SOLID WASTE, MAINTENANCE, AND FAIR OFFICE STUDY SESSION MINUTES

Regular Meeting
TUESDAY 2:00 PM May 8, 2018
Board members present: Chairman Laura Osiadacz, and Vice Chairman Obie O'Brien
Absent: Commissioner Paul Jewell excused.
Others: Patti Johnson, Tim Egan, Jill Scheffer, Lisa Young, and Stephanie Hartung. Rodeo

Regular Meeting Event Center, Rodeo Punch
List
Event Center
Meeting called to order at 2:00 p.m. Jill requested that we start with the Event Center items since
Rodeo Board members were present. Jill had Stephanie Hartung, Deputy Prosecutors office give
a legal opinion on Section 13 of the contract with the Rodeo Board for the use of the Rodeo
Arena. The Rodeo Board may perform up to $25,000 worth of work that remains on the
approved punch list after July 1, and deduct it from their lease payment.
Jill presented the Punch list to the BOCC. Commissioner O'Brien moved to approve the punch
list as amended, Commissioner Osiadacz seconded. Motion passed 2-0.
Jill discussed the Event Center Punch list and items needing repairs. The Amplifier in the
Announcer's booth needs replacing. Jill has received a quote for $400.00 for a new amplifier.
Commissioner O'Brien moved to approve replacing the amplifier; Commissioner Osiadacz
seconded the motion passed 2-0.
Jill discussed the need for repairs or replacement of the Bobcat used at the Event Center. The
estimate to repair the Bobcat is $1,200 -$2,800. Jill requested to purchase or lease a new Bobcat
since the current one has had numerous break downs this year. Commissioner Osaidacz
requested that Tim Egan, Assistant Maintenance Director look at the Bobcat and bring his
recommendation back before a decision would be made.

Event Center
Discussion was held on the draft resolution for creating a fund to set aside 65% of all
sponsorship monies, vendor fees, and other income from KVEC presents events. BOCC was
concerned about the percentage in the draft resolution and recommended discussing this further
with the Auditors office and Tabled to a later date.

Patti presented the BOCC with a spread sheet showing the increase in Garbage, Yardwaste,
Construction Debris, Compost sold and Appliance CFC's for the past 3 years for the first 4
months of the year.

Chart Update and Review
Solid Waste
Patti presented the BOCC with a draft organizational chart showing adding a Part time
Operator/Mechanic to help at the Compost facility and the Ryegrass landfill. BOCC approved
moving forward with working with the Union to add this position.

Patti informed the Board that the comment period has ended and that the consultant is preparing
the report with the site rankings, and will bring it to the executive session on May 15, 2018.
Regular Meeting Maintenance Update
Maintenance
Tim informed the Board that the Morris Sorenson Boiler project has been completed, and the
secure door for probation is on order. He also informed the Board that he is working with the
City of Ellensburg Fire Marshal on the alarm system for Bloom Pavilion.
Tim updated the Board on the sewer problem we have had this past week on the west side of the
building. The sewer has been backing up before the City main line but outside the building.
Maintenance has been able to snake the line but may need to hire someone to camera the line if it
occurs again.

Discussion was held on Maintenance repairing and replacing the seating in the uncovered areas
of the Rodeo Arena. Tim stated that Maintenance would not be able to complete the entire
project with their existing work load but they would work overtime to do a section at a time.
Commissioner O'Brien moved to have Maintenance start working with a Budget of $30,000,
Commissioner Osiadacz seconded, and Motion passed 2-0.
