Staff reached out to other agencies for comparable fees and found that the fee schedules are either outdated or do not have fees implemented. Discussion was held. Board Direction: BOCC requested that staff do more work on the fees update. NANEUM ROAD BRIDGE: Luke reported that in late November staff found damaged timber caps and timber uprights along with a concrete abutment footing being undermined approximately 2.5' which has resulted in a vertical crack in the center of the abutment extending through the footing. Luke stated that a task order has been agreed upon with WSDOT that would provide the repair and the purchase of the materials and all costs associated with the repairs. The repairs must be completed by April 151, 2017; however, the timbers that were ordered in mid-December still haven't arrived and may not be delivered until mid-March. Commissioner Jewell inquired if there are any other options to fix the bridge if the time frame is not met. Luke replied that other avenues have not been explored and Mark added that only temporary fixes can be performed. Luke stated that if the repairs are not completed by the deadline additional consultant inspections will be necessary and may require the bridge to either be reduced to one lane for through traffic or closed entirely until the repairs can be completed in the fall of 2017 following the commencement of the irrigation season. The repairs needed for the bridge include the replacement of the timber caps and timber uprights which are showing signs of significant deterioration. Additionally one of the concrete abutment footings is undermined approximately 2.5' which has resulted in a vertical crack in the center of the abutment extending through the footing. Public Works agreed with a WSDOT provided repair estimate of $23,676 which included the purchase of the materials and all costs associated with the repairs. Both WSDOT and Public Works agree the repairs must be completed by April 1st 2017. Recently it has been brought to our attention that the materials may not be delivered until mid -march 2017 which could hinder the ability for us to meet the April 1st deadline which coincides with the startup of the 2017 irrigation season. Public Works recognizes that if these repairs are not completed the need for additional consultant inspections will be necessary and may require the bridge to either be reduced to one lane for through traffic or closed entirely until the repairs are completed in the fall of 2017 following the commencement of irrigation season. Repairs; Naneum Road Highline Canal Bridge #89091: WSDOT will replace all wood timbers, bents, piers, caps at mid span; pier 2 and repair the undermined area at the south abutment. Repairs will include prep work, water diversion as warranted, cribbing forjacking, removing existing wooden timbers, placing and securing new timbers, forming/grout work at the abutment and general site cleanup at the end of the project. See attached photo of the area to be repaired. WSDOT will provide labor, equipment, and repair materials for the work outlined above. WSDOT will follow Regionally accepted Best Management Practices when working in environmentally sensitive areas unless other direction is provided by the agency. The Agency is responsible for waste materials resulting from the repairs and will clean-up the removed waste material. The Agency will provide a mini excavator with operator for work in the canal and supplement labor for the project. The Agency is responsible for any environmental/other required permitting and will permit the work accordingly. The Agency will provide all necessary public notification & traffic control for the repairs. The WSDOT will provide repair details, materials, equipment, and personnel to replace/repair noted items. 1/2 Task Schedule and Cost Work is anticipated to begin January 1, 2017 and completed by April 1, 2017.
