09/11/2017 MINUTES 1 COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS CONFERENCE ROOM REGULAR MEETING MONDAY 9:50 A.M. SEPTEMBER 11, 2017 Board members present: Chairman Paul Jewell; Commissioner Obie O’Brien & Vice-Chairman Laura Osiadacz. Others: Mandy Buchholz, Deputy Clerk of the Board II; Robin Read, Public Health Administrator and Bruce Tabb, Elmview. REGULAR MEETING DEPARTMENT HEAD PUBLIC HEALTH Robin Read, Public Health Administrator stated that she has spoken with Bruce Tabb, Elmview and he has requested an Amendment to the Elmview Contract and would like the requirement to use an open bid process be voided. Bruce Tabb, Elmview stated that they have someone familiar with the clientele at Elmview that has done this type of work in the past and he would like to have the service provided by people familiar with the environment the work will be conducted in. He stated that it’s a lot of work going out for bid and he doesn’t have the time. He stated that timeliness is essential with this project and they have some in-house services that they will be no longer providing which is consuming a lot of his time right now as well. Chairman Jewell stated that he is fine with the requirement being relived. Commissioner Osiadacz stated that she doesn’t feel strongly one way or the other. Commissioner O’Brien stated that he originally requested that requirement be added and explained why he feels it’s important. However, due to other circumstances that Elmview is currently working with he would be supportive of this request as it’s important to move forward. Robin Read, Public Health Administrator stated that she would work on getting the amendment before the Board for official action.
