AGENDA SESSION
REGULAR MEETING
TUESDAY 10:00 A.M. DECEMBER 5, 2017
Board members present: Chairman Paul Jewell and Vice-Chairman Osiadacz.
Excused: Obie O’Brien.

CALL TO ORDER
Chairman Jewell called the meeting to order.
PLEDGE OF ALLEGIANCE
Chairman Jewell led the Pledge of Allegiance.
INTRODUCTION OF NEW COUNTY EMPLOYEES
Dan Carlson, CDS Director, introduced Lindsey Ozbolt as the new Planning
Official and Stacey Henderson, Plans Examiner.
Mark Cook, Public Works Director, introduced Liz Remeto as their new
Finance Manager.

APPLICATION STATE FIRE MANAGEMENT ASSISTANCE AUDITOR
Approve a State Fire Management Assistance Application No. 037-99037-00
and Signature Authorization Form for the Jolly Mountain Fire.
RESOLUTION APPLICANT AGENT DESIGNATION AUDITOR
Approve a Designation of Applicants Agent Resolution authorizing Judy
Pless, Budget & Finance Manager as Agent and Jerry Pettit, Auditor as
Alternate Authorized Representatives for the 5200 Jolly Mountain Fire.
GRANT AGREEMENT FIRE MANAGEMENT ASSISTANCE AUDITOR
Approve and authorize the Auditor to sign the Washington State Military
Department Fire Management Assistance Grant Agreement No. D17-1016l,
from September 2, 2017 through September 2, 2020, relating to the FEMA
5200-FM-WA Jolly Mountain Fire.
SET PUBLIC HEARING AMEND THE 2017 BUDGET AUDITOR
Approve Setting a Public Hearing to consider Amending the 2017 Budget to
be held on Tuesday December 19, 2017 at 2:00 p.m. in the Commissioners
Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Avenue
Ellensburg, WA and to authorize the Clerk to publish said notice.

AGREEMENT COMMUNITY HEALTH OF CENTRAL WASHINGTON PUBLIC HEALTH
Approve a Professional Services Agreement between the Kittitas County
Public Health Department and Community Health of Central Washington, in
the amount of $13,258.00, to provide services for those eligible in the
Children with Special Health Care Needs program which is part of the
Maternal Child Health Block Grant, from October 1, 2017 through
September 30, 2018.
AGREEMENT WALLA WALLA COUNTY PUBLIC HEALTH
Approve an Agreement between Walla Walla County and the Kittitas County
Public Health Department, in the amount of $3,000.00 to participate in
the Greater Columbia Accountable Community of Health Youth Marijuana
Prevention and Education Program from July 1, 2017 through June 30,
2018.
RESOLUTION 2017-181 OFFICE CLOSURE PUBLIC HEALTH
Approve Resolution No. 2017-181, Authorizing the Closure of the Kittitas
County Public Health Department on December 15, 2017 for an annual
archiving day.
CONTRACT DEPARTMENT OF HEALTH PUBLIC HEALTH
Approve and authorize the Public Health Administrator to sign Amendment
Number 14 to Contract Number C17114 to the 2015-2017 Consolidated
Contract between the Department of Health and the Kittitas County Public
Health Department, in the amount of $11,049.00 for the FPHS Communicable
Disease & Support Capabilities and the Maternal & Child Health Block
Grant.
MEMORANDUM OF UNDERSTANDING FIRST UNITED METHODIST CHURCH PUBLIC HEALTH
Approve and authorize the Public Health Administrator to sign a
Memorandum of Understanding between the First United Methodist Church
and the Kittitas County Public Health Department to provide a space for
conducting harm reduction education, testing, counseling, and supply
distribution, beginning January 1, 2018 through December 31, 2022.
AGREEMENT WISE PUBLIC HEALTH
Approve a Professional Services Agreement between Kittitas County and
Wise, in an amount of $13,250.00 to provide individualized technical
assistance (ITA) services to qualified clients to address existing
barriers to employment from July 1, 2017 through August 31, 2017.

CONTRACT DEPT. OF SOCIAL & HEALTH SERVICES PUBLIC HEALTH
Approve Contract Amendment No. 1 between the State of Washington,
Department of Social & Health Services and Kittitas County in the amount
of $14,948.00 beginning September 1, 2017 through June 30, 2018.
RESOLUTION 2017-182 GRANT COUNTY PUBLIC HEALTH
Approve Resolution No. 2017-182, authorizing an Interlocal Agreement
between the Grant County Health District and the Kittitas County Public
Health Department in the amount of $15,000.00, to coordinate the Health
Communities Obesity, Diabetes, Heart Disease and Stroke Prevention
Program from January 1, 2015 through September 29, 2018.
RESOLUTION 2017-183 FLOOD CONTROL ZONE DISTRICT PUBLIC WORKS
Approve Resolution No. 2017-183, to Formulate the Kittitas County Flood
Control Zone District Advisory Committee.
SET PUBLIC HEARING ANNUAL DOCKET AMENDMENTS CDS
Approve Setting a Public Hearing to consider the 2017 Annual Docket
Amendments to the Kittitas County Code, to be held on Tuesday December
19, 2017 at 2:00 p.m. in the Commissioners Auditorium, Room 109,
Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA and to
authorize the Clerk to publish said notice.
