UPPER COUNTY HEAVY TRUCK CORRIDOR UPDATE
Chairman Laura Osiadacz opened the Public Works Study Session
following the Community Development Services Study Session.
Mark Cook gave background regarding the increased truck traffic
along county roads due to I-90 traffic slowdowns and closures.
Staff did research on RCW's that can restrict traffic during
certain months of the year. Staff concluded that a Resolution
can be approved by the Board of County Commissioners to be used
annually to restrict certain classes of trucks due to the damage
being done to county roads. Mark Cook added that Staff would
also coordinate with the Washington State Department of
Transportation to erect signage once the enabling documentation
is approved. After discussion the Board directed Staff to draft
a Resolution using verbiage to spell out the annual closure.
Staff will return in one month for further consideration. There
was one public comment made regarding the topic.
CURRIER CREEK FEMA FLOODPLAIN MAPPING UPDATE
Mark Cook stated that for the last several years Staff has been
working with FEMA on a remapping effort to correct inaccurate
mapping previously published. Mark Cook continued that this
effort has been completed and a notice was published in the
newspaper of record of the completion. He added that a Public
Meeting is being considered for a presentation on the changes
prior to final maps being published. Further discussion was
held with no action being taken.

CURRIER CREEK ESTATES DISCUSSION
Lucas Huck gave background regarding the plat of Currier Creek
Estates and the Kittitas County Road Standards the plat falls
under. Lucas Huck continued that it was intended for the roads
within the plat to be brought onto the county road system and
that the developer pay any required fees, receive final
inspection and petition the Board of County Commissioners to
consider establishing the roadways on system by Resolution upon
final plat approval and there are other roads within that
development that are on -system. Lucas Huck added that the
developer is requesting relief from payment of the required fees
referencing verbiage in the 2015 Kittitas County Road Standards.
Lucas Huck continued that the plat is vested under the 2004
Kittitas County Road Standards therefore the language in the
2015 standards was not applicable. After further conversation,
the developer requested Lucas Huck have discussion with the
Board of County Commissioners on the matter. Neil Caulkins spoke
as to the vested rights and development regulations. After
further discussion the Board directed staff to prepare enabling
documentation for consideration at an upcoming Agenda Session.

PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: January 8, 2018
TOPIC: Upper County Heavy Truck Corridor Update
ACTION REQUESTED: Direct Staff Prepare Enabling Legislation Establishing a
Limited Truck Traffic Corridor in Upper Kittitas
County
LEAD STAFF:
Mark R. Cook
RECOMMENDATION:
Direct staff prepare enabling legislation establishing a limited truck traffic corridor in
Upper Kittitas County restricting truck classes nine (9) and above from local roadways.
BREIFING SUMMARY:
• Board of County Commissioners (BOCC) requested staff research the length of
time a local roadway could be restricted to certain classes of vehicles (December
11, 2017 study session)
• Staff believes the BOCC can restrict (unlimited years) by taking specific steps in
the enabling legislation.
BACKGROUND:
During multiple briefing in 2017, staff engaged the BOCC on issues in Upper County
resulting from Interstate 90 road closures and/or slowdowns. The BOCC has expressed
interest in restricting certain heavy trucks (class nine and above) from the local roadways
during spring and summer of every year. Staff has presented the BOCC RCW 36.75.270
(attached as EXHIBIT 1) and remains convinced this is the appropriate legal authority for
weight restrictions on local roadways. During a briefing on December 11, 2017, the
BOCC requested staff research the issue of closure duration supporting in state statute.
DISCUSSION:
Staffs research affirms the use of RC W 36.75.270 as the appropriate legal tool
supporting the desired weight restriction. Staff believes the BOCC can restrict heavy
truck traffic for multiple years meeting "a definite period of time" by stating in the
enabling resolution that the restriction is in place "annually from May 1St of every year to
September 30th of every year". Providing legal supports our read of RCW 36.75.270;
Public Works is ready to return with enabling legislation for BOCC action.

The proposed restricted route: Nelson Siding Road, Westside Road, Upper Peoh Point
Road and Thorp Prairie Road.
Staff proposes contacting the Washington State Department of Transportation discussing
advanced signage needs on I-90. Once we have determined the logistics of this effort, a
final cost estimate will be developed and shared with the BOCC prior to seeking action
on enabling legislation.
FISCAL I-MPACTS•
Staff will prepare a cost estimate for BOCC consideration when returning with the
enabling legislation.

STUDY SESSION STAFF REPORT
STUDY SESSION DATE: January 8, 2018
TOPIC: Currier Creek FEMA Floodplain Mapping Update
ACTION REQUESTED: No Action Required
LEAD STAFF:
Mark R. Cook
RECOMMENDATION:
No action required by the BOCC at this time.
BREIFING SUMMARY:
• Innovative re -mapping of Currier Creek floodplain and floodway has been
approved by FEMA
• Currently in the notice period
• Public meeting is planned
• Coordination with County Assessor's Office
• Future remapping efforts (Whiskey and Mercer Creeks)
BACKGROUND:
For the past several years, staff has been working with a consultant (Watershed Science
and Engineering) developing a new floodplain map for Currier Creek (EXHIBIT 1). The
BOCC was last briefed on project progress in March of 2017.
In mid-November 2017, we received final acceptance of our modeling results from
FEMA (EXHIBIT 2). We have obtained concurrence from the City of Ellensburg
(EXHIBIT 3) on acceptance ofthe revised mapping. Notice was published in the daily
record on 12-28-2017 and again on 01-04-2018 (EXfIIBIT 4).
DISCUSSION:
Public Works has completed the required noticing of remapping from FEMA. We are
now moving forward in the Letter Of Map Revision (LOMB) process. Staff desires
setting a public meeting and conducting an open house sharing our results with impacted
county and city residents. During the meeting, we advise residents on the LOMR process
and offer technical assistance to those desiring support from Flood Control Zone District
(FCZD) staff. It is our understanding that the BOCC does not need to formally adopt the
revised maps — as this is done with the LOMR by the signature of the FCZD
Administrator.
PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT
FISCAL IMPACTS:
To date, the remapping effort has cost the FCZD approximately $70,000 in consultant
fees. Staff involvement is estimated at approximately $10,000.

RE: Additional Data Request for Currier Creek LOMR 17-10-1541P
Mark and Karen,
Great news! FEMA has completed their review of the Currier Creek LOMR, and is ready to process the updated maps.
Before that can happen, Kittitas County and the City will need to notify affected property owners of the proposed
changes to the floodplain and the establishment of a floodway. You can either publish a public notice, or mail individual
letters to affected property owners. FEMA has letter templates to ensure that the notices meets their criteria.
Please give me a call to discuss.

Subject: RE: Additional Data Request for Currier Creek LOMR 17-10-1541P
Chris and all concerned,
I have finished my review of the submitted additional data and determined that the data is complete and we
can now process the LOMR. Please proceed with the notifications and let me know if you have any questions
regarding the notification requirements. If you are seeking to only publish a public notice and skip the individual
notifications then please report the approximate number of total impacted properties as justification for only
producing a public notice. Language from the individual notification template can be included in the public
notice to create a combined notice (mention that BFEs and floodway have been established, there have been
increases, etc.).
Also since the City of Ellensburg is impacted, the city must provide a statement confirming that property owners
within their jurisdiction have been notified (either by them or another party).
Thank you.

STUDY SESSION STAFF REPORT
STUDY SESSION DATE: January 8th, 2018
TOPIC: Currier Creek Estates Discussion
ACTION REQUESTED: None - Discussion Only
BACKGROUND: Signatures of the mylars granting final approval for
the plat of Currier Creek Estates (LP -10-00002) were
obtained by the BOCC on October 17th, 2017.
This Plat is vested to the 2004 Kittitas County Road
Standards which requires that prior to acceptance of
maintenance, and establishment onto the County
road system the developer shall pay any required
fees, receive final inspection, and petition the Board
of County Commissioners to consider establishing
the roadways on system by resolution.
Additionally, speed limits and stop signs for County
Public Roadways are established by the BOCC by
ordinance.
In 2006 the BOCC by resolution 2006-175 and
Ordinance 2006-62 established some of the speed
limits and regulatory signage within Currier Creek
Estates and took portions of the roads on system.
These actions did not formally adopt some of Phase 3
roadways onto the County system nor did they
establish the speed limits and regulatory signage for
Sunnyview Lane.
The developer was advised on October 6t11 2017 prior
to final approval of the plat that Public Works in
conjunction with the City of Ellensburg would
perform the final inspection of the construction. At
this time if the developer wished to have the
roadways taken on system by the County they would
need to submit an application for establishment and
pay the associated fees. At which time Public Works
would request to set a Public Hearing with the BOCC
to consider setting the speeds and regulatory signage
for Sunnyview Lane and then subsequently hold a
hearing to consider taking the remaining roadways
on to the County system.
The developer requested and was provided said
application on October 31St, 2017. On December 12th,
2017 the developer expressed that they felt the roads
should have been adopted on system automatically
as soon as the plat was finalized and referenced
verbiage in the 2015 Kittitas County Road Standards.
It was explained to the developer that the plat is
vested to the 2004 standards therefore language in the
2015 standards is not applicable and the process that
has been outlined is the only avenue Public Works is
aware of to bring the roadways on to the County
system.
On December 13th, 2017 the developer reached out to
Public Works requesting that discussion be held with
the BOCC to detect if the intent of the language for on
system road establishment in the 2015 standards was
intended to apply retroactively to all older plats. The
thought is that this would save staff and
commissioner time and alleviate the on system
County road establishment fee that was defined as
very expensive.
The developer would like to resolve these roadway
establishments by use of a policy or administratively.
Without direction from the BOCC altering staffs
understanding of the code Public Works believes the
process outlined must be followed to consider the
establishment of the remaining roadways within
Currier Creek Estates onto the County system.
