WISE PUBLIC HEALTH Approve a Professional Services Agreement between Kittitas County and WISE, in the amount of $3,300.00 to provide job development and marketing training to Kittitas County employment providers from May 1, 2018 through June 30, 2018. CONTRACT DEPARTMENT OF HEALTH PUBLIC HEALTH Approve Amendment Number 2 to the 2018-2020 Consolidated Contract between the Department of Health and the Kittitas County Public Health Department, in the amount of $12,483.00 for the Maternal and Child Health Block Grant, Office of Emergency Preparedness and Response, and Supplemental Nutrition Assistance Program Education from January 1, 2018 through December 31, 2020. RESOLUTION 2018-092 DEPARTMENT OF ECOLOGY PUBLIC HEALTH Approve Resolution No. 2018-092, Authorizing an Interagency Agreement between Kittitas County and the State of Washington, Department of Ecology, in the amount of $1,190,727.00 to initiate the pilot metering project throughout the State including Kittitas County from March 1, 2018 through December 31, 2027. CONTRACT WALLA WALLA COUNTY DEPARTMENT OF HEALTH PUBLIC HEALTH Approve Amendment 1 to Contract No. 17-83 between the Kittitas County Public Health Department and the Walla Walla County Department of Community Health for participation in the Greater Columbia Accountable Communities of Health youth Marijuana Prevention and Education Program, from July 1, 2017 through June 30, 2018. AGREEMENT DEPARTMENT OF ECOLOGY PUBLIC HEALTH Approve Agreement No. W2RLSWFA-17-19-KICPHD-00022 between the State of Washington Department of Ecology and the Kittitas County Public Health Department in the amount of $82,934.67 to enforce State and Local Solid Waste Regulations, and to provide education and outreach to prevent Solid Waste violation from July 1, 2017 through June 30, 2019. AGREEMENT CENTRAL WASHINGTON UNIVERSITY PUBLIC HEALTH Approve an Agreement between Central Washington University and the Kittitas County Public Health Department in an amount not to exceed $5,000.00 to provide food service inspections and training from June 1, 2018 through June 30, 2019. 06/05/2018 MINUTES 5 LEASE DEPT. OF NATURAL RESOURCES PUBLIC WORKS Approve an Addendum to a Lease Agreement between Kittitas County and the Department of Natural Resources, for a 2 year period from July 1, 2017 through June 30, 2019. SET PUBLIC HEARING SURPLUS EQUIPMENT PUBLIC WORKS Approve Setting a Public Hearing to consider equipment surplus to the Kittitas County’s needs and to authorize disposal in accordance with RCW 36.34.080, to be held on June 19, 2018 at 2:00 p.m. in the Commissioners Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA and to authorize the Clerk to publish said notice. RESOLUTION 2018-093 NO. 6 BRIDGE PROJECT PUBLIC WORKS Approve Resolution No. 2018-093, Awarding a Contract to Belsaas & Smith in the amount of $566,150.00 for the Number 6 Road Bridge #79051 and to authorize the Public Works Director sign contract documents. CORRESPONDENCE - NONE ADMINISTRATIVE MATTERS - NONE CITIZEN COMMENTS ON NON-AGENDA ITEMS Herman Gentry expressed concerns over the noise and safety issues of airplanes flying over highly populated areas of Ellensburg. He strongly urged the flight program be moved to Grant County. Mr. Gentry also spoke of the wetlands in the area out at the airport. BOARD DISCUSSION/DECISION ITEMS CLAIM FOR DAMAGES RYAN WALES PROSECUTOR Commissioner O’Brien moved to deny the Claim for Damages filed with the Kittitas County Auditor’s office on April 12, 2018 by Ryan Wales, as recommended by the Prosecutor’s office. Commissioner Jewell seconded. Motion carried 3-0.
