01/03/2018 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS AUDITORIUM <br />SPECIAL MEETING <br /> <br />WEDNESDAY 6:00 P.M. JANUARY 3, 2018 <br /> <br />Board members present: Chairman Laura Osiadacz; Vice-Chairman Obie <br />O’Brien; and Commissioner Paul Jewell. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Lindsey Ozbolt, Planning <br />Official; Dan Carlson, CDS Director and 4 members of the public. <br /> <br />SPECIAL MEETING SOLAR MORATORIUM EXTENSION CDS <br /> <br />At 6:00 p.m. CHAIRMAN OSIADACZ opened a Public Hearing to consider a <br />Solar Moratorium Extension. <br /> <br />DAN CARLSON, CDS DIRECTOR provided a Staff Report and indicated the <br />current moratorium on Applications for Solar Projects that qualify <br />as Major Alternative Energy Systems is set to expire on January 10, <br />2018. He recommended extending it another 6 months to allow <br />additional time for the Solar Facilities Citizen Advisory Committee <br />to complete their work on standards and siting criteria. He <br />suggested adding language to include July 10th or until standards or <br />criteria are adopted, whichever occurs first. <br /> <br />THOSE PRESENT & TESTIFYING: MARLENE PFIEFER said she was a member <br />of the Solar Facilities Advisory Committee and recommended extending <br />the moratorium to allow them to continue their work. KAREN POULSON <br />encouraged the Board to extend the moratorium until regulations have <br />been adopted. THERE BEING NO OTHERS REQUESTING TO TESTIFY, THE <br />PUBLIC PORTION OF THE HEARING WAS CLOSED. <br /> <br />ORDINANCE 2018-003 SOLAR MORATORIUM EXTENSION CDS <br /> <br />COMMISSIONER O’BRIEN moved to approve Ordinance No. 2018-003, as <br />amended to include language extending the moratorium until July 10, <br />2018 or until standards and/or criteria have been adopted, whichever <br />occurs first. COMMISSIONER JEWELL seconded.
