2017-03-13 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONER’S AUDITORIUM <br />SPECIAL MEETING <br /> <br />MONDAY 6:00 P.M. MARCH 13, 2017 <br /> <br />Board members present: Chairman Paul Jewell; Vice-Chairman Laura <br />Osiadacz and Commissioner Obie O’Brien. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Dan Carlson, CDS <br />Director; Lisa Young, Human Resource Director; Robin Read, Public <br />Health Administrator; Judy Pless, Budget & Finance Manager; Cindy <br />Adams, Administrative Assistant/Interim Assessor; and approximately <br />6 members of the public. Candidates for the appointment of Kittitas <br />County Assessor: Mike Hougardy, Del Knudson, and Jeff Cole. <br /> <br />SPECIAL MEETING APPOINTMENT OF ASSESSOR COMMISSIONERS <br /> <br />At 6:00 p.m. Chairman Jewell opened a Special Meeting to interview <br />three candidates submitted by the Kittitas County Republican Party <br />for the appointment of Kittitas County Assessor. <br /> <br />Chairman Jewell said the three Republican candidates Mike Hougardy, <br />Del Knudson, and Jeff Cole would have the opportunity to provide <br />opening remarks. Mr. Knudson said due to recent circumstances he <br />would not be answering questions at this time and therefore would be <br />requesting to leave the meeting. Chairman Jewell thanked Mr. Knudson <br />for submitting his name and excused him from the meeting. <br /> <br />The Board of County Commissioners and an interview panel consisting <br />of Lisa Young, Human Resource Director; Dan Carlson, CDS Director; <br />Robin Read, Public Health Administrator; and Judy Pless, Budget & <br />Finance Director asked questions of Mr. Hougardy and Mr. Cole. <br /> <br />At 7:08 p.m. Chairman Jewell announced the Board would recess into <br />Executive Session with Lisa Young, Dan Carlson, Judy Pless and Robin <br />Read for 15 minutes to evaluate the qualifications of an applicant <br />for public employment or to review the performance of a public <br />employee. However, subject to RCW 42.30.140 (4), discussion by a <br />governing body of salaries, wages, and other conditions of <br />employment to be generally applied within the agency shall occur in <br />a meeting open to the public, and when a governing body elects to <br />take final action hiring, setting the salary of an individual <br />employee or class of employees, or discharging or disciplining an <br />employee, that action shall be taken in a meeting open to the <br />public. Possible action was anticipated. At 7:18 p.m. Lisa Young, <br />Dan Carlson, Judy Pless and Robin Read were excused from the <br />Executive Session and the Board remained. <br />
