COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
COMMISSIONERS CONFERENCE ROOM
REGULAR MEETING
MONDAY 9:00 A.M. JULY 24, 2017
Board members present: Chairman Paul Jewell & Vice-Chairman Laura
Osiadacz. Excused: Commissioner Obie O’Brien.
Others: Mandy Buchholz, Deputy Clerk of the Board II; Julie
Kjorsvik, Clerk of the Board; Jill Scheffer, Event Center Director
one member of the public.
REGULAR MEETING OFFICE STAFF MEETING COMMISSIONERS
At 9:00 a.m. Chairman Jewell opened the Office Administration
meeting.
He noted that an Executive Session has been added to the end of the
meeting relating to a discussion with legal counsel representing the
agency matters relating to agency enforcement actions, or to discuss
with legal counsel representing the agency litigation or potential
litigation to which the agency, the governing body, or a member
acting in an official capacity is, or is likely to become, a party,
when public knowledge regarding the discussion is likely to result
in an adverse legal or financial consequence to the agency.
CALENDAR WEEK AT A GLANCE COMMISSIONERS
The Board of County Commissioners reviewed their weekly calendar.
PAF/VOUCHERS REVIEW OF PAF’S & VOUCHERS COMMISSIONERS
The Board of County Commissioners approved and signed County
Employee Personnel Action forms and vouchers.
CORRESPONDENCE LOG REVIEW OF CORRESPONDENCE LOG COMMISSIONERS
The Board of County Commissioners reviewed the weekly Correspondence
Log, a listing of all incoming mail and correspondence for the week
ending July 21, 2017.
DISCUSSION FACEBOOK WEEKLY POSTS COMMISSIONERS
The Board determined that they would post the following: Notice that
the Board of County Commissioners live streams their Regular Agenda
& Public Hearings as well as a post about the Seasonal Fair
positions that the KVEC is hiring for.

UPDATE BOCC/ DEPARTMENT HEAD REPORTS COMMISSIONERS
Each Commissioner was assigned three different Department Heads to
meet with on a weekly basis. This was determined at a Special
Meeting with the Board of County Commissioners held on June 18,
2009. Each Commissioner reviewed discussions held with their
respective departments and exchanged details of those meetings. On
January 3, 2011 the Board determined it would be beneficial to
alternate Commissioners that will oversee the different Department
Head’s on an annual basis. They determined at the end of 2013 they
would review the various committees they participate in and provide
beneficial updates to the Board as needed during this time as well.
DISCUSSION JERRY BRENNER-COLLEGE RODEO EVENT CENTER
Jill Scheffer, Event Center Director explained that her Staff was
visited by Jerry Brenner who has some affiliation with the CWU
Rodeo. She stated that he treated her Staff extremely disrespectful
by yelling and using vulgar language. She stated that he appears to
be upset by the rates of the Event Center/Fairgrounds for 2018.
There was discussion on who the CWU Rodeo Event Coordinator was and
noting that it was not Mr. Brenner.
Chairman Jewell suggested that Commissioner Osiadacz and KVEC
Director Jill Scheffer meet with Corey Sinclair (Event Coordinator)
and Mr. Brenner and figure out what’s going on. He indicated that
it’s strange no complaints are coming from the Event Coordinator.
OTHER BUSINESS – NOTE EXECUTIVE SESSION WOULD TAKE PLACE ONCE DEPT.
HEAD MEETINGS WERE COMPLETE.
EXECUTIVE SESSION COMMISSIONERS
At 10:20 a.m. Chairman Jewell announced the Board would recess into
an Executive Session with Neil Caulkins, Deputy Prosecutor for 15
minutes to discuss with legal counsel representing the agency
matters relating to agency enforcement actions, or to discuss with
legal counsel representing the agency litigation or potential
litigation to which the agency, the governing body, or a member
acting in an official capacity is, or is likely to become, a party,
when public knowledge regarding the discussion is likely to result
in an adverse legal or financial consequence to the agency.
Potential action anticipated.
At 10:35 a.m. the Board reconvened out of Executive Session. No
action taken.
At 10:35 a.m. Chairman Jewell announced the Board would recess back
into Executive Session 10 minutes to discuss with legal counsel

litigation or potential litigation to which the agency, the
governing body, or a member acting in an official capacity is, or is

At 10:45 a.m. the Board reconvened out of Executive Session. No
action taken.
At 10:45 a.m. Chairman Jewell announced the Board would recess back
into Executive Session 2 minutes to discuss with legal counsel
representing the agency matters relating to agency enforcement
actions, or to discuss with legal counsel representing the agency
litigation or potential litigation to which the agency, the
governing body, or a member acting in an official capacity is, or is
likely to become, a party, when public knowledge regarding the
discussion is likely to result in an adverse legal or financial
consequence to the agency. Potential action anticipated.
At 10:47 a.m. the Board reconvened out of Executive Session. Staff
was directed to continue looking into the matter and report back to
the Board as needed.
Meeting adjourned at 10:47 a.m.
