2018-02-21 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONER’S CONFERENCE ROOM <br />SPECIAL MEETING <br /> <br />WEDNESDAY 9:00 A.M. FEBRUARY 21, 2018 <br /> <br />Board members present: Chairman Laura Osiadacz; Vice-Chairman Obie <br />O’Brien; Commissioner Paul Jewell. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Lisa Young, Human <br />Resource Director; Doug Mitchell, Deputy Prosecutor and Jim Goeben, <br />IT Director. <br /> <br />SPECIAL BARRACUDA EMAIL SYSTEM PROSECUTOR <br /> <br />At 9:00 a.m. Chairman Osiadacz opened a Special Meeting to consider <br />a Resolution to direct and authorize end of use and removal of the <br />Barracuda email archive system which was implemented approximately <br />10 years ago. <br /> <br />Doug Mitchell, Deputy Prosecutor provided a draft Resolution and <br />explained various concerns relating to the Barracuda email archive <br />system and how it has reached the limits of its capacity and its <br />useful life and has required technical support from outside vendors. <br />He described how County policy and employee training requires <br />management of email records in Outlook and how it has been known <br />since December 2012. Barracuda precludes compliance with the <br />applicable County policies and training and the collateral costs and <br />liability associated with the inability to comply is substantial. <br /> <br />The Board of County Commissioners discussed various dates and <br />process which would allow employees to retrieve and preserve any <br />records needed. The IT Department will stop archiving email sent or <br />received through the Barracuda system no later than the close of <br />business on February 21, 2018; and to direct IT to permanently <br />disable Barracuda after the close of business on March 15, 2018. <br /> <br />RESOLUTION 2018-031 BARRACUDA EMAIL SYSTEM PROSECUTOR <br /> <br />Commissioner Jewell moved to approve Resolution No. 2018-031, <br />Directing and Authorizing End of Use and Removal of the Barracuda <br />Email Archive System, as amended. Commissioner O’Brien seconded. <br />Motion carried 3-0. <br /> <br /> <br /> <br /> <br /> <br />
