Mark stated at the November joint Airport Advisory Committee meeting with the Board of County Commissioners he spoke about the need to advertise for environmental services supporting the 2017-2022 airport capital facility plan. The timing with the Federal Aviation Administration (FAA) is such that they will make awards supporting environmental services in the next several months and are encouraging staff to get the Statement of Qualifications out as soon as possible to meet the timeline. The FAA have reviewed and approved the Statement of Qualifications as presented to them. Board Direction: Commissioner Jewell and Commissioner Osiadacz approve advertisement of the Bowers Field ACIP Environmental Statement of Qualifications. FAIRVIEWROAD UPDATE: Mark reported that during a recent bridge inspection staff found bridge abutment damage to two bridges on Fairview Road. Staff met onsite upon finding the damage and decided that structural plates were to be used to "crib" the broken abutments. Crews were finishing up the paving of the structural plates today. This site was on the Six Year Transportation Improvement Plan for repair in 2022, however, staff believes that it can be moved forward by reprioritizing the plan. The temporary fix cost around $40,000. Discussion was held. Board Direction: No Direction. 411 N. Ruby, Suite #1 TEL (509) 962-7523 Ellensburg, WA 98926 FAX (509) 962-7663 Dept. of Public Works Page 2 FLOOD CONTROL ZONE DISTRICT —VARIOUS UPDATES: Bar 14 Road: Mark stated that previously the Board of County Commissioners took action to remove the Bar 14 Road Bridge. Staff has prepared a by-pass for Naneum Creek so that in channel work can be done. Mining up and down stream will be completed as well. This will be a coordinated project with the Kittitas Reclamation District as they have a flow control structure in the area. A newsletter will be sent to area residents along Naneum Creek advising of expected increased flood risk in the 2017-2018 water year. Discussion was held. Board Direction: No Direction. Mercer Creek Channel Work: Mark reported that that recently staff was approached by the City of Ellensburg for the Flood Control Zone District to partner with them in some invasive species removal along Mercer Creek in the area of Parklane Avenue. Staff agreed to get the necessary permits to conduct the channel improvements with the City of Ellensburg acquiring any necessary construction easements. Permits will not be ready for another three to four weeks and phasing the project is an option. Discussion was held. Board Direction: No Direction. Flood Control Zone District Advisory Board: Mark stated that staff has spent several months in a public outreach campaign to attract rate payers to apply to sit on an advisory board to the Board of County Commissioners. The first task of which has been to develop ranking and rating criteria for going through the various suggested plans. To date, there have been ten applications received. Discussion previously was to have the committee be a seven member committee. Staff was hoping to get a minimum of fourteen applications prior to submitting all for Board consideration. CURRIER CREEK LOMR UPDATE: Mark stated that last year he advised the Board that under the FEMA Cooperative Technical Partnership program staff solicited support for using new technology in mapping floodplains in Kittitas County. The lidar is taken from aerial flights and the information is taken and fused with the actual model. This model closely replicates historic flooding in shallow areas. The FEMA maps from the 1970s are inaccurate and staff is excited to have new maps available. On Friday, staff was advised that the work has been accepted by FEMA and now can go forward with the LOMR process. Staff is working on joint notification with the City of Ellensburg to announce this development. Discussion was held. Board Direction: No Direction. FUEL AND OIL BID — REJECTION OFALL BIDS: Mark stated that staff went out to bid for Petroleum and Lubricant Products for calendar year 2018. After opening bids on November 2, 2017 at 2pm and reviewing said bids, staff found multiple errors on the bidding packet. Staff is now requesting direction on the rejection of all bids and re -advertisement at the next agenda session. Discussion was held. Board Direction: Prepare a Resolution for consideration to reject bids and a request to re -advertise at the next agenda session. FBO SERVICES — BOWERS FIELD: Mark reported that an RFP for services went out for a two week advertisement soliciting for a package of FBO services. Staff received one response from Central Washington University. The proposal appears to be the same package that the current FBO, Midstate Aviation provides for a yearly cost of $20,000.00. The new proposal from CWU is at a cost of $34,000.00 per year. Services were broken out so the opportunity to remove some of the services is available. Mark added that FBO services were to expire November 8, 2017, however, Midstate Aviation has agreed to a month long extension to continue those services. Discussion was held. Mark stated that staff was recently contacted by Labor and Industries pursuant to a complaint by a citizen that the traffic control at the Taneum Bridge was non-compliant. Our Construction Manager met with the Labor and Industries inspection on site for several hours. Staff pulled information from the Risk Manager's office and submitted the necessary documentation. BREIFING SUMMARY: • Environmental support services are required supporting the 2017-2022 airport capital facility plan • FAA requires a Statement of Qualifications (SOQ) process selecting a preferred consultant • A consultant must be under contract by February 2018 supporting FAA's funding program BACKGROUND: During a recent visit With FAA, staff learned of the need to advertise for environmental services supporting the 20107 — 2022 airport capital facility plan. Our current airport consultant (Century West) must compete in an open solicitation issued by the County. Staff has completed a SOQ for advertising and provided it to FAA for comment. The SOQ exceeds FAA requirements and is ready to advertise. DISCUSSION: Staff proposes advertising for one month beginning on November 15`h, 2017. Proposals are due December 15`h, 2017. Selection is slated for early January 2018. This timeline meets the requirements defined by FAA. The first likely environmental action will be the breaking of pavement associated with the intersecting runway area associated with 7/25 and 11/29. This action is presumed to be a Categorical Exemption. All other construction activities on the airport are presumed to entail an Environmental Assessment. FISCAL IMPACTS: FAA will likely significantly underwrite the cost of all environmental services associated with implementation of the ACIP. These services may include but are not limited to wetland, stream, and plant community identification, including the services of planning, inventory, delineation, permitting, regulatory compliance, design, implementation, and construction management of mitigation, and monitoring, grant writing, as well as review and refinement of existing or new regulatory codes, and watershed analysis and planning along with noise and glare mitigation planning. 411 N. Successful experience in evaluating critical areas regulations and environmental studies including critical area reports, mitigation plans, SEPA checklists, site and civil plan review, and biological assessments. B. Possess a strong knowledge of the Washington State Department of Ecology's Wetland Rating System for Eastern Washington and the Washington State Wetlands Identification and Delineation Manual. C. Possess a strong knowledge and understanding of Federal Aviation Administration rules. Regulations and Informational Circulars. D. Successful experience in evaluating development proposals in areas where streams, rivers, wetlands, and endangered species exist. E. Successful experience in writing Biological Opinions that have been accepted by state and federal agencies. F. Archaeological Evaluations Consultants will be expected to provide the full range of services to assist the County in meeting environmental obligations required by the Department of Archaeology and Historic Preservation. The Cultural Resources Consultant will be used to provide all services relating to cultural resources management as requested by the County, including: archaeological and historic resources research and reconnaissance; site testing; resource recovery; construction monitoring; data recovery; geomorphological assessment; artifact cataloging; cultural resource compliance training, report preparation; mitigation, and monitoring. The consultant will have complete responsibility for the employment and supervision of all personnel used in completing the assigned work. The consultant must demonstrate competence and qualifications related to the services performed including: A. Successful experience in preparing and obtaining Archaeological Excavation Permits from the Department of Archaeology and Historic Preservation (DAHP). B. Staff members must be professionally qualified to perform cultural resource investigations according to DAHP qualifications. C. Successful experience in designing and implementing mitigation and monitoring plans. D. Ability to respond to unexpected as well as regularly scheduled requests for services with minimal delay. E. Ability to work collaboratively in a regulatory environment with other agencies, interest groups, and permit applicants. 3. Planning Services The consultant must be able to provide a variety of community planning services to Kittitas County including but not limited to: expertise implementing the Growth Page 2 of 5 Dept. of Public Works Page 3 Management Act, code amendments, urban and rural design, airport overlay zones, community education and coordination, economic development, transportation planning, development review capabilities, GIS support, and project scheduling and coordination experience. The consultant must demonstrate competence and qualifications related to the services performed including: A. The consultant must have extensive experience working with local governments on both current and long-range planning projects. B. Demonstrated ability to conduct outreach efforts to engage community participation. C. Successful experience implementing GIS systems, training abilities, and ability to communicate with non-technical people about GIS functions and capabilities. D. Ability to respond to unexpected as well as regularly scheduled requests for services with minimal delay. E. Ability to work collaboratively in a regulatory environment with other agencies, interest groups, and permit applicants. F. BREIFING SUMMARY: • Recent bridge inspection reveals significant structural damage to two bridge abutments • Engineer recommendation is to remove load from abutments • Maintenance has completed repairs • Six year plan has replacement slated for 2022 BACKGROUND: During a recent inspection of the three short span bridges (under 20 feet) along Fairview Road; abutment damage was found at two of the three bridges. Our contract structural engineer (KPFF) recommended immediate action removing loads from the structure. DISCUSSION: County Engineer Huck and Maintenance Manager Van De Venter met with Public Works Director Cook onsite immediately following notice from KPFF. Van De Venter offered structural plates as a near term solution. KPFF agreed with the added requirement to "crib" the plates removing them from bearing on the broken abutments. Repairs were conducted on 11/07 and 11/08/2017. Proper signage is in place and the plates are expected to remain for some time. Public Works bridge inspectors will monitor the repairs quarterly until such time that permanent repairs can be made. The site is slated for permanent repair in 2022. Staff will begin evaluating options moving the repair forward on the six year transportation plan timeline in the next several weeks. BREIFING SUMMARY: • Bar 14 Bridge and Channel Work • Mercer Creek Channel Work • Advisory Board BACKGROUND/DI SC US SION: Bar 14: Recently, the Board of County Commissioners took action directing the removal of the Naneum Creek Bridge at Bar 14 Road. Staff has secured all permits (except Ecology water quality) and has prepared the work area for by-passing creek flows during construction. We have coordinated channel work with KRD and anticipate a joint project taking place in the next 10-14 days. The FCZD is partnering with the Road Fund to secure a larger project impact area than could be done by the Road Fund alone. We are preparing an area newsletter targeting residents along Naneum Creek advising of expected increased flood risk in the 2017-18 water year. Mercer Creek Channel Work: The FCZD is partnering with the City of Ellensburg to improve approximately 1,700 LF of creek channel from Regal Street to Lexus Lane (EXHIBIT 1). Invasive species (Crack Willow) and channel aggregation have removed significant channel capacity resulting in wide spread urban flooding. FCZD is leading permitting efforts, the City is leading construction easement acquisition and both jurisdictions propose completing the necessary channel work together. Permits are expected to be submitted to resource agencies this week. Page 1 of 3 PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT Advisory Board After several community outreach meetings and a large targeted mailing to residents (Ellensburg, Kittitas, Cie Elum and South Cle Elum) we have received a total of nine applications for Board consideration. Staff desires having a minimum of 14 applications prior to submitting all for Board consideration. FISCAL IMPACTS: Bar 14 is estimated to cost the FCZD approximately S15-$20,000. Mercer Creek is estimated to cost the FCZD approximately $30,000. We have spent approximately $7,500 in outreach effort attracting potential candidates to the proposed advisory board.
