MARCH 6, 2018 Board members present: Vice-Chairman Obie O’Brien and Commissioner Paul Jewell. Excused: Chairman Laura Osiadacz. Others: Julie Kjorsvik, Clerk of the Board; Lindsey Ozbolt, Planning Official; Dan Carlson, Community Development Services Director; Lisa Young, Human Resource Director; Leslie Erickson, Human Resource Representative; Mandy Buchholz, Deputy Clerk of the Board; Mark Cook, Public Works Director; Dusty Pilkington, Staff Planner and 12 members of the public. CALL TO ORDER Vice-Chairman O’Brien called the meeting to order. PLEDGE OF ALLEGIANCE Vice-Chairman O’Brien led the Pledge of Allegiance. INTRODUCTION OF NEW COUNTY EMPLOYEES Lisa Young, Human Resource Director introduced their new employee Leslie Erickson, Human Resource Representative. PROCLAMATIONS – NONE AWARDS & RECOGNITIONS Casceila and Albert Miller provided an overview of their visit to Sanda City, Japan (Kittitas County’s Sister City) in December where they represented Kittitas County at the annual Masters Marathon. APPROVAL OF AGENDA Commissioner Jewell moved to approve the Agenda, as presented. Vice- Chairman O’Brien seconded. SPECIAL EVENT YOUR CANYON FOR A DAY COMMISSIONERS Approve a Special Event Application to hold the Yakima County Crime Stoppers “Your Canyon for a Day” bike ride event on May 20, 2018, conditioned upon complying with recommendations from County Departments; and to grant a waiver to Kittitas County Code Chapter 5.20.100 – Penal Bond – Bond of Indemnity. SPECIAL EVENT ABATE WASHINGTON SPRING OPENER COMMISSIONERS Approve a Special Event Application to hold the ABATE Washington Spring Opener from June 21, 2018 through June 24, 2018, conditioned upon recommendations from County Departments; to provide sufficient Certificate of Liability Insurance and Endorsements no later than June 1, 2018 at 5:00 p.m. granting a waiver to Kittitas County Code Chapter 9.45.030 (Noise) and 5.20.160 (Closing Hours) from 6:00 a.m. to 1:00 a.m.; and to grant a waiver to Kittitas County Code Chapter 5.20.100 (Penal Bond – Bond of Indemnity). 03/06/2018 MINUTES 3 CONTRACT BENTON-FRANKLIN HEALTH DISTRICT PUBLIC HEALTH Approve a Contract for Services between Benton-Franklin Health District and the Kittitas County Public Health Department, in the amount of $4,200.00 to help support the efforts to reduce initiation and use of tobacco and vapor products in the Greater Columbia Accountable Community of Health region, from January 1, 2018 through June 30, 2018. AGREEMENT WA STATE LOCAL PUBLIC HEALTH OFFICIALS PUBLIC HEALTH Approve an Agreement between the Washington State Association of Local Public Health Officials and the Kittitas County Public Health Department to allow for facilitation of a Statewide Random Moment Time Survey, in the amount of $2,000.00 from January 1, 2017 through December 31, 2018. AGREEMENT US FOREST SERVICE SHERIFF Acknowledge the 2018 Cooperative Law Enforcement Agreement #14-LE- 11061720-011, Modification No. 004, between the US Forest Service, Okanogan-Wenatchee National Forest and the Kittitas County Sheriff’s Office, in the amount of $50,655.00 from January 1, 2018 December 31, 2018. AGREEMENT CARFAXFORPOLICE.COM SHERIFF Approve an Agreement between CARFAX For Police Program and the Kittitas County Sheriff’s Department for motor vehicle accident reports data, potentially providing aid in law enforcement issues both within and without of their jurisdiction. AGREEMENT FAMILY HEALTHCARE OF ELLENSBURG SHERIFF Approve a Professional Services Agreement between Kittitas County and Family Healthcare of Ellensburg in the amount of $46,870.00 to provide medical care for inmates from January 1, 2018 through December 31, 2018. GRANT WA ASSOC. OF SHERIFFS & POLICE CHIEFS SHERIFF Approve Grant CFDA #20.600 between the Washington Association of Sheriffs and Police Chiefs for Traffic Safety Equipment, in the amount of $3,000.00 to purchase (6) FST alcohol breath testers from February 5, 2018 through May 4, 2018. RESOLUTION 2018-038 SUMMIT FOOD SERVICES SHERIFF Approve Resolution No. 2018-038, Authorizing a Renewal between Kittitas County and Summit Food Services, Formerly Known as Consolidated Food 03/06/2018 MINUTES 4 Management, Inc. to manage and operate the food service program at the Kittitas County Corrections Center from January 1, 2018 through December 31, 2018. AGREEMENT YAKIMA SPECIALTIES, INC. PUBLIC HEALTH Approve a Professional Services Agreement between Kittitas County and Yakima Specialties, Inc. to provide coordinated and comprehensive local program services for persons with developmental disabilities from January 1, 2018 through June 30, 2018. AGREEMENT ENTRUST COMMUNITY SERVICES PUBLIC HEALTH Approve a Professional Services Agreement between Kittitas County and Entrust Community Services, to provide a coordinated and comprehensive local program of services for persons with developmental disabilities from January 1, 2018 through June 30, 2018. AMENDMENT SHEA, CARR & JEWELL, INC. CDS Approve Amendment No. 2 to an Agreement for Professional Services between Shea, Carr & Jewell, Inc. (dba SCJ Alliance), for the Kittitas County Comprehensive Plan Update (Continued Critical Areas Ordinance). RESOLUTION 2018-039 THUNDER RIDGE PLAT APPEAL CDS Approve Resolution No. 2018-039, Upholding an Appeal of an Administrative Decision that the Thunder Ridge Plat had Expired. RESOLUTION 2018-040 WEED SPRAY MATERIALS PUBLIC WORKS Approve Resolution No. 2018-040, Awarding a Bid to Furnish 2018 Weed Spray Materials, to Helena Chemical Company and to authorize the Director of Public Works to sign Contract Documents. RESOLUTION 2018-041 ASPHALT MATERIALS PUBLIC WORKS Approve Resolution No. 2018-041, Awarding a Bid to Furnish 2018 Asphalt Materials to Granite Construction Company and Columbia Asphalt and Ready Mix for Schedules “A” and “B” and to authorize the Director of Public Works Documents. RESOLUTION 2018-042 LIQUID ASPHALT MATERIALS PUBLIC WORKS Approve Resolution No. 2018-042, Awarding a Bid to Furnish 2018 Liquid Asphalt Materials to Western States Asphalts, Inc. for Schedule “A” and “B” and to authorize the Director of Public Works to sign Contract Documents. 03/06/2018 MINUTES 5 RESOLUTION 2018-043 CRACK SEALANT MATERIALS PUBLIC WORKS Approve Resolution No. 2018-043, Awarding a Bid to Furnish Crack Sealant Materials for 2018, to Special Asphalt Products for Schedule “A” and “B” and to authorize the Director of Public Works to sign Contract Documents. RESOLUTION 2018-044 ROCK MATERIALS PUBLIC WORKS Approve Resolution No. 2018-044, Awarding a Bid to Furnish Rock Materials for 2018, to Ellensburg Cement Products, Inc. for Schedules “A”, “B”, and “C” and to authorize the Director of Public Works to sign Contract Documents. RESOLUTION 2018-045 KPFF TASK ORDER NO. 12 PUBLIC WORKS Approve Resolution No. 2018-045, Ratifying the County Engineer’s Signature on KPFF Task Order No. 12 for Bridge Inspections. CORRESPONDENCE - NONE ADMINISTRATIVE MATTERS - NONE CITIZEN COMMENTS ON NON-AGENDA ITEMS John Jensen provided a letter to the Board of County Commissioners relating to concerns with East Sparks Road in Easton, WA. BOARD DISCUSSION/DECISION ITEMS CLOSED RECORD MEETING MARIAN MEADOWS PUD, CUP & PLAT CDS Dan Carlson, CDS Director reviewed the Marian Meadows Planned Unit Development (PD-17-00001), Conditional use Permit (CU-17-00001) and Plat (LP-17-00001), which had been remanded to the Hearing Examiner for further consideration according to Kittitas County Code Chapter 17.36.045. He provided information on the Hearing Examiner’s additional and recommended Findings of Fact and an Order Closing the Record. Commissioner Jewell moved to adopt the Hearing Examiner Findings of Fact and Conclusions of Law and Amendments including the matrix presented by Staff. Vice-Chairman O’Brien seconded. Motion carried 2-0.
