COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
AGENDA SESSION
REGULAR MEETING
TUESDAY 10:00 A.M. SEPTEMBER 19, 2017
Board members present: Chairman Paul Jewell; Vice-Chairman Laura
Osiadacz; and Commissioner Obie O’Brien.
Others: Mandy Buchholz, Deputy Clerk of the Board II; Judy Pless, Budget
& Finance Manager; Stephanie Hartung, Deputy Prosecutor; and 2 members
of the public.
CALL TO ORDER
Chairman Jewell called the meeting to order.
PLEDGE OF ALLEGIANCE
Chairman Jewell led the Pledge of Allegiance.

APPROVAL OF AGENDA
Commissioner O’Brien requested to move Consent Item I to Board,
Discussion & Decision, as he has a conflict of interest and would need
to recuse himself from any action on that item.
Commissioner Osiadacz moved to approve the Agenda, as amended.
Commissioner O’Brien seconded. Motion carried 3-0.
CONSENT AGENDA
Chairman Jewell noted Consent Item I had been moved to Board, Discussion
& Decision, becoming item A.
Commissioner Osiadacz moved to approve the Consent Agenda, as amended.
Commissioner O’Brien seconded. Motion carried 3-0.

SET PUBLIC HEARING TAX TITLE TREASURER
Approve Setting a Public Hearing to consider the Resale of Tax Title
Properties, to be held on Tuesday October 3, 2017 at 2:00 p.m. in Room
109, Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA and to
authorize the Clerk to publish said notice.
RESOLUTION 2017-154 ST. WA. AOC JUVENILE
Approve Resolution No. 2017-154, Authorizing Execution of an Interlocal
Agreement with the State of Washington Administrative Office of the
Courts.
RESOLUTION 2017-153 BOARDS & COMMITTEE’S - OPMA PROSECUTOR
Approve Resolution No. 2017-153, Declaring Kittitas County Boards,
Committees, and Commissions operating under the direction of the Board
of County Commissioners subject to the Open Public Meetings Act
requirements.

AGREEMENT ELMVIEW / KITTITAS COUNTY PUBLIC HEALTH
Approve and authorize the Public Health Administrator’s signature on an
Agreement between Elmview and Kittitas County to provide a coordinated
and comprehensive local program of services for persons with
developmental disabilities and to fulfill the County’s responsibilities
as outlined, beginning July 1, 2017 – June 30, 2018.
RESOLUTION 2017-156 KCPHD / HERITAGE UNIVERSITY PUBLIC HEALTH
Approve Resolution No. 2017-156, Authorizing execution of an Agreement
between Heritage University and the Kittitas County Public Health
Department.
SET PUBLIC HEARING AMENDING KCC 13.75 PUBLIC HEALTH
Approve Setting a Joint Public Hearing with the Board of Health to
consider amendments to Chapter 13.75 Health Orders, to be held on
October 19, 2017 at 10:00 a.m. in the Kittitas County Courthouse 205
West 5th Avenue, Room 109, Ellensburg, WA and to authorize the Clerk to
publish said notice.
RESOLUTION 2017-155 CDBG (HUD) AUDITOR
Approve Resolution No. 2017-155, Adopting the Community Development
Block Grant (HUD) Fair Housing Resolution, naming the Chairman of the
Board as the County’s contact.
ITEM I FROM THE CONSENT AGENDA WAS MOVED TO BOARD DISCSSION AND
DECISION.
AGREEMENT BECKWITH/ KITTITAS COUNTY COMMISSIONERS
Approve a Professional Services Agreement between Kittitas County and
Beckwith Consulting Group in an amount not to exceed $50,000.00 to
provide and engage in the activities to develop the Kittitas County
Yakima River Access Development Strategy from September 5, 2017 through
December 31, 2018.
SET PUBLIC HEARING O’KEEFE PLAT CDS
Approve Setting a Public Hearing to consider the O’Keefe Plat
Alteration, to be held on Tuesday October 3, 2017 at 2:00 p.m. in Room
109, Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA and to
authorize the Clerk to publish said notice.

BOARD DISCUSSION/DECISION ITEMS
CONTRACT DEPARTMENT OF COMMERCE COMMISSIONERS
Commissioner O’Brien noted he would be recusing himself as he has a
conflict of interest.
Commissioner Osiadacz moved to approve Contract Number 16-62210-008
between the Washington State Department of Commerce, Local Government
Division and Kittitas County for the Community Development Block Grant
(CDBG) Program, Public Services Grant, in the amount of $83,177.00,
beginning July 1, 2016 through June 30, 2017. Chairman Jewell seconded.
Motion carried 2-0. (Commissioner O’Brien recused himself and was absent
from room).

ADJOURNMENT
Commissioner Osiadacz moved to adjourn the meeting at 10:06 a.m.
Chairman Jewell seconded. Motion carried 2-0.
