KITTITAS COUNTY, WASHINGTON
COMMISSIONERS CONFERENCE ROOM
REGULAR MEETING
MONDAY 9:00 A.M. AUGUST 21, 2017
Board members present: Chairman Paul Jewell; Vice-Chairman Laura
Osiadacz & Commissioner Obie O’Brien.
Others: Mandy Buchholz, Deputy Clerk of the Board II; Julie
Kjorsvik, Clerk of the Board; Judy Pless, Budget & Finance Manager
and one member of the public.
REGULAR MEETING OFFICE STAFF MEETING COMMISSIONERS
At 9:00 a.m. Chairman Jewell opened the Office Administration
meeting.
CALENDAR WEEK AT A GLANCE COMMISSIONERS
The Board of County Commissioners reviewed their weekly calendar.
PAF/VOUCHERS REVIEW OF PAF’S & VOUCHERS COMMISSIONERS
The Board of County Commissioners approved and signed County
Employee Personnel Action forms and vouchers.
CORRESPONDENCE LOG REVIEW OF CORRESPONDENCE LOG COMMISSIONERS
The Board of County Commissioners reviewed the weekly Correspondence
Log, a listing of all incoming mail and correspondence for the week
ending August 18, 2017.
DISCUSSION FACEBOOK WEEKLY POSTS COMMISSIONERS
The Board determined that they would post the following to their
Facebook for the week of 8/21/2017: Towns to Teanaway Meeting Notice
and the Wenas Wildlife Area Target Shooting Survey.
FORM YBFWRB – CERTIFICATION COMMISSIONERS
Commissioner O’Brien signed the form as presented as the primary for
the YBFWRB member and Commissioner Osiadacz signed as the alternate.
Staff was directed to send a copy to Alex Conley with the Yakima
Basin Fish & Wildlife Recovery Board.
DISCUSSION COMP PLAN WORK GROUP – COE COMMISSIONERS

Commissioner Osiadacz stated that recently Bruce Coe met with her
and expressed his desire to be appointed to the Comprehensive Plan
Workgroup. She stated she invited him to the meeting to share with
the Board why he is interested and have the Board consider his
request. She stated that she spoke with Dan Carlson, CDS Director
and he expressed some reservations since the current group has been
working together for quite some time.
Bruce Coe, Citizen stated that he doesn’t feel Upper County is being
fairly represented in the work that the workgroup is producing. He
reviewed areas he felt he could bring an elevated level of expertise
to in assisting the workgroup.
Chairman Jewell stated that his concern is if they open it up to
just appointing citizens randomly, then it will open up the
possibility to do this for others as well. He stated that they are
providing plenty of opportunities to provide citizen comments and if
there is a resignation from a representative for the Upper County
then the Board would consider appointing Mr. Coe at that time.
Mr. Coe also expressed concerns that County Departments are dropping
the ball on advertising and feels they have lost documents he has
submitted for the record. Chairman Jewell stated that he would
direct Staff in CDS to add Mr. Coe to the e-mail list for the Comp
Plan Workgroup.
CONTRACT BIENNIUM CONTRACT NO. K1816 AUDITOR
Commissioner O’Brien moved to authorize Chair signature on the 2017-
2019 Biennium Contract No. K1816 between the Washington State
Conservation Commission and Kittitas County for the Voluntary
Stewardship Program Work Plan Development and Implementation from
July 1, 2017 – June 30, 2019. Commissioner Osiadacz 2nd. Motion
carried 3-0.
AGREEMENT KCCD – VSP AUDITOR
Commissioner O’Brien moved to authorize Board signature on the
Intergovernmental Cooperation Agreement between Kittitas County &
the Kittitas County Conservation District for continuing
implementation of Voluntary Stewardship Program. Commissioner
Osiadacz seconded. Motion carried 3-0.
LETTER WCRP – EXCESS LIABILITY INS. AUDITOR
Commissioner O’Brien moved to authorize Chair signature on a letter
to Derek Bryan, Executive Director for the Washington Counties Risk
Pool regarding Kittitas County’s desire to continue with the
optional excess liability insurance for 2018. Commissioner Osiadacz
seconded. Motion carried 3-0.

LIEN JULIA BALCOMB AUDITOR
COMMISSIONER O’BRIEN ABSTAINED FROM DISCUSSION DUE TO CONFLICTS
Commissioner Osiadacz moved to approve and authorize Chair signature
on a Release of Lien between Kittitas County and Julia A. Balcomb
for Rustic Acres Replat Lot 17R SEC32; TWP19; RGE.19 Tax Parcel
940736. Chairman Jewell seconded. Motion carried 2-0 (O’Brien
abstained).
UPDATE BOCC/ DEPARTMENT HEAD REPORTS COMMISSIONERS
Each Commissioner was assigned three different Department Heads to
meet with on a weekly basis. This was determined at a Special
Meeting with the Board of County Commissioners held on June 18,
2009. Each Commissioner reviewed discussions held with their
respective departments and exchanged details of those meetings. On
January 3, 2011 the Board determined it would be beneficial to
alternate Commissioners that will oversee the different Department
Head’s on an annual basis. They determined at the end of 2013 they
would review the various committees they participate in and provide
beneficial updates to the Board as needed during this time as well.
