COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
COMMISSIONER’S CONFERENCE ROOM
SPECIAL MEETING
TUESDAY 1:00 P.M. MARCH 13, 2018
Board members present: Vice-Chairman Obie O’Brien and Commissioner Paul
Jewell. Excused: Chairman Laura Osiadacz.
Others: Mandy Buchholz, Deputy Clerk of the Board II; Judy Pless, Budget
& Finance Manager; Jerry Pettit, Auditor; Julie Kjorsvik, Clerk of the
Board; Chris Horner, Deputy Prosecutor.
SPECIAL MEETING ADMISSIONS TAX-AMENDMENT COMMISSIONERS
Vice-Chairman O’Brien opened a Special Meeting to discuss proposed
amendments to the County Admissions Tax, Kittitas County Code 3.22.
Commissioner Jewell stated that the amendment he brought forward for the
Board to consider is addressing an unforeseen issue that came up for
Rodeo events where there is a cash “purse”. He stated that they didn’t
intend on collecting admissions tax on those funds and this is
correcting that problem (KCC 3.22.010 definitions).
Judy Pless, Budget & Finance Manager presented additional changes for
discussion/consideration as follow up to a meeting held approximately a
year ago when they were noticing some areas for improvement and clarity
in the process. She addressed areas of concern in the following
3.22.010, 3.22.020, 3.22.030, 3.22.040, 3.22.050, 3.22.070 and 3.22.120.
Ms. Pless also requested that Staff work on the Special Event
Application to add in the 501c3 part of the application process.
Deputy Horner was given direction on each proposed/discussed amendment
and to revise the proposed Code as discussed. Jerry Pettit, Auditor;
Judy Pless, Budget & Finance Manager & Deputy Prosecutor Horner will
work on how to “prosecute” in accordance with KCC 3.22.120. Once
completed, Deputy Horner will meet with everyone & present/review the
changes for accuracy, prior to setting a Public Hearing.
Staff was directed to set a Special Meeting for one month out.
The meeting was adjourned at 1:55 p.m.
