CALL TO ORDER Chairman Jewell called the meeting to order. PLEDGE OF ALLEGIANCE Chairman Jewell led the Pledge of Allegiance. INTRODUCTION OF NEW COUNTY EMPLOYEES Kathy Jurgens, Finance Manager introduced Scott Casey as the new Finance Manager in the Public Works Department. PROCLAMATIONS PROCLAMATION CLE ELUM/ROSLYN BOYS GOLF TEAM DAY COMMISSIONERS Commissioner Osiadacz moved to approve a Proclamation declaring June 23, 2017 as “Cle Elum/Roslyn High School Boys Golf Team State Champions Day” in Kittitas County, honoring their 2017 1A State Title. Commissioner O’Brien seconded. Motion carried 3-0. 06/20/2017 MINUTES 2 PROCLAMATION NICK BAKER DAY COMMISSIONERS Commissioner Osiadacz moved to approve a Proclamation declaring June 22, 2017 as “Nick Baker Day” from Cle Elum/Roslyn High School honoring him for his 1A Individual State Championship Title for Boys Golf. Commissioner O’Brien seconded. Motion carried 3-0. AWARDS & RECOGNITIONS CERTIFICATE TERRY POWERS COMMISSIONERS Commissioner Osiadacz moved to approve a Certificate of Recognition to Terry Powers for 25 years of dedicated service to the citizens of Kittitas County. Commissioner O’Brien seconded. Motion carried 3-0. CERTIFICATE BERT MARX COMMISSIONERS Commissioner Osiadacz moved to approve a Certificate of Recognition to Bert Marx for 30 years of dedicated service to the citizens of Kittitas County. SET PUBLIC HEARING COUNTY ASSETS AUDITOR Approve Setting a Public Hearing to consider disposition of County assets by selling on Publicsurplus.com; trade in or disposal, to be held on Monday July 10, 2017 at 10:30 a.m. in the Commissioners Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA and to authorize the Clerk to publish said notice. AGREEMENT MISSION SUPPORT ALLIANCE, LLC SHERIFF Acknowledge Service Agreement No. HRM-SA-17-005 between Mission Support Alliance, LLC, Prime Contractor to the United States Department of Energy, Richland Operations Office, and the Kittitas County Sheriff’s Office in the amount of $802.78 to use the EVOC skills pad, track, and trailer located at the HAMMER/Hanford Training Center on June 29, 2017 and July 6, 2017. CONTRACT CROSS MATCH TECHNOLOGIES SHERIFF Acknowledge a Contract Renewal between the Sheriff’s Office and Cross Match Technologies in the amount of $1,255.99 for a One-Year Maintenance Plan from August 1, 2017 to July 31, 2018 for the Bundled Assembly, LSCAN Guardian USB and LSMS on Desktops. AGREEMENT IMMUNIZATION PROGRAM PUBLIC HEALTH Approve the Washington State Department of Health, Office of Immunization and Child Profile Provider Agreement for Receipt of Publicly Supplied Vaccine from May 1, 2017 through April 30, 2018. CONTRACT AMENDMENT NO. 1 – DEPT. OF ECOLOGY PUBLIC HEALTH Approve Amendment No. 1 to Contract No. C1600148 between the State of Washington Department of Ecology and the Kittitas County Public Health Department, to allow for a shift in the amount up to $8,000.00 between payroll items and non-payroll items, subject to Ecology’s written approval per budget table provided between June 5, 2017 and June 30, 2017. RESOLUTION 2017-101 KPFF CONSULTING ENGINEERS PUBLIC WORKS Approve Resolution No. 2017-101, Authorizing the Chair’s Signature on a Formal Task Order Document No. 004 with KPFF Consulting Engineers to perform the required load rating efforts for 48 bridges prior to the 06/20/2017 MINUTES 5 December 31, 2017 deadline to maintain compliance with NBIS. RESOLUTION 2017-104 CALL FOR BIDS – HUNTZINGER ROAD PUBLIC WORKS Approve Resolution No. 2017-104, Authorizing a Notice of Call for Bids for the Huntzinger Road Safety Improvement Project, to be accepted until July 14, 2017 at 10:00 a.m. at the Public Works Department 411 North Ruby Street, Suite 1, Ellensburg, WA and to authorize the Clerk to publish said notice. FINAL MYLARS THE LEGACY AT SUNCADIA (LP-17-00002) CDS Approve the Final Mylars for the Plat of The Legacy at Suncadia (LP-17- 00002), a subdivision of a portion of approximately 16.6-acre parcel 06/20/2017 MINUTES 6 into 40 lots at the Suncadia Master Planned Resort. AGREEMENT SCJ ALLIANCE CDS Approve an Agreement for Professional Services between Shea, Carr & Jewell, Inc. (SCJ Alliance) and Kittitas County, in the total amount of $88,091.00 for Consulting Services for the Comprehensive Plan Updates. CONTRACT AMENDMENT NO. 1 – DEPT. OF ECOLOGY COMMISSIONERS Approve Amendment No. 1 to Contract C1600097 between the State of Washington Department of Ecology and the Kittitas County Board of Commissioners, extending the period of performance from June 30, 2017 to June 30, 2018 and increase the budget amount by $250,000.00 to purchase Mitigation Water and Metering Equipment. CORRESPONDENCE - NONE ADMINISTRATIVE MATTERS - NONE CITIZEN COMMENTS ON NON-AGENDA ITEMS – NONE BOARD DISCUSSION/DECISION ITEMS RESOLUTION 2017-097 TOURISM INSTRASTRUCTURE COMMISSIONERS Commissioner Osiadacz moved to approve Resolution No. 2017-097, Adopting the Kittitas County Tourism Infrastructure Capital Improvement Program Projects including the City of Cle Elum – Washington State Horse Park Covered Arena; Kittitas County – Rodeo Arena Upgrade and Remodel; Kittitas County – Event Center Barns Remodel; City of Roslyn – Town to Teanaway; City of Roslyn – Old City Hall Remodel; Kittitas County Parks & Recreation District – Evergreen SnoPark Completion; City of Ellensburg – Visitor Center; City of Ellensburg – Wayfinding Master Plan; and the Kittitas County Parks & Recreation District – Teanaway/Yakima River Confluence. Commissioner O’Brien seconded. Motion carried 3-0. MISCELLANEOUS – NONE EXECUTIVE SESSION At 11:44 a.m. Chairman Jewell announced the Board of Commissioners would recess into Executive Session for 10 minutes with Doug Mitchell, Deputy Prosecutor and Gene Dana, Sheriff to discuss with legal counsel representing the agency matters relating to agency enforcement actions, or to discuss with legal counsel representing the agency litigation or potential litigation to which the agency, the governing body, or a member acting in an official capacity is, or is likely to become, a 06/20/2017 MINUTES 7 party, when public knowledge regarding the discussion is likely to result in an adverse legal or financial consequence to the agency. Possible action anticipated. At 11:54 a.m. the Board reconvened out of Executive Session. RELEASE OF CLAIMS STATE FARM PROSECUTOR Commissioner Osiadacz moved to approve and authorize the Chair to sign a Mutual Release of Property Damage Claims with State Farm Mutual Automobile Insurance Company and Kittitas County relating to an auto accident on or about October 19, 2016 at Kittitas Highway and No. 6 Road Ellensburg, WA.
