MARCH 21, 2017 Board members present: Chairman Paul Jewell; Vice-Chairman Laura Osiadacz and Commissioner Obie O’Brien. Others: Mandy Buchholz, Deputy Clerk of the Board II; Mark Cook, Public Works Director and 4 members of the public. CALL TO ORDER Chairman Jewell called the meeting to order. PLEDGE OF ALLEGIANCE Chairman Jewell led the Pledge of Allegiance. INTRODUCTION OF NEW COUNTY EMPLOYEES - NONE PROCLAMATIONS PROCLAMATION NATIONAL COUNTY GOVERNMENT MONTH COMMISSIONERS Commissioner Osiadacz moved to approve a Proclamation recognizing April as National County Government Month and to encourage all County officials, employees, schools, and residents to participate in County government celebration activities. Commissioner O’Brien seconded. Motion carried 3-0. PROCLAMATION CHILD ABUSE PREVENTION MONTH COMMISSIONERS Commissioner Osiadacz moved to approve a Proclamation recognizing April as Child Abuse Prevention Month and call upon all citizens, community agencies, faith groups, medical facilities, elected leaders and businesses in Kittitas County to participate in efforts to support families, thereby preventing child abuse and strengthening the community. Commissioner O’Brien seconded. Chairman Jewell thanked CASA for what they do in the County and for its citizens. Motion carried 3-0. AWARDS & RECOGNITIONS – NONE 03/21/2017 MINUTES 2 APPROVAL OF AGENDA Commissioner Osiadacz moved to approve the Agenda as presented. Commissioner O’Brien seconded. Motion carried 3-0. CONSENT AGENDA Commissioner Osiadacz moved to approve the Consent Agenda as presented. Commissioner O’Brien seconded. Commissioner O’Brien indicated that aside from consenting to setting the Public Hearing for the Community Development Block Grant on 4/4/2017 @ 2:00 p.m., he will not participate any further with that grant funding allocation process. SET PUBLIC HEARING CDBG-PUBLIC SERVICES GRANT COMMISSIONERS Approve Setting a Public Hearing to consider an application to the Department of Commerce for the Community Development Block Grant Public Service Funds beginning July 1, 2017 through June 30, 2018, to be held on Tuesday April 4, 2017 at 2:00 p.m. in the Commissioners Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA and to authorize the Clerk to publish said notice. APPOINTMENT JESSICA HUTCHINSON – BOE COMMISSIONERS Approve the appointment of Jessica Hutchinson to the Kittitas County Board of Equalization as an Alternate, for a 3 year term effective immediately and expiring on December 31, 2020. SPECIAL EVENT GRAN FONDO – 88 MILE RIDE COMMISSIONERS Approve a Special Event Application to hold the Gran Fondo (88 mile bike ride) on June 11, 2017, granting a waiver to Kittitas County Code Chapter 5.20.100 – Penal Bond – Bond of Indemnity, and conditioned upon meeting the requirements from the Public Works Department, County Sheriff, Public Health and the County Prosecutor noting that the Certificate of Liability insurance must be submitted no later than 5/19/2017 at 5:00 p.m. and to continue to comply with the reporting and remitting requirements for the County Admissions Tax. COMMISSIONERS 03/21/2017 MINUTES 4 Approve the appointment of Nicalee Smith to the Kittitas County Housing Authority, for a 5 year term effective immediately and expiring on April 6, 2022. APPOINTMENT DEBORAH BOUDREAU – KC BHRAB COMMISSIONERS Approve the appointment of Deborah Boudreau to the Kittitas County Behavioral Health and Recovery Advisory Board, for a 3 year term effective immediately and expiring on December 31, 2020. TECH Approve Resolution 2017-057, Executing the Sales Order with Paladin Data Systems Corporation and to Authorize the Chairman’s Signature on the Terms of Service Agreement for Phase II Implementation of SmartGov. RESOLUTION 2017-055 RENEWAL DSHS GENERAL TERMS COND. AG PROSECUTOR Approve Resolution 2017-055, Executing the Renewal of the Washington Department of Social and Health Services (DSHS) General Terms and Conditions Agreement, DSHS Contract Number 1783-86440 beginning 7/1/2017 and ending on 6/30/2023. RESOLUTION 2017-056 AMENDMENT No. 1 AVIATION MAINT. LEASE PUBLIC WORKS Approve Resolution 2017-056, Consenting to Amendment No. 1 Aviation Maintenance Facility Lease with CWU leasing a portion of the property it acquired in the Agreement signed on 11/8/2016 with IASCO. SHERIFF Approve a Professional Services Agreement between Kittitas County and Schuknecht’s Polygraph Service to conduct polygraph examinations of applicants for employment or reserve service upon request by the Kittitas County Sheriff’s Office through March 1, 2018. GRANT WA STATE PARKS & RECREATION COMMISSION SHERIFF Acknowledge Grant #3317FAS170153 between the Washington State Parks & 03/21/2017 MINUTES 5 Recreation Commission and the Kittitas County Sheriff’s Department, in the amount of $14,129.28 for the Boating Safety program beginning March 1, 2017 and September 30, 2017. GRANT WASPC – SAFETY EQUIPMENT SHERIFF Acknowledge Grant #SH17-011 between the Washington Association of Sheriffs & Police Chiefs and the Kittitas County Sheriff’s Department, in the amount of $7,000.00 to purchase 2 Speed Feedback Signs at $3,500.00 each.
