Board members present: Chairman Paul Jewell and Vice-Chairman
Laura Osiadacz. By Phone: Commissioner Obie O’Brien.
Others: Mandy Buchholz, Deputy Clerk of the Board; Mark Cook,
Public Works Director; Lucas Huck, Engineer & Neil Caulkins,
Deputy Prosecutor.
SPECIAL MEETING KLOCKE & SCHAAKE LEVEE DPW
At 10:00 a.m. Chairman Jewell opened a Special Meeting to
consider a letter to Charles Ifft, P.E., Levees Safety Program
Manager Department of the Army Corps of Engineers.
Mark Cook, Public Works Director presented & reviewed the draft
letter for Commissioner O’Brien. He gave the background of his
meeting with the City of Ellensburg and questions were asked of
Staff about the intent of the letter.
Neil Caulkins, Deputy Prosecutor explained that the question he
received was: what is the County’s duty to maintain the
easement. He stated after reviewing case-law it was clear that
it is always the dominant tenant holder who is responsible.
LETTER PL 84-99 LEVEE REPAIRS DPW
Commissioner Osiadacz moved to approve Chairman Jewell’s
signature on a letter to Charles Ifft, P.E., Levees Safety
Program Manager, Department of the Army Corps of Engineers;
regarding PL 84-99 Levee Repairs Klocke Levee and Schaake Levee.
Commissioner O’Brien seconded. Motion carried 3-0.
The meeting was adjourned at 10:20 a.m.
