COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
COMMISSIONERS CONFERENCE ROOM
SPECIAL MEETING
FRIDAY 10:00 A.M. OCTOBER 27, 2017
Board members present: Chairman Paul Jewell; Vice-Chairman Laura
Osiadacz (via phone) & Commissioner Obie O’Brien.
Others: Julie Kjorsvik, Clerk of the Board; Neil Caulkins, Deputy
Prosecutor; and Robin Read, Public Health Administrator.
SPECIAL MEETING EXECUTIVE SESSION COMMISSIONERS
At 10:12 a.m. Chairman Jewell opened a Special Meeting and announced
the Board would recess into Executive Session for 10 minutes to
discuss with legal counsel representing the agency matters relating
to agency enforcement actions, or to discuss with legal counsel
representing the agency litigation or potential litigation to which
the agency, the governing body, or a member acting in an official
capacity is, or is likely to become, a party, when public knowledge
regarding the discussion is likely to result in an adverse legal or
financial consequence to the agency. Possible action anticipated.
At 10:22 a.m. the Board reconvened out of Executive Session. No
action was taken.
At 10:22 a.m. Chairman Jewell announced the Board would recess back
into Executive Session for 2 minutes to discuss with legal counsel
representing the agency matters relating to agency enforcement
actions, or to discuss with legal counsel representing the agency
litigation or potential litigation to which the agency, the
governing body, or a member acting in an official capacity is, or is
likely to become, a party, when public knowledge regarding the
discussion is likely to result in an adverse legal or financial
consequence to the agency. Possible action anticipated.
At 10:24 a.m. the Board reconvened out of Executive Session. Staff
was given direction to draft a letter in response to Mountain Trails
Association and bring it back at a later date for Board
consideration.
APPOINTMENT EFSEC COMMISSIONERS
The Board discussed options of who to appoint as a member to the
Washington State Energy Facility Site Evaluation Council (EFSEC) to
consider applications to construct and operate a solar project
(Columbia Solar) at different locations in Kittitas County.

The Board said they’d like additional time to look into possible
appointments. Staff was directed to place the item on their next
Monday Office Administration meeting for further consideration.
The meeting was adjourned at 10:33 a.m.
