JULY 18, 2017 Board members present: Vice-Chairman Laura Osiadacz and Commissioner Obie O’Brien. Excused: Chairman Paul Jewell. INTRODUCTION OF NEW COUNTY EMPLOYEES Prosecutor Greg Zempel introduced Elishia Harvill as their new Office Administrator. Prosecutor Greg Zempel introduced Jackie McNealy as their new Support Enforcement Paralegal. Commissioner O’Brien moved to approve the Agenda, as amended. Vice- Chairman Osiadacz seconded. RESOLUTION 2017-111 EMERGENCY OPERATIONS PLAN PUBLIC HEALTH Approve Resolution No. 2017-111, Adopting the Kittitas County Public Health Department’s Emergency Operations Plan. CONTRACT AMENDMENT – DEPT. OF ECOLOGY SHERIFF Approve Amendment No. 1 to Contract No. C1600148 between the State of Washington Department of Ecology and the Kittitas County Public Health Department, for the period April 1, 2016 through June 30, 2017. GRANT RECREATIONAL BOATING SAFETY SHERIFF Acknowledge the Recreational Boating Safety Federal Financial Assistance Grant Letter of an additional $5,000.00 from the Washington State Parks and Recreation Commission from March 1, 2017 through September 30, 2017. RESOLUTION 2017-112 WA TRAFFIC SAFETY COMMISSION SHERIFF Approve Resolution No. 2017-112, Authorizing an Interlocal Agreement between the Washington Traffic Safety Commission and the Kittitas County Sheriff’s Office, for Drug Recognition Experts beginning July 1, 2017 through June 30, 2019. RESOLUTION 2017-113 DEPT. OF ARMY, YAKIMA TRAINING CENTER SHERIFF Approve Resolution No. 2017-113, Authorizing a License between the Department of the Army, Yakima Training Center Military Installation; and Yakima and Kittitas Counties for the use of land beginning July 1, 2017 through June 30, 2018. ORDINANCE 2017-004 SOLAR PROJECTS CDS Approve Ordinance No. 2017-004, Extending a Moratorium on Accepting Applications for Solar Projects that Qualify as Major Alternative Energy Facilities within Kittitas County, one year from January 10, 2017. REQUEST TO APPROVE A RESOLUTION TO AWARD A BID TO ELLENSBURG FENCE CO. INC. FOR FENCING PROJECTS LOCATED AT BOWERS FIELD AND AT THE INTERSECTION OF WILSON CREEK ROAD AND RADER ROAD – ITEM MOVED TO BOARD DISCUSSION & DECISION. RESOLUTION 2017-114 CALL FOR BIDS-TANEUM ROAD BRIDGE PUBLIC WORKS Approve Resolution No. 2017-114, Authorizing a Notice of Call for Bids for the Taneum Road Bridge Replacement and Washout Repair Project, to be accepted until 10:00 a.m. Wednesday August 9, 2017 at the Kittitas County Public Works Department 411 North Ruby Street, Suite 1, Ellensburg, WA and to Authorize the Clerk to publish said notice. RESOLUTION 2017-115 KPFF CONSULTING ENGINEERS PUBLIC WORKS Approve Resolution No. 2017-115, Authorizing Formal Task Order #008 with KPFF Consulting Engineers, in the amount of $87,500.00 for the No. 6 Road Bridge project. AGREEMENT WA STATE ASSOCIATION OF COUNTIES COMMISSIONERS Approve a Second Addendum to a Professional Services Agreement between Kittitas County and the Washington State Association of Counties, extending the termination date to October 31, 2017. APPOINTMENT TOURISM INFRASTRUCTURE PLAN COMMISSIONERS Approve the Appointment of Bill Boyum, Gayle Dobberthien, Susan Grindle, Bill Hanson, Dale Loveland, Mitch Williams, and Bill Vertrees, to the Kittitas County Tourism Infrastructure Plan Capital Improvement Program Technical Review Team. Vice-Chairman Osiadacz seconded. Motion carried 2-0. RESOLUTION 2017-110 FENCING AT BOWERS FIELD PUBLIC WORKS Commissioner O’Brien moved to approve Resolution No. 2017-110, Awarding a Bid to Ellensburg Fence Company in an Amount of $52,404.00 for Fencing at Bowers Field and at the Intersection of Wilson Creek Road and Rader Road and to Authorize the Public Works Director to Sign the Contract.
