01/03/2018 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS AUDITORIUM <br />SPECIAL MEETING <br /> <br />WEDNESDAY 3:00 P.M. JANUARY 3, 2018 <br /> <br />Board members present: Vice-Chairman Obie O’Brien and Commissioner <br />Paul Jewell. Recused: Chairman Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works <br />Director; Dan Carlson, CDS Director; Dusty Pilkington, Staff <br />Planner; Josh Hink, Fire Marshal; Lindsey Ozbolt, Planning Official <br />and approximately 20 members of the public. <br /> <br />SPECIAL MEETING MARIAN MEADOWS PUD, CUP & PLAT CDS <br /> <br />At 3:00 p.m. VICE-CHAIRMAN O’BRIEN opened a Closed Record Meeting <br />continued from December 6, 2017 to consider the Marian Meadows <br />Planned Unit Development (PD-17-00001), Conditional Use Permit (CU- <br />17-00001) and Plat (LP-17-00001). He noted Commissioner Osiadacz had <br />previously recused herself and would not be attending the meeting. <br /> <br />DAN CARLSON, CDS DIRECTOR reviewed a matrix referencing issues which <br />were previously raised by the Board along with Staff’s <br />recommendation. MARK COOK, PUBLIC WORKS DIRECTOR clarified <br />information relating to County roads and Road Standards. JOSH HINK, <br />FIRE MARSHAL provided information on jurisdiction and automated fire <br />suppression systems and a Fire Management Plan. <br /> <br />COMMISSIONER JEWELL explained that according to the review criteria <br />under Kittitas County Code Chapter 17.36.045, the Hearing Examiner <br />needs to determine if a PUD is developed in a manner that maintains <br />Rural Character. He indicated that was not included in the record <br />from the Hearing Examiner and therefore he could not make a decision <br />until that information has been evaluated. <br /> <br />COMMISSIONER JEWELL moved to remand the Marian Meadows Planned Unit <br />Development, Conditional Use Permit & Plat, back to the Hearing <br />Examiner. COMMISSIONER O’BRIEN seconded. Motion carried 2-0. <br /> <br />COMMISSIONER O’BRIEN said the Hearing was now closed and once the <br />Hearing Examiner has gone through the open record process and <br />forwards the recommendation back to the Board of County <br />Commissioners, they would schedule another Closed Record Meeting at <br />that time. <br /> <br />The meeting was adjourned at 3:43 p.m. <br /> <br />
