Kittitas County, Washington <br />IT Study Session Minutes <br />BOCC Conference Room, 205 West 5th Room 108, Ellensburg <br />Thursday 11:00 AM October 23, 2017 <br /> <br />Board members present: Chair Paul Jewell, Vice‐Chair Laura Osiadacz, Commissioner Obie O'Brien <br />Others: Jim Goeben, IT Director; Zane Kinney, Application Developer; Doug Fessler, Network <br />Administrator; Doug Mitchell, Deputy Prosecuting Attorney; and one member of the public. <br /> <br />Call to Order: 11:00 AM <br /> <br />Facebook Publisher Accounts <br />Mr. Goeben forwarded a request from the IT Committee to approve changes to Kittitas County <br />Technology Policy 14 ‐ Social Media Use which would require county employees who choose to <br />contribute to official county Facebook pages to use their personal account. There was discussion about <br />public records implications, employee’s concerns, and terms of service. Zane Kinney provided <br />information on Facebook’s Instant Articles solution. <br /> <br />Board direction: Create and test a solution using Instant Articles then revisit policy changes. <br /> <br />Fiber Optic Cable Project <br />Mr. Goeben and Mr. Fessler updated the board on potential solutions for accessing dark fiber provided <br />through a franchise agreement with Zayo. IT discussions are ongoing and a proposal will be brought back <br />to the board when formalized. The project as budgeted for 2017 is on hold. <br /> <br />Board direction: Return with a proposal. <br /> <br />Other business <br />Mr. Goeben updated the board: <br /> DaRT elimination of option to include other departments <br />Mr. Goeben notified the board of the Record Management Committee’s recommendation to <br />remove from the DaRT public records request tracking software the feature to include other <br />departments. Management Team had been notified and offered no objection. <br /> Flooding in IT <br />Mr. Goeben reported late Saturday and early Sunday morning there was significant flooding in <br />IT.
