SPECIAL MEETING
THURSDAY 2:00 PM DECEMBER 1, 2016
Board members present: Obie O’Brien, Chairman; Paul Jewell,
Vice-Chairman; Laura Osiadacz, Commissioner
Others: Liz Whitaker, Community Health Supervisor; Robin Read,
Public Health Administrator; Kaitlyn Reddick, Fiscal Analyst;
Holly Myers, Environmental Health Supervisor; Mark Cook, Public
Works Director; Kathy Jurgens, Finance Systems Manager; Luke
Huck, County Engineer and Judy Pless, Budget & Finance Manager

Vouchers and Payroll approved
Public Health
Liz Whitaker, Robin Read, Kaitlyn Reddick and Holly Myers in
attendance to present the 2017 preliminary departmental budget.
The following items were reviewed: Two budgets submitted
discussion on some adjustments. Smart-Gov increase $30,000,
requested 1 ½ new positions, SnapEd grant was added to the
budget. Discussed fees – based upon cost recovery model – the
board needs to meet before the end of the year. Board of Health
to meet on December 15 th. Commissioner Jewell will set the
meeting. There was board discussion regarding the Admissions
Tax - $218,120 is included in the budget.
Public Works
Mark Cook, Kathy Jurgens, and Luke Huck presented the 2017
preliminary departmental budget. A new organization chart,
which is compliant with CRAB, was presented.
Airport
Discussed budget and the CWU program
Road Fund
Would like to have reserves at 5 million dollar level. Working
on fee model, budget does include an increase in fees.
Flood Control and Public Facilities
The Board reviewed the budgets a presented

Discussion on equipment purchases
