COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
COMMISSIONER’S AUDITORIUM
SPECIAL MEETING
MONDAY 6:00 P.M. MARCH 13, 2017
Board members present: Chairman Paul Jewell; Vice-Chairman Laura
Osiadacz and Commissioner Obie O’Brien.
Others: Julie Kjorsvik, Clerk of the Board; Dan Carlson, CDS
Director; Lisa Young, Human Resource Director; Robin Read, Public
Health Administrator; Judy Pless, Budget & Finance Manager; Cindy
Adams, Administrative Assistant/Interim Assessor; and approximately
6 members of the public. Candidates for the appointment of Kittitas
County Assessor: Mike Hougardy, Del Knudson, and Jeff Cole.
SPECIAL MEETING APPOINTMENT OF ASSESSOR COMMISSIONERS
At 6:00 p.m. Chairman Jewell opened a Special Meeting to interview
three candidates submitted by the Kittitas County Republican Party
for the appointment of Kittitas County Assessor.
Chairman Jewell said the three Republican candidates Mike Hougardy,
Del Knudson, and Jeff Cole would have the opportunity to provide
opening remarks. Mr. Knudson said due to recent circumstances he
would not be answering questions at this time and therefore would be
requesting to leave the meeting. Chairman Jewell thanked Mr. Knudson
for submitting his name and excused him from the meeting.
The Board of County Commissioners and an interview panel consisting
of Lisa Young, Human Resource Director; Dan Carlson, CDS Director;
Robin Read, Public Health Administrator; and Judy Pless, Budget &
Finance Director asked questions of Mr. Hougardy and Mr. Cole.
At 7:08 p.m. Chairman Jewell announced the Board would recess into
Executive Session with Lisa Young, Dan Carlson, Judy Pless and Robin
Read for 15 minutes to evaluate the qualifications of an applicant
for public employment or to review the performance of a public
employee. However, subject to RCW 42.30.140 (4), discussion by a
governing body of salaries, wages, and other conditions of
employment to be generally applied within the agency shall occur in
a meeting open to the public, and when a governing body elects to
take final action hiring, setting the salary of an individual
employee or class of employees, or discharging or disciplining an
employee, that action shall be taken in a meeting open to the
public. Possible action was anticipated. At 7:18 p.m. Lisa Young,
Dan Carlson, Judy Pless and Robin Read were excused from the
Executive Session and the Board remained.

At 7:23 p.m. the Board reconvened out of Executive Session. No
action was taken.
At 7:23 p.m. Chairman Jewell announced the Board would recess back
into Executive Session for 5 minutes to evaluate the qualifications
of an applicant for public employment or to review the performance
of a public employee. However, subject to RCW 42.30.140 (4),

At 7:28 p.m. the Board reconvened out of Executive Session. The
Board thanked the candidates for their time and interest in the
appointment process. The Board provided comments on the candidates
and their qualifications.
APPOINTMENT KITTITAS COUNTY ASSESSOR COMMISSIONERS
Commissioner Osiadacz moved to approve the appointment of Mike
Hougardy to the vacancy of Kittitas County Assessor beginning March
14, 2017. Commissioner O’Brien seconded. Motion carried 3-0.
Meeting adjourned at 7:42 p.m.
