COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS' AUDITORIUM <br />SPECIAL MEETING <br />MONDAY 3:00 PM NOVEMBER 14, 2016 <br />Board members present: Paul Jewell, Vice-Chairman; Laura <br />Osiadacz, Commissioner; Obie O’Brien, Absent <br /> <br />Others: Jerry Pettit, County Auditor, Sue Higginbotham, <br />Administrative Assistant, Regional Library Board: Jane Agar, <br />Cle Elum Library, Josephine Caramillo, Ellensburg City Library, <br />Lynette Johnson, city of Kittitas Library, Erin Krake, city of <br />Roslyn Library, Katia Merkel, Member at large, and Judy Pless, <br />Budget & Finance Manager <br />SPECIAL MEETING COMMISSIONERS <br />Auditor <br />3:00pm <br /> <br />Jerry Pettit and Sue Higginbotham presented the 2016 preliminary <br />departmental budget. The following items were reviewed: <br />Elections, new DOL system comes on line 12-12-16, going out for <br />sub agency in Ellensburg, will require training for set up; <br />election reserve $75,000 fund balance- state wide voter based <br />system. Need to purchase new election system $154,000 ($35,000 <br />per year 5 year at 2.9% interest.) System is 11 years old. <br />Computer and operating system was last updated to windows 2000. <br />Sub Agent fees were discussed with earliest implementation April <br />2017. <br /> <br /> <br />Regional Libraries <br />Representative from the various libraries were available to <br />review the regional library budgets. The summer reading program <br />last funded in 2014. Libraries agreed they would rather have <br />the contributions increase than have the summer reading program. <br />Commissioner Osiadacz requested the breakdown of each library <br />for the numbers of county residents.
