COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
COMMISSIONERS CONFERENCE ROOM
REGULAR MEETING
MONDAY 9:00 A.M. JUNE 04, 2018
Board members present: Chairman Laura Osiadacz & Vice Chairman Obie
O’Brien & Commissioner Paul Jewell.
Others: Mandy Buchholz, Deputy Clerk of the Board II; Julie
Kjorsvik, Clerk of the Board.
SPECIAL MEETING OFFICE STAFF MEETING COMMISSIONERS
At 9:00 a.m. Chairman Osiadacz opened the Office Administration
meeting.
CALENDAR WEEK AT A GLANCE COMMISSIONERS
The Board of County Commissioners reviewed their weekly calendar.
PAF/VOUCHERS REVIEW OF PAF’S & VOUCHERS COMMISSIONERS
The Board of County Commissioners approved and signed County
Employee Personnel Action forms and vouchers.
CORRESPONDENCE LOG REVIEW OF CORRESPONDENCE LOG COMMISSIONERS
The Board of County Commissioners reviewed the weekly Correspondence
Log, a listing of all incoming mail and correspondence for the week
ending June 1, 2018.
DISCUSSION FACEBOOK WEEKLY POSTS COMMISSIONERS
The Board determined for the week of June 4, 2018 they would share
the Press Releases for the Open House Event for Yakima River Access
Improvement Plan and the Press Release for the Closure of Mohar
Road.
UPDATE BOCC/ DEPARTMENT HEAD REPORTS COMMISSIONERS
Each Commissioner was assigned three different Department Heads to
meet with on a weekly basis. This was determined at a Special
Meeting with the Board of County Commissioners held on June 18,
2009. Each Commissioner reviewed discussions held with their
respective departments and exchanged details of those meetings. On
January 3, 2011 the Board determined it would be beneficial to
alternate Commissioners that will oversee the different Department
Head’s on an annual basis. They determined at the end of 2013 they

would review the various committees they participate in and provide
beneficial updates to the Board as needed during this time as well.
APPROVAL BC&C MEMBER HANDBOOK COMMISSIONERS
Commissioner O’Brien moved to approve the Kittitas County Board,
Committee and Commission Member Handbook as presented, noting that
Chairman Osiadacz has some typo’s to submit to Staff. Commissioner
Jewell seconded. Motion carried 3-0.
OTHER BUSINESS-
EXECUTIVE SESSION COMMISSIONERS
At 9:36 a.m. Chairman Osiadacz announced the Board would recess into
Executive Session for 5 minutes to evaluate the qualifications of an
applicant for public employment or to review the performance of a
public employee. However, subject to RCW 42.30.140 (4), discussion
by a governing body of salaries, wages, and other conditions of
employment to be generally applied within the agency shall occur in
a meeting open to the public, and when a governing body elects to
take final action hiring, setting the salary of an individual
employee or class of employees, or discharging or disciplining an
employee, that action shall be taken in a meeting open to the
public. No action was anticipated.
At 9:41 a.m. the Board reconvened out of Executive Session. No
action taken.
At 9:41 a.m. Chairman Osiadacz announced the Board would recess back
into Executive Session 2 minutes to evaluate the qualifications of

Commissioner O’Brien briefed the Board on a discussion he had with
Public Health Administrator Robin Read on new developments with the
TAPS Program.
Meeting adjourned at 9:44 a.m.
