<br /> <br /> <br /> <br /> <br /> <br />KITTITAS COUNTY BOARD OF HEALTH (BOH) <br />Joint BOH/BOCC Special Meeting <br />Meeting Minutes <br /> <br />August 17, 2017 <br />Commissioners’ Auditorium <br />10:00 a.m. <br /> <br />Present <br />Board of Health (BOH): Paul Jewell, Laura Osiadacz, John Asriel, M.D. <br /> <br />Absent: Obie O’Brien, Rich Elliott <br /> <br />Board of Health Advisory Committee (BOHAC): Carin Thomas <br /> <br />Public Health: Candi Blackford, Kaitlyn Reddick, Kasey Knutson, Amy Fuller, Tristen Lamb, Holly <br />Myers, Robin Read <br /> <br />Other: Stephanie Hartung, Kittitas County Prosecuting Attorney <br /> <br />Paul Jewell called the meeting to order at 10 a.m. <br /> <br />Kasey Knutson, Health Promotion Supervisor, stepped to the microphone and reviewed the staff report. <br />Ms. Knutson informed the board members that on June 18, 2009, the Kittitas County Board of County <br />Commissioners approved an ordinance to prohibit smoking in public places. On August 18, 2016 an <br />ordinance was approved to amend Chapter 8.24 of the Kittitas County Code to include electronic <br />cigarettes or “vaping” to the Smoking in Public Places ordinance. On April 6, 2017 KCPHD staff met <br />with the Kittitas County Fair Board and presented information about the departments grant funded work <br />to help locations interested in going tobacco/vape free. At that meeting, the Fair board requested to <br />restrict smoking and vaping to designated areas only. The policy would protect public health, safety, and <br />welfare by decreasing exposure to smoke and vape, as well as limit garbage and potential fire damage to <br />the Kittitas Valley Event Center (KVEC). On July 24, 2017, the Board of County Commissioners met <br />with the Kittitas County Public Health Department, Kittitas Valley Event Center, and a subcommittee to <br />discuss designated areas in the fairgrounds to be smoke and vape free for the fair. Ultimately it was <br />determined, per the recommendation of the Kittitas County Prosecutor at a July 24, 2017 meeting of the <br />Board of County Commissioners, to designate other events as smoke and vape free, not just the fair. The <br />following changes were presented: <br /> <br />8.24.075 Kittitas County Event Center smoking and vaping regulation. <br />1. No person may smoke and/or use an electronic vaping device in any location operated by the <br />Kittitas County Event Center, unless the location has been clearly identified as a designated
