The bridge replacement project over Town Ditch was awarded $684,900 of RAP funds. The bridge was built in 1955 and rebuilt in 1963 and at the time of the grant application the bridge had a poor sufficiency rating of 27.82. Additionally the bridge is approximately four feet narrower then the road approach on either side. The cost for engineering services was negotiated with KPFF Consulting Engineers for the structural design of the replacement with a not to exceed amount of $87,500.00. Resolution #2017-115 approved Task Order number eight allowing Public Works and KPFF to proceed with the design. During the design several needs were identified by neighboring property owners and staff. This included guardrail, driveway, and drainage modifications that result in additional plan sheets and design not included in the original scope of work. Public Works requests the original task order be supplemented to include this work for an increased cost of $7,850.00 amending task order number eight to have a not to exceed amount of $95,350.00 Currently the schedule for deliver indicates design will be completed March 2018 with advertisement and award for construction commencing May 2018. It is anticipated that construction for the replacement bridge will occur Fall 2018 through Spring 2019. Cook RECOMMENDATION: Direct staff prepares the requested easement documents supporting Grant County PUD's request improving their access ability to the Vantage Boat Ramp. BRIEFING SUMMARY: ■ The County entered into an interlocal agreement with Grant County PUD (Resolution 2016-105) sharing operations and maintenance responsibilities at the Vantage Boat Ramp. • The toilets at the boat ramp were constructed with grant funds from the state. • Public Works (PW) has not located the grant agreement and cannot advise the Board at this time on the length of time that we must manage the toilets. • The toilets continue costing PW for operation and maintenance without generating any offsetting revenue. • Poor site design makes the doors subject to wind throw. • Grant County PUD (PUD) desires obtaining additional site access from the County. • Currently, overflow parking is occurring on undeveloped land owned by the County. BACKGROUND: PW holds a permit for use of PUD property (EXHIBIT 1) that currently terminates in 2030. PW applied for and received an Outdoor Recreation grant for toilet construction at the Vantage Boat Ramp in 1999 ($218,740) attached as EXHIBIT 2. In PW's 2018 recreation budget, $7,500 is being transferred from the General Fund to cover costs associated with toilet operation and maintenance at Vantage Boat Ramp. Over the past several years, the toilets appear to seeing additional use from I-90 motorist. The poor design of the toilet facility results in numerous repairs the past several years due to wind throw damage. PW believes a wind wall immediately west of the toilets will significantly minimize wind damage to doors and closures. Page 1 of 4 PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT DISCUSSION: Grant County PUD is seeking additional easement accessing the boat ramp facility. Providing the Board of County Commissioners (BOCC) grants the request, the PUD will then have unlimited access over the County roadway into the boat ramp. PW is currently responsible for plowing snow in the parking area. There is no revenue generation associated with maintaining the parking lot for snow removal nor for toilet operation and maintenance. The overflow summer parking that is occurring on County land above the parking lot exposes the County to risk of motorist injury. Uneven, unimproved land provides a stumbling hazard for those parking in the area. It is our understanding that the PUD has no interest in improving the area for overflow parking. In the absence of any capital investment from the PUD, PW proposes barricading the area this summer to traffic. PW believes constructing a wind wall will enhance operation of toilet doors. PUD controls the land around the toilets and any wind wall construction is subject to PUD approval. PW does not have any funding for wind wall construction. It seems a reasonable request for wind wall constructing funding support should the BOCC elect to grant PUD's increased access over the County road serving the boat ramp. FISCAL IMPACTS: The cost of preparing easement documents is estimated at approximately $1,000. The cost of design and construction of the requested wind wall is not defined at this time. If a maintenance activity is not clearly defined in the following sections, coordination between Grant PUD and Kittitas County should occur. Grant PUD is ultimately responsible for ensuring that all internal protocol and external permits are in-place for maintenance activities at Vantage Boat Launch; therefore clear communication is vital to the future success of this property. Maintenance tasks and frequencies are designed to meet the Grant PUD goal that all recreation facilities and equipment will: # Look good o Be in good repair u Be appropriate Function All sites will meet basic standards for health and cleanliness: Healthy environment for users and employees * Minimal odor a Minimal litter Maintenance extends the usability of all built elements in a recreation site. Maintenance of facilities is critical to a visitor's experience. The cleanliness of restroom facilities is the highest priority to most park visitors and sets a first Impression of the entire park. It is important that the visual cleanliness of the restroom conveys to the visitors a facility that presents no health risks, no safety concerns, and a feeling of security and nothing that detracts from the site. Site cleanliness, including litter removal and grounds maintenance, frequently rank second In determining visitor satisfaction, based on user comments at public recreation sites. 3.1 Maintenance Categories Maintenance will be categorized in the following designations: routine, seasonal, scheduled/capital and unscheduled. Grant PUD will be the lead on maintenance but duties will be shared with Kittitas County. Maintenance will be shared as shown in the following tables: 3.2 Grant PUD Responsibilities Maintenance Task Developed recreation area maintenance Maintain all FERC required recreation amenities. Maintain grounds, park equipment and boat launch. Maintain developed parking area and boulder barriers, cleanliness, parking stripes, and directional arrows. Maintain trees, ornamental plantings and mitigation plantings. While routine maintenance of facilities is accomplished by people with the least amount of technical staff training, it is the most critical to a visitor's experience. Routine facility maintenance can impact the usability of facilities; far example loose gravel and debris can hinder the ability of a boat launch, route of travel, or roadway to function as intended. If fasteners and railings are not routinely inspected and tightened or loose gravel is not removed from paved trail surfaces where wheeled activities such as in-line skating or roller skating takes place, this Is a safety issue. 3.5.2 Grounds This ranges from litter removal, to turf mowing and routine maintenance of water systems. The cleanliness of grounds and the quality of turf care frequently rank #2 in determiners of visitor satisfaction based on user comments at public recreation sites. With Vantage Boat Launch meeting the Grant PUD classification criteria of an urban site, the user expectations are consistent with the higher level of development. Flush restrooms, paved parking, concrete sidewalks and multiple garbage cans, all give visitors the impression that this site is maintained frequently. Seasonal Facilities -- examples include: Snow removal/plowing of roadways Trail surface maintenance for compacted gravel trails Grounds Pruning Fertilizelseed Noxious Woods/Pest Control 16 Non -Routine Maintenance of Constructed Recreation Facilities Facilities — unscheduled but vital tasks include, but are not limited to; graffiti removal, utility distribution system repairs, pavement maintenance, etc. Grounds — can Include replacement of vegetative plantings necessary to meet environmental permit requirements or operational objectives such as shade at universally accessible facilities. 4.0 Work Assignment Work Assignment FeedbacklMonitoring Activities —will assist Grant PUD in preparing accurate staffing and budget plans. A Recreation Specialist will coordinate with Grant PUD Facilities Department and contract staff as needed to verify work durations for specific projects, This information will be reviewed on an annual basis to adjust estimated work durations for specific tasks. A combination of the Maximo system (f=acilities Department work order system) and site maintenance spreadsheets will be utilized to schedule, track, and report work at Grant PUD recreation sites. As a goal, any variances in work durations will be coordinated to improve work planning efficiencles. 4.1 Standard Operating Procedures Vantage Boat Launch has no complex, interlinked multi-functlon systems that would warrant the development of Standard Operating Procedures (SOP). SOPS are developed for systems associated with the operation of complex, multiple Interlinked functions that must all occur for an outcome that fulfills the expectation for that specific aspect of an operation. SOPS are also written instructions to achieve uniformity of the performance of functions associated with quality requirements of a system. 6.0 Maintenance Monitoring 5.1 Unplanned Maintenance All personnel involved in the operation or maintenance of Vantage goat Launcti will nave a means to provide feedback to Grant PUD Recreation Specialists on observed or reported maintenance needs outside their direct responsibility. This will assure a means of timely awareness of maintenance needs and appropriate responses being directed at the issue. 5.2 Inspections In addition to reporting and tracking of Unplanned Maintenance, rtecreavan Specialists will conduct site inspections at Vantage Boat Launch twice a year to evaluate the success of current task schedule frequencies and to identify any non -routine maintenance that needs to be addressed. 5.3 Maintenance Tracking Activity tracking will assist Grant PUD in preparing accurate staffing and budget plans. A Recreation Specialist will coordinate with Grant PUD f=acilities department and contract staff as needed to verify work durations for specific projects, This information will be reviewed on an annual basis to adjust estimated work durations for specific tasks. A combination of the Maximo system (maintenance management system) and site maintenance spreadsheets will be utilized to schedule, track, and report work at grant PUD recreation sites. As a goal, any variances in work durations will be coordinated to Improve work planning efficiencies. 6.0 Vegetation Management 6.1 Trees An annual inspection of all trees by staff with training in tree disease and structural failure indicators, will occur in the fall. If indicators are found that warrant more than increased observation, a trained arborist should be called to determine if a corrective prescription is needed, Any corrective action can be Implemented prior to the next use season. All staff performing routine maintenance at the site should be aware and observant of indicators of tree hazards. 6.2 {Need Control Noxious weeds will be managed for the site under the Districts Vegetation Management Program, consistent with the integrated pest management plan for Vantage Boat Launch. The Grant PUD Facilities staff or a contractor will control the weeds as needed, based upon site vegetation assessments. Weed Control Methods and Schedule Weeds will be controlled by herbicide spraying, hand -pulling, or by mechanical methods (weed -whacking or mowing). These methods and their frequency are described in the table below. Vegetation Management Method Timing and Location(s) Staff Required Herbicide Spraying initial application of pre -emergent herbicide should Facilities staff must occur along the trail, trail shoulders, gravel walkways, apply herbicides picnic areas, etc. in late winter or early spring when that require temperatures are forecast to be consistently above application by a freezing and rain is likely within 24-48 hours after licensed herbicide application. applicator. This facility was improved In the 1980's and has had minor improvements throughout the years. The existing restroom facility consist of two Independent vault style units. These facilities have no running water and require periodic pumping and other maintenance. Kittilas County proposes to construct a concrete block restroom facility which will include, men's and women's facilities with flush toilets, running water and handicap accessible. This unit will be constructed westerly of the existing vault toilets and will be connected to the Vantage area treatment plant. This plant is located next to the park and will require a pumping system. The removal of the vaulted toilets will not only provide a more sanitary facility for the public, the new facility will be more environmentally friendly. The county has a minimal annual parks budget of 57,500 to maintain the boat launch. Various community residents in the town site of Vantage have assisted the County with the maintenance of the boat launch. This facility will allow easier maintenance with the addition of running water and a small storage area. It is anticipated that these restrooms will be open from May to October annually. This facility will not be designed to withstand freezing weather conditions, therefore the facility will be winterized and locked during the winter months.
