COMMISSIONER’S CONFERENCE ROOM
SPECIAL MEETING
TUESDAY 8:30 A.M. AUGUST 1, 2017
Board members present: Chairman Paul Jewell & Commissioner Obie
O’Brien. Excused: Vice-Chairman Laura Osiadacz.
Others: Julie Kjorsvik, Clerk of the Board II; Stephanie Hartung,
Deputy Prosecutor; Jill Scheffer, Event Center Director; Jim Goeben,
IT Director and 1 member of the public.
SPECIAL MEETING SOCIAL MEDIA EVENT CENTER
At 8:30 a.m. Chairman Jewell opened a Special Meeting to consider a
photography and social media policy at the Kittitas County Fair.
Stephanie Hartung, Deputy Prosecutor reviewed a memo regarding the
County and public photograph use and whether it’s contrary to any
State statute or other legal right to privacy. She said there is no
requirement or expectation of privacy in a public venue. It is done
a lot at events and if someone were to complain it would be simple
to accommodate their request to take their photo down from the
social media site. She had prepared a photo waiver for minors and
adults to sign for Fair exhibitors, volunteers, judges and
superintendents. She also provided a sample Crowd Notice Consent
and Release Form at all entrances, website, and anywhere else
tickets are sold during the Fair. It was also advised to photograph
and document the Crowd Release Form use to show it was in place at
the time of the event.
Jill Scheffer, Event Center Director, said they have a photographer
who is providing in kind services who will be taking pictures at
certain times throughout the Fair. Chairman Jewell suggested having
them take more generalized crowd photos instead of candid ones.
Jim Goeben, IT Director suggested that the Fair Board members also
sign the County’s Social Media Policy. The Board provided direction
to Staff to follow the Prosecutor’s recommendations as outlined in
their memo relating to posting the Crowd Notice Consent and Release
form and photo waiver for all exhibitors, judges, superintendents,
etc.
