10/27/2017 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS CONFERENCE ROOM <br />SPECIAL MEETING <br /> <br />FRIDAY 10:00 A.M. OCTOBER 27, 2017 <br /> <br />Board members present: Chairman Paul Jewell; Vice-Chairman Laura <br />Osiadacz (via phone) & Commissioner Obie O’Brien. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Neil Caulkins, Deputy <br />Prosecutor; and Robin Read, Public Health Administrator. <br /> <br />SPECIAL MEETING EXECUTIVE SESSION COMMISSIONERS <br /> <br />At 10:12 a.m. Chairman Jewell opened a Special Meeting and announced <br />the Board would recess into Executive Session for 10 minutes to <br />discuss with legal counsel representing the agency matters relating <br />to agency enforcement actions, or to discuss with legal counsel <br />representing the agency litigation or potential litigation to which <br />the agency, the governing body, or a member acting in an official <br />capacity is, or is likely to become, a party, when public knowledge <br />regarding the discussion is likely to result in an adverse legal or <br />financial consequence to the agency. Possible action anticipated. <br /> <br />At 10:22 a.m. the Board reconvened out of Executive Session. No <br />action was taken. <br /> <br />At 10:22 a.m. Chairman Jewell announced the Board would recess back <br />into Executive Session for 2 minutes to discuss with legal counsel <br />representing the agency matters relating to agency enforcement <br />actions, or to discuss with legal counsel representing the agency <br />litigation or potential litigation to which the agency, the <br />governing body, or a member acting in an official capacity is, or is <br />likely to become, a party, when public knowledge regarding the <br />discussion is likely to result in an adverse legal or financial <br />consequence to the agency. Possible action anticipated. <br /> <br />At 10:24 a.m. the Board reconvened out of Executive Session. Staff <br />was given direction to draft a letter in response to Mountain Trails <br />Association and bring it back at a later date for Board <br />consideration. <br /> <br />APPOINTMENT EFSEC COMMISSIONERS <br /> <br />The Board discussed options of who to appoint as a member to the <br />Washington State Energy Facility Site Evaluation Council (EFSEC) to <br />consider applications to construct and operate a solar project <br />(Columbia Solar) at different locations in Kittitas County. <br />
