COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
COMMISSIONER’S CONFERENCE ROOM
SPECIAL MEETING
FRIDAY 3:30 P.M. FEBRUARY 16, 2018
Board members present: Chairman Laura Osiadacz; Vice-Chairman Obie
O’Brien; Commissioner Paul Jewell.
Others: Julie Kjorsvik, Clerk of the Board; Lisa Young, Human
Resource Director and Jill Scheffer, Event Center Director.
SPECIAL MEETING EVENT CENTER EVENT CENTER
At 1:00 p.m. Chairman Osiadacz opened a Special Meeting to review
items relating to the Kittitas Valley Event Center.
APPLICATION RCO & WSDA EVENT CENTER
Jill Scheffer, Event Center Director reviewed a WSDA Health & Safety
Grant Application which has no matching requirements and is due by
April 16, 2018. She said she’d like to submit the Grant for multiple
projects at the Event Center including the rodeo seating, which
would be the top priority. There was discussion on the funding not
being available until after July 1st, but they’d like to get the
project done prior to this year’s Fair & Rodeo. The Board directed
her to prepare a waiver of retro-activity letter.
She reviewed an RCO Grant application that’s due May 1st for an
upgrade to the North lot parking lot which may include RV parking
and State parking for the John Wayne Trail. The Board determined
there is a need for further discussion including the costs.
ORGANIZATIONAL CHART EVENT CENTER EVENT CENTER
Ms. Scheffer provided a proposed a new organizational chart for the
Event Center. She said it would create 2 limited part time
employees, an Event & Fair Operations Aide and an Event Operations
Technician. She said the proposal would be budget neutral. It was a
consensus by the Board of County Commissioners to approve her
proposed organizational chart.
RESOLUTION RODEO PROJECTS EVENT CENTER
Ms. Scheffer provided a draft Resolution authorizing the Ellensburg
Rodeo Association to complete improvement projects. The Board

indicated they would like to meet with the Rodeo Board prior to
signing anything to review projects they’d like to do.
