12/06/2017 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS CONFERENCE ROOM <br />SPECIAL MEETING <br /> <br />WEDNESDAY 2:00 P.M. DECEMBER 6, 2017 <br /> <br />Board members present: Chairman Paul Jewell; Vice-Chairman Laura <br />Osiadacz & Commissioner Obie O’Brien. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board II; Neil Caulkins, <br />Deputy Prosecutor; Gene Dana, Sheriff; Jerry Pettit, County Auditor; <br />Bill Essman & Lee Davis, Kittitas County Field & Stream. <br /> <br />SPECIAL MEETING EXECUTIVE SESSION COMMISSIONERS <br /> <br />At 2:03 p.m. Chairman Jewell opened a Special Meeting and announced <br />the Board would recess into Executive Session for 20 minutes to <br />discuss with legal counsel representing the agency matters relating <br />to agency enforcement actions, or to discuss with legal counsel <br />representing the agency litigation or potential litigation to which <br />the agency, the governing body, or a member acting in an official <br />capacity is, or is likely to become, a party, when public knowledge <br />regarding the discussion is likely to result in an adverse legal or <br />financial consequence to the agency. No action anticipated. <br /> <br />Neil Caulkins, Deputy Prosecutor asked for introductions from those <br />in attendance that he did not recognize. Mr. Essman and Mr. Davis <br />introduced themselves and at that point Deputy Caulkins stated the <br />meeting could not take place in Executive Session due to Mr. Davis <br />and Mr. Essman’s attendance. <br /> <br />Chairman Jewell indicated that they would continue in Open Session <br />as it’s important to have both Mr. Essman and Mr. Davis present. <br /> <br />Chairman Jewell stated that there are 120 acres west of the Wild <br />Horse Solar Farm for sale that could offer a great location for a <br />gun range in the Lower Kittitas Valley. <br /> <br />There was discussion on the ability to have a range that’s open year <br />round that would be a benefit to local law enforcement etc. There <br />was discussion on other parties that may be interested in the use of <br />the proposed facility. There was further discussion on potential <br />long term plans/ideas. <br /> <br />Chairman Jewell stated that the Board should know a CUP would be a <br />requirement of the property for it to be used as a gun range. There <br />was discussion on potential interest of lessors of the gun range. <br />The Board expressed their support for the idea. Commissioner <br />Osiadacz stated she was disappointed the location was not in the
